In particular, it is no longer necessary for foreign banks to make a deposit of 100 base units (approximately 1440 USD) to open representative offices in the territory of the Republic of Belarus. President has changed the procedure for establishing customs duty rates According to Edict of the President of the Republic of Belarus No 359 of May 31, 2006, customs duties on goods transferred through the border of the Republic of Belarus are to be assigned by the Council of Ministers of the Republic of Belarus. In some cases the Council of Ministers of the Republic of Belarus will need permission of the President of Belarus. Zero percent rates of customs duty can be established by the President of the Republic of Belarus only. Imported wine components have been exempted from excise tax Edict of the President of the Republic of Belarus No 374 of June 2, 2006 brought in amendments to the Edict of the President of the Republic of Belarus On excise rates of the excisable goods. Wine components imported from abroad are excluded from the list of the goods which are subject to excise tax. The Edict entered into force on January 1, 2006. Confiscation rules for vehicles used to smuggle goods are changed On July 2, 2006 the President of the Republic of Belarus signed Edict No 367 On administrative responsibility for concealing from customs control goods transferred through the territory of the Republic of Belarus. According to the Edict, if a smuggler tries to conceal from customs control bodies any goods transferred through the territory of the Republic of Belarus in their vehicles, such vehicles will be confiscated if the cost of concealed goods exceeds 40 base units (approximately 580 USD). The Law of the Republic of Belarus On transport and expedition activity enters into force in July, 2006 On May 13, 2006 the President of the Republic of Belarus signed the Law On transport and expedition activity aimed at improving the transport service of legal entities and decreasing transport expenses and prime cost of production. The law establishes the regulations of transport and expedition activity, its legal, organizational bases and principles for rendering of services. It also determines the procedure of making the transport and expedition contracts.
