Decision of the Council of Ministers of the Republic of Belarus of June 16, 2004 No. 714 On Measures to Develop Exchange Trade on Commodity Exchanges approves the Rules of Exchange Trade on Commodity Exchanges, the List of Goods Transactions with Which Are Subject to Exchange Trade in Open Joint-Stock Company Belarusian Universal Commodity Exchange and the list of members of a coordination council for exchange trade. The Decision also establishes that since January 1, 2005 republican legal persons carry out the transactions with the goods included into the abovementioned List of Goods and for the sum of 10 000 euro and more at exchange trade on Belarusian Universal Commodity Exchange as well as organizations the shares (stock) of which belong to the Republic of Belarus or republican legal persons conduct similar transactions (regardless of the sum) on the commodity exchange in accordance with the decision of the organizations administrations.

Decision of the Council of Ministers of the Republic of Belarus of June 17, 2004 No. 726 brings in alterations and amendments to the Decision of the Council of Ministers of the Republic of Belarus of October 17, 2003 No. 1346 approving the Regulations on Licensing the Activity Connected with Precious Metals and Stones. The Regulations are amended with the item establishing special requirements and conditions to the works and services being the licensed activity. They are carrying out of the works and services in the places (objects) declared and mentioned in the license (places of works and services); carrying of works and services with precious metals and (or) precious stones (some kinds of precious stones); manufacturing the products out of precious metals and stones under the individual orders (out of customers material) or (and) their manufacture; repair of products out of precious metals and stones taking the products for the term not more than one working day and (or) urgent repair with the presence of the customer.

Law of the Republic of Belarus adopted on June 14, 2004 No. 292-Z On Cinematography in the Republic of Belarus establishes legal basis of state regulation in the sphere of cinematography including the basic principles and priorities of state policy in the sphere of cinematography. The Law also establishes the state registration of films (professional as well as amateur). The procedure of the state registration of films is established by the Ministry of Culture of the Republic of Belarus. The Law also gives the idea of the national film the requirements for production of the film are 50% for the production is given by legal persons and citizens of the Republic of Belarus, and the film is in Belarusian and (or) Russian. The control over production of the national film is carried out by the Ministry of Culture.

The Decision of the National Bank of the Republic of Belarus of June 21, 2004 No. 189 On Maximal Amounts of Interest Rates for the Credits Taken from Non-Residents and Exceeding of Which Requires a Permission of the National Bank of the Republic of Belarus establishes the following maximal interests rates for such credits: in US dollars 10% annual interest rates; in Euro 11%; in Belarusian rubles, Russian rubles and other currencies the amount of refinance rate of the relevant central (national) bank valid on the moment of concluding the contract and increased in 1,1 times.

Decree of the President of the Republic of Belarus of June 23, 2004 No. 5 brings in an amendment to the Decree of the President of April 19, 2004 No. 11 On Abolishing Individual Privileges on Taxes, Duties and Customs Payments and on Improving the State Support of Legal Persons and Individual Entrepreneurs. The Decree is amended with the point granting the right to oblast and Minsk City councils of deputies to give state support in the form of changing the term for payment the taxes and fines to be fully paid to the local budgets.
