   Edict of the President of the Republic of Belarus of July 22, 2004 No. 342
establishes that goods (services), produced with usage of new and high technologies,
and also production of plant cultivation (excluding flowers and ornamental plants),
cattle breeding (excluding fur breeding), fishery and beekeeping which are exported
to the Russian Federation are levied VAT at the rate of 18 percent from January
1, 2004. 
   Law of the Republic of Belarus of July 18, 2004 No. 305-Z On Notary and Notarial
Activity in the Republic of Belarus determines legal, organizational, social
and economic frameworks of notarial activity in Belarus and regulates relations
in the sphere of notarial activity.
   Decision of the Ministry of Internal Affairs of July 5, 2004 No. 154 brings
in alterations and amendments to the Instruction on the Procedure of Processing
Materials on the Questions of Citizenship of the Republic of Belarus by the Organs
of Internal Affairs, approved by the Decision of the Ministry of Internal Affairs
of the Republic of Belarus of January 23, 2003 No. 16. A new Chapter 10 Acquiring
Citizenship of the Republic of Belarus by Birth has been added to the Instruction.

   Decision of the Ministry of Economy of the Republic of Belarus of July 2,
2004 No. 170 establishes the list of works that shall be carried out in case
of selling an enterprise by auction or on competitive basis in the process of
privatization of republican property, excluding unprofitable agricultural enterprises.
It is also recommended to apply during privatization of municipal property. The
Decision approves the list of documents, which shall be submitted along with
the project of privatization of an enterprise that has been sold by auction or
on the competitive basis.
    Decision of the State Customs Committee of the Republic of Belarus
of July 2, 2004 No. 54 approves the rates and procedure of payment of customs
duties for a customs convoy, carrying out measures to protect intellectual property
rights by customs bodies, information and consultation and taking preliminary
decision on classification of goods, their customs value and a country of origin.
    Decision of the Property Management Department of President of
the Republic of Belarus of June 30, 2004 No. 24 approves the Instruction on the
Procedure of Registration, Reception and Utilization of Foreign Gratuitous Aid.
The Instruction has been elaborated according to the Decree of the President
of the Republic of Belarus of November 28, 2003 No. 24 On Reception and Utilization
of Foreign Gratuitous Aid. Under the Instruction a foreign gratuitous aid is
subject to the registration in the Department on Humanitarian Activity of the
Property Management Department of President of the Republic of Belarus that exercises
control over its utilization in accordance with declared purposes.
   Decision of the Administration of the National Bank of the Republic of Belarus
of June 28, 2004 No. 98 approves the Regulations of conducting of cash operations
in foreign currency on the territory of the Republic of Belarus. The Decision
determines, in particular, the order for banks to establish the limits of cash
operations in foreign currency, which are carried out by legal persons and entrepreneurs,
as well as the order of exercising bank control over conducting of cash operations
in foreign currency.
