Now you can find our legal news and other legal information at http://law.by/ . ----------------------------------------------------------------------- Legal News - 01.12.2006 The Council of Ministers of the Republic of Belarus has established, by the Decision of November 23, 2006, No. 1573, the temporary rates of the customs duties for certain goods for the period of 9 months to reduce import of consumption goods The combined customs duties on imported footwear are established at 30% of the customs value of the goods plus 2 EUR for a pair. The rates on import of pipes, tubes and hoses are established at 20% from customs cost of the good, antifreeze and washer fluid at 20%. The rates on import of detergents and cleaners are established at 30%. Import of mirrors is subject to customs duties at the rate of 30% of the value of the goods, the rates for technical tools are also 30% and the rates for fishing rods are established at 20%. The Council of Ministers of the Republic of Belarus by the Decision of November 14, 2006 No. 1517 brought in changes and amendments to its decision of June 28, 2002 No.864. The Decision changes the rates of the export customs duties of the goods exported from customs territory of the Republic of Belarus outside of the states - members of the EuroAsian Economic Community. The Council of Ministers of the Republic of Belarus by the Decision of November 8, 2006 No. 1494 brought in changes and amendments to the Regulations on Licensing of Activities Connected with Health-Improvement of Children Abroad. In accordance with the Decision the list of rough infringements entail the cancellation of license also includes: not informing or regular violation of terms of informing the Department on Humanitarian Activity of the Administration of the President of the Republic of Belarus about children, groups of children and their accompanying not returned from health-improvement abroad, and also about the extreme situations which have occurred in places of their stay abroad or during their transportation; not ensuring the return of the children, groups of children and their accompanying from abroad by the licensee; absence of the control from licensee over the conditions of the childrens safety in places of health-improvement abroad. The Decision also introduces the Form of the Program filled by the licensee reflecting main principles on realization the activity of the childrens health-improvement abroad. The licensee should fill this Form in order to receive a license. The National Bank of the Republic of Belarus has changed the rate of refinancing According to the Decision of the National Bank of the Republic of Belarus of November 24, 2006, No. 188 the rate of refinancing of National bank of the Republic of Belarus decreases on 0,5%. Since December 1st, 2006 it is 10% of annual interest rates. The Ministry of Internal Affairs of the Republic of Belarus and State Customs Committee of the Republic of Belarus by the Decision of November 14, 2006 No. 302/115 approved the Instruction on the order of obligatory escorting of alcohol, nonfood spirit-based products and ethanol, transferred through the territory of the Republic of Belarus by motor vehicles by the subdivisions of the Security Department of the Ministry of Internal Affairs.
