Brief description of the most interesting legal acts which have been included
into the National Register of Legal Acts of the Republic of Belarus within the
last week.

   December 15, 2003

   Decision of the National Bank of the Republic of Belarus of November 26, 2003
No. 201 approves the Regulations on Conducting Transactions with Electronic Money.
According to Regulations transactions with electronic money include emission,
distribution, usage of electronic money and their paying off. Electronic money
is cost units stored in electronic form on program technical device accepted
as means of payment at conducting settlements and expressing the sum of the debt
of an issuer in front of a holder. Electronic money may be nominated in Belarusian
rubles or in foreign currency, the maximum possible sum of electronic money stored
on one program technical device shall no exceed 200 euros in equivalent. And
also the maximal sum of one transaction conducted by electronic money shall not
exceed this sum.

   Law of the Republic of Belarus No. 256-Z of December 8. 2003 ratifies the
Agreement between the Government of the Republic of Belarus and the Government
of the Republic of Croatia on Avoidance of Double Taxation in Relation to Taxes
on Incomes and Capital (Property).

   Decision of the Council of Ministers of the Republic of Belarus No. 1593 of
December 5, 2003 On Issue of Permits to International Flights in Air Space of
the Republic of Belarus establishes that the permits are issued by the State
Aviation Committee of the Republic of Belarus and in some cases (some one-time
flights) by the General Staff of Military Forces of the Republic of Belarus.
National Bank of the Republic of Belarus brought in alterations and amendments
to the Instruction on Procedure of Conducting of Bank Documentary Transactions
by the Decision of November 26, 2003 No. 202. Among other amendments a possibility
to regulate documentary credits by International Standard Banking Practice for
the examination of documents under documentary credits (in 2003 year edition).
