President of the Republic of Belarus on August 31, 2006 signed the Decree No. 536 On Duty Rates for Passage and Conditions of Passage Through the Territory of the Republic of Belarus on the Roads of General Use for Motor Vehicles of Foreign States.

The Edict stipulates that foreign carriers are free from duty for passage through the territory of the Republic of Belarus if they have special permission from the European Conference of Ministers of Transport.

The Edict also establishes that the amount of duty must be estimated according to the kind of the motor vehicle, its payload capacity and period of staying on the territory of the Republic of Belarus.

President of the Republic of Belarus by the Edict of September 7, 2006 No. 562 introduced new excise rates on gasoline, diesel and other motor fuel from August 1, 2006.

 

The Agreement between the Government of the Republic of Belarus and the Government of the Syrian Arab Republic on cancellation of visa requirement for business trips of diplomatic and official passport-holders entered into force on July 27, 2006.

 

New quotas on imported fish, sea food and products of its processing for 2007 have been introduced by the Decision of the Administration of the President of the Republic of Belarus No.5of August 31, 2006.

Council of Minister of the Republic of Belarus by the Decision No. 1127 of September 4, 2006 brought in changes and amendments to its Decision on the Order of Realization of Purchasing Goods, Works and Services by Tender.

In accordance with the Decision foreign legal entities and natural persons from Russia or other States which signed with Belarus a treaty on equal mutual access to the participation in purchasing goods (works and services) are considered as domestic participants for the purposes of holding public-procurement tenders.

 

Council of Ministers of the Republic of Belarus by its Decision of August 31, 2006 No.1107 has established season custom duties for onion, white cabbage, carrot and red beet imported to the territory of the Republic of Belarus.

 

State Custom Commission of the Republic of Belarus by the Decision No.65 of August 18, 2006 brought in changes and amendments to its Decision On Custom Temporary Importation (Exportation) Procedure of Goods.

According to the Decision the declarant has no right to give the temporary imported goods to other persons for usage without permission of customs authorities. The exceptions include cases of repairing such goods, its storage or temporary importation of package for the goods under temporary importation procedure.
