The Decision of the Ministry of Finance of the Republic of Belarus of June 10, 2003 No. 93 On Approving the Instructions on Procedure of Manufacturing, Account, Storage, Sale and Destruction of Excise Marks Designed for Marking of Cognacs, Brandy, Cognac Drinks, Vodkas, Liquor-vodka Products, Wines and Wine Drinks Produced on the Territory of the Republic of Belarus and Designed for Turn-over on Its Territory and also on Control over Their Usage approves the mentioned Instructions and establishes that the manufacturing of the excise marks is carried out by the organization accountable to the Ministry of Finance of the Republic of Belarus and their sale is carried out by the Department of Sate Marks of the Ministry of Finance. The excise marks are sold to legal persons and individual entrepreneurs having special permits (licenses) confirming the right to manufacture alcohol products and having the approved quota for such production. The marks received cannot be transferred to other persons and cannot be alienated and the excises that have not been used are subject to return.

The Law of the Republic of Belarus On Chamber of Commerce and Industry No. 208-Z adopted by the Chamber of Representatives on May 23, 2003 determines the basis of legal status of the chamber of commerce and industry and also the procedure of creation and activity of the chambers of commerce and industry, peculiarities of relations among the chambers including the relations of Belarus Chamber of Commerce and Industry and the state. The Law determines that one of the functions of the chamber is to promote the development of external economic relations of the economic entities with foreign partners, increase of export of Belarusian goods (works and services) and attracting the foreign investments to the national economy.
