Brief description of the most interesting legal acts which have been included into
the National Register of Legal Acts of the Republic of Belarus within the last week.

By the Law No. 56-3 of November 6, 2005 the Republic of Belarus ratified the Agreement between the Republic of Belarus and Bosnia and Herzegovina on assistance to investment and protection of investments signed in Sarajevo on November 29, 2004. According to the provisions of the agreement contracting states decided to encourage and create favorable, stable and transparent conditions for investors from both sides on their own territory and receive such investments according to its legislation.

By the Law No. 54-3 of November 6, 2005 the Republic of Belarus ratified the Protocol on Unified Regulations of Licensing Import and Export of Commodities from Member States of the Eurasian Economic Community And Other Activities Connected to That, signed in Moscow on October 25, 2004.

The Edict of the President of the Republic of Belarus No. 520 of November 3, 2005 On Improvement of Legal Regulation of Certain Relations in Economic Shere has concretely defined authorities of the President of the Republic of Belarus in the field of state property disposition and its privatization; in budget, taxation and monetary sphere and in the sphere of natural resources protection and use. The Edict also determines that legal acts presuming republican budget reduction, its expense increase or extension are issued (passed) only by the President of the Republic of Belarus or in coordination with him in order that is specified by the President of the Republic of Belarus or other laws.

In accordance with the Decision of the Ministry of Internal Affairs of the Republic of Belarus No. 333 of October 24, 2005 the Instruction on the Order of Coordination of Information (Commercial) Advertisements about Job Placement of the Citizens of the Republic of Belarus Abroad approved by the Decision of the Ministry of Internal Affairs of the Republic of Belarus No. 273 of November 30, 2004 was replaced by the new edition. This coordination takes place in the Department on Citizenship and Migration of the Ministry of Internal Affairs of the Republic of Belarus.

The Decision of the Council of Ministers of the Republic of Belarus No. 1221 of November 2, 2005 approved the Regulations on Licensing Retail Trade (Including Alcohol Beverages and Tobacco Products) and Catering. It also approved the Regulations on Licensing Activities Connected to Alcohol, Inedible Spirit-Based Products (Except Antiseptic Medicines and Veterinary Remedies Considered as Inedible Products That Contain Alcohol), Inedible Ethyl Alcohol and Tobacco Products Circulation (Except Retail Trade, Import and Export).

The Decision of the Council of Ministers of the Republic of Belarus No. 1219 of November 2, 2005 approved the List of Legal Entities Who are Allowed to Gross Sale of Ethyl Alcohol Related to Alcohol Production for its Further Sale to Health Caring, Veterinary and Agricultural Organizations, and Individual Entrepreneurs Who Have Special Permit (License) for Medical, Pharmaceutical and Veterinary Activity.

The Decision of the Council of Ministers of the Republic of Belarus No. 1233 of November 4, 2005 approved the Regulations on Licensing Activity Connected to Production of Alcoholic Goods (Except Original Alcoholic Beverage Production in Cultural and Ethnographical Centers, National Parks and Preserves of the Republic of Belarus Aimed at Renewing Complete National Belarusian Tradition), Inedible Spirit-Based Products (Except Antiseptic Medicines And Veterinary Remedies Considered As Inedible Products That Contain Alcohol), Inedible Ethyl Alcohol And Tobacco Products.

The Regulations on Accrediting Legal Entities Who Intend to Carry Out Public Opinion Polls Related to Republican Referenda, Elections of the President of the Republic of Belarus, Deputies of House of Representatives  and Members of Council of the Republic of the National Assembly of the Republic of Belarus or Socio-Political Situation in the Country, and Publication of Their Results in Mass Media were approved by the Decision of the Council of Ministers of the Republic of Belarus No. 1240 of November 8, 2005 On Some Issues of Carrying Out Public Opinion Polls Related to Republican Referenda, Elections and Socio-Political Situation in the Country and on Publication of Their Results in Mass Media. Accreditation of legal entities is regarded as recognition of their right to carry out public opinion polls and to publish their results in mass media. Accrediting is conducted by Committee on Public Opinion Polls at the National Academy of Sciences of Belarus. Accreditation of legal entity is valid during two years since the day of registration and may be prolonged for the same term according to application put in in accordance with the requirements of the Regulations.
