The question to be voted is the following: Do you permit the first President of the Republic of Belarus A.G. Lukashenko to participate in elections of the President as a candidate and do you adopt the first part of the Article 81 of the Constitution in the following edition: The President is elected for five years directly by people of the Republic of Belarus based on universal, free, equal and direct election right by secret voting?. Decision of the Committee of State Control of the Republic of Belarus and the Administration of the National Bank of the Republic of Belarus of August 26, 2004 No. 1/134 approves the Instructions on Procedure of Submitting to the Department of Financial Monitoring of the Committee of State Control of the Republic of Belarus Information on Cashless Payments in Belarusian Rubles and Foreign Currency by the National Bank and banks of the Republic of Belarus. The Instructions determines the list, way and terms for submitting the information from the Central Archive of Inter-Bank Settlements of the National Bank and banks of the Republic of Belarus from the automated bank systems Operational Bank Day to the Department of Financial Monitoring. In accordance with the Instructions the National Bank daily submits to the Department via electronic channels the information on all cashless payments in Belarusian rubles and informs the Department in writing about the names, structures forms of submitted files. The Banks of the Republic of Belarus also inform the Department via electronic channels the list of opened accounts. Decision of the Council of Ministers of the Republic of Belarus of September 9, 2004 No. 1107 brings in an amendment to the Regulations on Procedure of Payment to Temporal (Anti-crisis) Managers in Economic Insolvency (Bankruptcy) Cases that was approved by the Decision of the Council of Ministers of the Republic of Belarus of May 12, 2004 No. 553. According to amendment if the amount of average wage of the manger is less than the amount of average wage of the heads of state organizations in the branch of economy to which the organization being in the process of bankruptcy, the average payment to the manger is determined based of the average wage of the heads of the state organizations in the relevant branch of economy under the statistic accounting data for the last month of the quarter previous to the month for which the payment is made. Decision of the State Customs Committee of the Republic of Belarus of August 16, 2004 No. 70 approving the Instructions of Procedure of Consideration of the State Customs Committee of the Republic of Belarus of Written and Oral Addresses of Citizens was registered in the National Register of Legal Acts on September 14, 2004. The Instructions determine the procedure for consideration and conducting office work with proposals, applications and complaints of citizens in the State Customs Committee. In accordance with the Instructions the written address shall contain a citizens signature with the indication of the name, last name and middle name, address, and nature of the address.
