Decision of the Council of Ministers of the Republic of Belarus of March 16, 2005 No. 285 On Measures to Realize the Decree of the President of the Republic of Belarus of January 14, 2005 No. 2 On Improving the Work with Population and on Introducing Alterations into Some Decisions of the Council of Ministers of the Republic of Belarus approves the enclosed form of the Book of Comments and Proposals, the Regulations on Procedure of Issue, Registration, Conducting and Keeping the Book of Comments and Proposals and the List of Place of Sale of Goods, Fulfillment of Works or Rendering Services by Organizations and Individual Entrepreneurs, where there shall be the Book of Comments and Proposals. The Book was provided by the Decree of the President of the Republic of Belarus of January 14, 2005 No. 2 in order every customer can write in a comment or proposal and the seller or service provider has to undertake appropriate measures to reply to the comment or proposal.

Decision of the Administrative Department of the President of the Republic of Belarus of March 18, 2005 No. 2 sets forth the Instructions on Procedure of Registration, Account, Reception and Use of Foreign Gratuitous Aid in a new edition. According to the new Instructions the foreign aid not exceeding 30 basic values per month addressed to an individuals of the Republic of Belarus is subject to account in the Department of Humanitarian Aid at the Administrative Department without any registration provided in other cases when the aid exceeds this amount, requires the registration and shall be transferred to charity accounts in the banks of the Republic of Belarus.

Resolution of the President of the Republic of Belarus of March 22, 2005 No. 61rp establishes the temporal rate of import customs duty at the amount of zero (0) percent for goods imported to the customs territory of the Republic of Belarus. According to the Resolution the temporal rate of import customs duty equals zero percent for the goods according to the enclosed list (engines and parts for buses and other road vehicles) for the period from January 1, 2005 up to January 1, 2006.

Decision of the Council of Ministers of the Republic of Belarus of March 17, 2005 No. 292 On Trade Register of the Republic of Belarus provides that legal persons and individual entrepreneurs carrying out retail and wholesale of goods and public catering submit necessary documents to be included into the Trade Register of the Republic of Belarus of Trade Objects, Trade Organizations and Individual Entrepreneurs. The following trade organizations and individual entrepreneurs are not included into the Register who trade exclusively the products of oil and gas refinery; medical and narcotic means; medical equipment and medical goods; cold steel of non-military purpose, etc.

Decision of the Council of Ministers of the Republic of Belarus of March 18, 2005 No. 294 On Some Matters Concerning the Activity of Legal Persons Having Affiliates and Subsidiaries that Carry Out the Entrepreneurial Activity on Producing Agricultural Goods and on Introducing Alterations to the Decision of the Council of Ministers of the Republic of Belarus of November 13, 2002 No. 1563 establishes that such legal persons, the earnings of which from realization of agricultural goods is not less than 50% of total earnings of the affiliate or subsidiary in accordance with legislation have the privileges concerning purchase of agricultural equipment, fertilizers and other equally with other agricultural organizations.

Decision of the Ministry of Justice of the Republic of Belarus of March 21, 2005 No. 12 brings in amendments and alterations to the Regulations on Agreeing the Name of Commercial and Non-commercial Organizations. The changes concern the list of persons who can turn to the Ministry for the agreeing procedure and the some restrictions for the names (to prevent misleading of clients by using names well-known in foreign states).
