Brief description of the most interesting legal acts which have been included into
the National Register of Legal Acts of the Republic of Belarus within the last week.

Decision of the Government of the Republic of Belarus of July 7, 2004 No. 175 determines the selection criteria for investment projects qualifying for the state support. The state support is in the form of partial compensation of the sum of bank interest for using a bank loan from the republican budget. The criteria are the following: the quality system, the total amount of investments, the share of own capital, the field of investments, the period of recoupment, etc.

Decision of the Ministry of Health of the Republic of Belarus of July 14, 2004 No. 30 approves the Instruction concerning the realization of international scientific and research projects the subject-matter of which is the state of health of citizens of the Republic of Belarus. Such projects can be carried out on the basis of permission of the Ministry of Health of the Republic of Belarus, granted to the Belarusian partner that has a license for medical and/or pharmaceutical activity and carries out scientific and research activity in the sphere of health protection.

Decision of the Customs Committee of the Republic of Belarus of July 8, 2004 No. 56 approves the Instruction on Peculiarities of Customs Control over Goods Transferring with Motor Transport. This Instruction concerns the goods transported through the Customs Border of the Republic of Belarus by road in sealed carriers or containers and determines the set of documents which shall be checked by the customs authorities before granting permission to transport the goods under customs control. If a carrier is subject to additional measures of customs control this Instruction is not applied.

Decision of the Customs Committee of the Republic of Belarus of July 26, 2004 No. 60 regulates the situation of submission by legal persons and entrepreneurs of the Republic of Belarus of certificates ST-1 on origin of goods which have not been issued by the Commercial Chambers of the Russian Federation. If legal persons or entrepreneurs cannot prove the validity of such certificates they shall pay all appropriate customs duties and are subject to measures of economic responsibility.

Under the Decision of the Customs Committee of the Republic of Belarus of July 27, 2004 No. 63 a certificate ST-1 on origin of goods is not required provided the goods, produced in the Republic of Belarus have been exported at first to the Russian Federation and then are imported into the Republic of Belarus according to the code 292 of external economic operations.
