   May 31, 2004
   
   Law of the Republic of Belarus of May 18, 2004 No. 282-Z sets forth the Law
On Culture in the Republic of Belarus in a new edition. The law, in particular,
provides rights and duties of citizens in the sphere of culture and establishes
freedoms, including the freedom of creativity.
   
   Law of the Republic of Belarus of May 31, 2004 No. 284-Z On International
Legal Aid in Criminal Matters sets forth the grounds for rendering of such legal
aid, that is a relevant international treaty or, if there is no treaty or agreement,
the aid is rendered on the reciprocity basis. 

   Decision of the National Bank of the Republic of Belarus of May 17, 2004 No.
79 On Procedure for Granting (Allocation) by the Banks of Money in Foreign Currency
in the From of Credit and for Their Paying Off establishes that credits in foreign
currency to legal and natural persons and their payment is carried out in accordance
with the Instructions on procedure of Granting (Allocation) by the Banks of Money
in the Form of Credit and Their Paying Off approved by the Decision of the National
Bank of the Republic of Belarus of December 30, 2003. So the procedure is the
same as for the credits in Belarusian rubles. The Decision also establishes
that non-residents of the Republic of Belarus in order to receive credits before
signing credit contract submit to the bank a copy of a documents confirming the
status of the foreign legal person, copy of the statute (regulations, agreement,
etc) attested in established order and translated to Russian or Belarusian.

   Decision of the Council of Ministers of the Republic of Belarus of May 25,
2004 No. 610 introduces an alteration to one position of the List of Technical
means including the auto-motor vehicles that cannot be used otherwise but for
prophylactics of invalidity and rehabilitation of invalids and that are freed
from VAT at their import to the customs territory of the Republic of Belarus
approved by the Decision of the Council of Ministers of the Republic of Belarus
of August 18, 2000 No. 1306.

   Edict of the President of the Republic of Belarus of May 27, 2004 No. 259
brings in alterations and amendments to the Regulations on Procedure of Moving
by Individuals of Goods Not for Industrial or Other Commercial Activity Across
the Customs Border of the Republic of Belarus approved by the Edict of the President
of the republic of Belarus of February 5, 2001 No. 57. The Edict sets for the
Regulations in a new edition. The Regulations determine a simplified procedure
for moving by individuals of such goods across the customs border and the procedure
includes freeing from payment of taxes and duties in some cases, establishing
single rates of taxes and duties in other, as well as apply no measures of economic
policy.
