The Information Channel Felist.Com -*-------------------------------------------------------------------------- Brief description of the most interesting legal acts which have been included into the National Register of Legal Acts of the Republic of Belarus within the last week. ------------------------------------------------------------------------ November 24, 2003 The Decision of the Council of Ministers of the Republic of Belarus of November 14, 2003 No. 1494 On Prolongation of the Effect of the Decision of the Council of Ministers of the Republic of Belarus of February 5, 2003 No. 140 prolongs the term of validity of the Decision On Establishing a Temporal Rate of Import Customs Duty at the Amount of Zero (0) Percent for Technological Equipment Imported to the Customs Territory of the Republic of Belarus. The Decision enters into force on November 12, 2003. The Decree of the President of the Republic of Belarus of November 18, 2003 No. 23 On Bringing Order to Detention of Goods and Vehicles at Conducting Customs Control, Their Storage, Return and Sale establishes the procedures of the detention of vehicles and goods. According to the Decree the officials of customs bodies have the right to detain goods, vehicles and documents. Such things are subject to detention if they are direct objects of administrative customs offence, but according to national and international legislation may not be moved across the customs border. A protocol on detention is drawn by the officials of the customs bodies under the form and in order established by the State Customs Committee. Goods, vehicles and documents detained are stored in specially designed places by the customs bodies. Goods and vehicles detained are stored for one month and perishable products are stored for 24 hours. Goods and vehicles prohibited for movement across the border and detained are stored for 3 days. Detained goods and vehicles not claimed by the owners within these terms are subject to transfer to state property so they can be sold, but if it is impossible to sale them, the decision on their destruction or utilization is taken. The Decision of the Ministry of Transport and Communications of the Republic of Belarus of November 3, 2003 No. 52 On Approving the Instruction on Procedure of Organization of Control and Examination of Special Vehicles Designed for International Carriage of Perishable Foodstuffs approves the mentioned Instruction adopted with a view to fulfill the Agreement on International Carriage of Perishable Foodstuffs and On the Special Equipment to Be Used for Such Carriage singed at Geneva on 1 September 1970.
