   Edict of the President of the Republic of Belarus of April 8, 2004 No. 175
On Matters of State Registration and Liquidation (Termination of Activity) of
Legal Persons and Individual Entrepreneurs empowers the Ministry of Justice
of the Republic of Belarus to provide organizational and methodological maintenance
and coordination of state registration and liquidation of commercial and non-commercial
organizations and individual entrepreneurs (except for banks, non-bank credit
and financial organizations, insurance organizations) as well as control of their
activity.

   Decision of the Council of Ministers of the Republic of Belarus of March 31,
2004 No. 355 brings in alterations to the Decision of the Council of Ministers
of the Republic of Belarus of October 20, 2003 No 1363. Alterations brought
into Regulations on Licensing of Advocacy and Regulations on Licensing of Private
Notary Activity establish that persons in relation to which the decision on annulment
of the license is taken do not have the right to receive the license within a
year from the day of passing such a decision (instead of 5 years as it was established
before).

   Decision of the National Bank of the Republic of Belarus of March 23, 2004
No. 35 brings in alterations and amendments to the Rules of Application of Measures
to Effect Banks and Non-bank Credit and Financial Organizations by the National
Bank of the Republic of Belarus approved by the Decision of the National Bank
of January 25, 2001 No. 3. In particular, the Rules are amended with the provision
that the National Bank can take measures mentioned in the Rules also in case
of minor violations and also with the provisions clarifying what is to be considered
minor violations.

   Decision of the Ministry of Finance of the Republic of Belarus of March 23,
2004 No. 38 approves the Rules of Audit Activity Assessment of Risk and Internal
Control in Terms of Computer Data Processing. The purpose of the Rules is to
determine risks of audit organizations or auditor arising at holding an audit
of accounting (financial record) stipulated by the influence of the system of
computer data processing.
