Now you can find our legal news and other legal information at http://law.by/ . ----------------------------------------------------------------------- Legal news 29.06.2006 State Customs Committee of the Republic of Belarus has expanded matters of the applying the customs clearance procedure with mandatory presentation of Certificate of origin State Customs Committee of the Republic of Belarus by its Decision No 43 from June 8, 2006 brought in changes to its Decision On interpretation of the order which determines the country of origin of the goods imported to the territory of the Republic of Belarus. According to the Decision, the presentation of Certificate of origin is mandatory for the customs clearance of goods imported from Hungary, Cyprus, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Czech Republic, Estonia and Turkey. The Decision entered into force on June 1, 2006. Order of the transferring goods under special customs control changed in Belarus from June 19, 2006 State Customs Committee of the Republic of Belarus, by its Decision No 44 from June 14, 2006, brought in changes and amendments to the Regulation on transferring goods under special customs control. The Decision establishes a new sample of the certificate for vehicles imported to the territory of the Republic of Belarus. Ministry of Taxes and Duties by the Decision from April 28, 2006 No 55 brought in changes and amendments to its Decision No 92 from October 14, 2003. In particular, the new wording of the Instruction on procedure of calculation and payment of a tax on incomes of foreign organizations not carrying out their activity in the Republic of Belarus through a permanent representation was adopted. New changes to the Order of calculation and payment of the excise and value added tax in Belarus President of the Republic of Belarus June 15, 2006 signed the Edict No 397 and approved the Regulations on terms of payment the excise to the budget and determination of the date of sale of excise goods, the Regulations on payment of the excise for the goods entering the territory of the Republic of Belarus which should be marked by excise mark, the Regulations on terms of paying the value added tax to the budget, the Regulations on some peculiarities of applying the tax deduction and of calculation the tax base by the value added tax, the Regulations on order of reimbursement the sums of the value added tax, the Regulations on applying of zero value added tax rate during realization of the exported works (services). The new Regulations entered into force on June 1, 2006. The list of cars exempted from duty for using Belarusian roads has been expanded According to the Edict of the President of the Republic of Belarus No 395 of June 15, 2006 the owners (users) of cars, registered in Kaliningrad region of the Russian Federation are exempted from payment of the duty for using Belarusian transport roads. The same rule is established for cars of health resort institutions subordinate to the Presidential Administration of the Republic of Belarus and registered on the territory of the Republic of Latvia and the Republic of Lithuania. The Council of Ministers of the Republic of Belarus on June 23, 2006 approved Decision No 792 On State program of information support for the external policy and external economic activity of the Republic of Belarus in 2006-2010 and on plan of the measures in 2006 for realization of the State program of the information support for the external policy and external economic activity of the Republic of Belarus in 2006-2010.
