Decision of the Council of Ministers of the Republic of Belarus of April 14, 2004 No. 408 introduces alterations to the Decision of the Council of Ministers of February 17, 2000 that has approved the procedure of application of zero VAT rate at realization of works (services). According to new changes point 2 of the procedure establishing the zero VAT rate for exported construction works has been excluded. Moreover, in point 3 establishing that zero VAT rate is not applied to exported transportation services for carriages of cargo, baggage and passengers from the Republic of Belarus to Georgia, Russian Federation and Turkmenistan and from those countries to Belarus, such countries as Georgia and Turkmenistan have been excluded.
Decision of the State Customs Committee of March 30, 2004 No. 28 approves the Instructions on Procedure of Giving the Status of Good Faith Participant of External Economic Activity and the Instructions on Peculiarities of Customs Registration in Customs Regime of Release to Free Circulation of Goods Imported to the Customs Territory of the Republic of Belarus by the Good Faith Participants of External Economic Activity. The Instructions on Procedure of Giving the Status of Good Faith Participant of External Economic Activity is drawn up with a view to simplify and speed-up the customs registration of goods imported to the customs territory of the Republic of Belarus and stimulating the participants of external economic activity to fulfill the requirements of customs legislation in good faith.
Decision of the Council of Ministers of the Republic of Belarus of April 17, 2004 No. 442 brings in amendments to the Regulations on Licensing of Pharmaceutical Activity approved by the Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1378. The Regulations now also cover the manufacture of alcohol containing medicines.
