Brief description of the most interesting legal acts which have been included
into the National Register of Legal Acts of the Republic of Belarus within the
last week.

   September 22, 2003

   The Decision of the Ministry on Taxes and Dues of the Republic of Belarus
No.81 of September 4, 2003 brings in alternations and amendments to the Decision
of the Ministry on Taxes and Dues of the Republic of Belarus of March 18 2003
No.29 approving the Instruction on Procedure of Calculation and Terms of Payment
at Once of Money to the Republican Fund of Support of Agricultural Manufacturers
and the Tax from the Users of Automobile Roads to the Road Funds in 2003. According
to the Edict of the President of the Republic of Belarus of April 14, 2003 No.149
the privilege on payments to the republican fund of agricultural manufacturers
has been granted to legal persons servicing agriculture and rendering services
(executing works) on production of plants (except for flowers and decorative
plants) on condition of separate account of such works (services). Some definitions
given in the Decision have been modified. According to the alternations and
amendments the payers are to pay extras not later than October 24, 2003 without
application of economic sanctions and fines to them.

   The Decision of the Ministry on Taxes and Dues of the Republic of Belarus
No. 82 brings in alternations and amendments to the Instruction on Procedure
of Calculation and Terms of Payment at Once of Purposeful Dues on Forming Local
Purposeful Budget Funds of Stabilization of Economy of Manufacturers of Agricultural
Products, Dwelling Investments Funds and Purposeful Due on Financing the Expenses
Connected with Maintenance and Repair of Dwelling Funds in 2003 approved by the
Decision of the Ministry on Taxes and Dues No.30 of March 18, 2003. The alternations
are similar to those introduced by the Decision of the Ministry on Taxes and
Dues of the Republic of Belarus No.81.

   The National Bank of the Republic of Belarus approved the Instruction on Carrying
Out the Advance Payments on External Trade Transactions by the Decision of August
28, 2003 No.153. According to the Decision the permits on carrying out the advance
payments issued by the National Bank of the Republic of Belarus before entrance
into force of the present Decision are considered invalid. According to the
Instruction legal persons-residents can carry out advance payments without limitations
for the sum of 500000 US Dollars in foreign currency and (or) Belarusian rubles.
The Decision enters into force on January 1, 2004.
