Edict of the President of the Republic of Belarus of February 12, 2004 No. 67 On Improving State Regulation of Audit Activity establishes that the following organizations are subject to obligatory annual audit: joint stock companies, banks, non-bank credit and financial organizations, exchanges, commercial organizations with foreign investments, insurance organizations and insurance brokers and other organizations and individual entrepreneurs whose earnings for the previous year of account exceed 600 thousands euro. If any violations are revealed at the course of audit, they are to be eliminated within 30 calendar days from the date the audit resolution is received. Evasion from holding the obligatory audit and (or) not elimination of the revealed violations leads to fine at the amount of 10 up to 50 basic values.

The Ministry of Taxes and Duties of the Republic of Belarus by the Decision of January 31, 2004 No. 21 approves the Instructions on Procedure of Calculation and Payment by Legal Persons of Land Payments. The land payment is obligatory for all land users including lessees and landowners except for the cases provided by legislation. The payment is taken annually as a land tax or rent lease payment. The amount of land tax is determined based on quality and location of the land plot and does not depend on results of economic and other activity of the land user and landowner.

Decision of the Council of Ministers of the Republic of Belarus of February 11, 2004 No. 152 On Investment Activity in the Republic of Belarus in 2004 approves the attached Amounts of Investments to Fixed Capital for 2004; Amounts of Long-Term (Investment) Credits to Real Sector of Economy for 2004; List of Most Important Investment Projects to Be Realized in 2004.

Edict of the President of the Republic of Belarus of February 18, 2004 No. 98 On Organization of Health Improvement of Children Abroad Carried Out on the Basis of Foreign Grants establishes that the activity connected with childrens health improvement abroad on the basis of foreign grants is to be carried out by legal persons and individual entrepreneurs that have obtained a license, state bodies in accordance with their competence and structural subdivisions of local executive and administrative bodies within their functions. These organizations send children for their health improvement abroad based on the contracts with foreign organizations. Children at the age of 7 (in some cases 6 or even 4) up to 18 years go abroad for their health improvement. The Edict also stipulates duties of the Ministry of Education, Ministry of Health, Department on Humanitarian Aid and other bodies connected with such activity.

Decision of the Council of Ministers of the Republic of Belarus of February 17, 2004 No. 167 and of the National Bank of the Republic of Belarus No. 2 On Some Matters of Transfer of Assets to the Accounts of Natural Persons provides that till January 1, 2005 transfer of money assets in Belarusian rubles to the accounts of natural persons at the amount exceeding 600 euro in equivalent is carried out if there is a certificate from the tax body. The Decision also provides cases when the certificate is not needed, in particular, if salaries, dividends, grants, pensions or scholarships and other are transferred.
