Brief description of the most interesting legal acts which have been included into
the National Register of Legal Acts of the Republic of Belarus within the last week.

Recent Decisions of the Council of Ministers of the Republic of Belarus mainly concern the issues of licensing. Such decisions were taken in order to bring the legislative acts of the Republic of Belarus in accordance with the Decree of the President of the Republic of Belarus No. 17 dated of July 14, 2003. In particular they are:

- Decision of the Council of Ministers of the Republic of Belarus of October 17, 2003 No. 1348 On Approving the Regulation on Licensing of Educational Activity;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1363 On Licensing the Kinds of Activity to Which the Special Permits are Issued by the Ministry of Justice;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1370 On Approving the Regulation on Licensing the Activity Connected with Usage of Natural Resources and Influencing the Environment;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1373 On Approving the Regulation on Licensing of Geodesy and Cartographical Activity;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1376 On Approving the Regulation on Licensing of Publishing and Printing Activity;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1377 On Approving the Regulation on Licensing the Activity in the Sphere of Gambling and Tourist Activity;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1379 On Approving the Regulation on Licensing the Activity Connected with Production of Aluminum, Lead, Zinc, Tin, Cooper and Moulding of Ready-Made Products and Semi-Products of Aluminum and Heavy Non-Ferrous Metals and Regulation on Licensing of Activity on Purchasing (Procurement) of Scrap and Wastes of Ferrous and Non-Ferrous Metals;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1380 On Approving the Regulation on Licensing of Professional and Exchange Activity on Securities;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1369 On Approving the Regulation on Licensing of Activity of Logging;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1388 On Approving the Regulation on Licensing of Carriages of Passengers and Goods (Including Technological Inter-Economic Carriages Carried Out by Legal Persons and Individual Entrepreneurs for Their Own Needs) by Automobile, Internal River and Sea Transport and Regulation on Licensing of Transport Forwarding Activity;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1378 On Approving the Regulations on Licensing the Kinds of Activity, to Which the Licenses are Issued by the Ministry of Health;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1386 On Approving the Regulation on Licensing the Activity on Engineering and Construction of Buildings and Constructions I and II levels of Liability and Holding Engineering Survey for These Purposes;

- Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1387 On Approving the Regulation on Licensing the Activity in the Sphere of Communication;

 

The Decision of the Council of Ministers of the Republic of Belarus of October 20, 2003 No.1382 On Approving the Regulation on Procedure of Holding the Inspection (or) Expertise on Compliance of Capabilities of License Applicants with the License Requirements and Terms establishes the general rules for holding such inspections and expertise. The Decision enters into force on November 1, 2003. According to it, if the decision on non-compliance of the capabilities of the license applicant with the license requirements and terms is taken under the results of the inspection/expertise, the license body decides to refuse to issue the applicant the license and notifies the applicant about it in 5 days term.
