Now you can find our legal news and other legal information at http://www.law.by/ . ----------------------------------------------------------------- Goods being subject to obligatory certification of conformity shall now be placed under the customs regime according to new peculiarities The Council of Ministers of the Republic of Belarus has approved, by its Decision of June 30, 2007 No. 861, the list of documents to be submitted while placing the goods that are subject to obligatory certification of conformity under the customs regime. The Decision has also approved the list of goods that are not subject to obligatory certification of conformity such as vehicles imported for the purposes of Ministry of Defence of the Republic of Belarus, goods imported for sport activities and some others. Customs legislation on bonded warehouses changes According to the Decision of the Customs State Committee of the Republic of Belarus of June 25, 2007 No. 63 the certificate of the owner of bonded warehouse (owner) is the document proving the right of owner to warehouse goods as well as the agreement of the owner to accept goods for warehousing. Delivery-acceptance act between declarant and owner is the notification for warehousing. The Decision approves the procedure of drawing up the named documents and enters into force on the day of its publication. On realizing the principle of free transit in the Republic of Belarus The customs clearance of transit goods has been simplified due to the Edict of the President of the Republic of Belarus of 16 July, 2007 No. 320 that has distinguished the data provided by the carrier at customs clearance into two main groups. The first one includes the data being subject to customs control like product titles, its quantity, number of cargo packages and gross weight of goods. And the second one includes the data being subject to customs examination via checking transit documentation like codes of goods, their value and so on. The changes fully accord with international standards. Council of Ministers regulates wholesale electronic trade The rules of wholesale electronic trade have been approved by the Decision of the Council of Ministers of the Republic of Belarus of July 19, 2007 No. 924. The Rules give definition to the wholesale electronic sale, define its members, subjects and objects, they prescribe the procedure of organization and exercising of electronic wholesale trade. Lists of documents and data used for customs purposes approved The Council of Ministers of the Republic of Belarus has approved, by its Decision of June 30, 2007 No. 863, the list of documents and data necessary for custom registration concerning concrete customs regime and customs procedure. The Decision has also prescribed specificity for some cases like submission of coded information, registration of railway transported goods and some other. Temporary zero rate import customs duties for some goods established Temporary zero rate import customs duties for some goods of headings 2810, 4001, 5402 of the Commodity Nomenclature for Foreign Economic Activity, imported to the territory of the Republic of Belarus, have been established by the Edict of the President of the Republic of Belarus of July 26, 2007 No 356. The rates are valid till January 1, 2008. Changes in regulating import of fish and seafood products made The Edict of the President of the Republic of Belarus No. 361 of July 30, 2007 has established that the exclusive right to import fish and seafood products to Belarus belongs to the state. The exercise of this right is to be entrusted to other organizations being winners of specially held contests.
