On November 25, 2004 the Law No. 344-Z ratifying the UN Convention against
Corruption was adopted. The Republic of Belarus singed the Convention on
April 28, 2004 with the following statement: The Republic of Belarus in
accordance with point 6 article 44 of the Convention will apply the
Convention as a legal ground for cooperation in the matters of extradition
with other member states of the Convention.
On November 28, 2004 the Law of the Republic of Belarus No. 345-Z On State
Statistics was adopted. The Law No. 345-Z abolishes the previous Law On
State Statistics adopted on February 17, 1997. The Law sets forth the
principles, objectives and procedures for the state statistics.
Decision of the National Bank of the Republic of Belarus of November 23,
2004 No. 176 On Procedure of Accessing and Connecting the
Banks-Non-Residents to the BISS system of the National Bank of the Republic
of Belarus approves the Instructions on accessing and connecting to BISS.
The BISS is the system of interbank settlements of the National Bank of the
Republic of Belarus. The system has direct non-resident users who connect
to the system only in cases it is provided by the agreement between the
National Bank of the Republic of Belarus and the central bank of the
country of origin of the bank-non-resident. Access to the system as an
indirect user is given to the bank-non-resident only if it meets the
requirements of the Instructions.
