   New Type of Bonds Approved
   
   The Edict of the President of the Republic of Belarus No. 194 of 3 April 2008
provides that legal persons which meet requirements concerning the value of their
net assets, do not have negative financial result and are allowed to put their
securities into circulation within the trading system of the Open Joint-Stock
Company Belarusian Currency and Fund Exchange may issue exchange bonds. The
exchange bonds are not subject to state registration and can be issued and traded
upon their registration by the Open Joint-Stock Company Belarusian Currency
and Fund Exchange. 
   The provisions enter into force in three-month period from the official publication
of the Edict.
