The Resolution of the Ministry of Finance of the Republic of Belarus #44 "On Approving the Specimen of the Control Mark Designed for Marking the Transportation Documents for Import to the Territory of the Republic of Belarus of Malt Beer Originated from the Customs Union Countries with which the Customs Control and Customs Registration Are Abolished, Approving the Instructions on the Order of Manufacturing of the Control Marks, Their Acquiring and Marking of the Transportation Documents with Them for Import to the Territory of the Republic of Belarus of Malt Beer Originated from the Customs Union Countries with which the Customs Control and Customs Registration Are Abolished and the Instructions on Control over Originality of the Control Marks Designed for Marking of the Transportation Documents for Import to the Territory of the Republic of Belarus of the Malt Beer Originated from the Countries of the Customs Union with which the Customs Control and Customs Registration Are Abolished" was adopted on March 28, 2003.
By the Resolution of the Council of Ministers of the Republic of Belarus of March 28, 2003 #423 the Protocol on Introducing Alternations and Amendments to the Rules of Determining the Origin of Goods from the Developing Countries at Granting the Tariff Privileges within the Frameworks of the Unified System of Privileges Provided by the Agreement on Rules of Determining the Origin of Goods from the Developing Countries at Granting the Tariff Privileges within the Frameworks of the Unified System of Privileges of April 12, 1996 signed in Kishineu on October 7, 2002 has been approved.
According to the Law of January 4, 2003 "On Introducing Alternations and Amendments to Some Legislative Acts of the Republic of Belarus in Connection with Accession of the Republic of Belarus to the Convention on Refugee Status and to the Protocol Concerning the Refugee Status" by the Resolution of the Council of Ministers of the Republic of Belarus of March 31, 2003 #433 the Resolution of the Council of Ministers of the Republic of Belarus of September 10, 1999 #1409 "On the List of Countries the Temporary Stay in which before Entering the Republic of Belarus Is the Ground for Refusing in Refugee Status" was abolished.
By the Resolution of the Council of Ministers of the Republic of Belarus of March 28, 2003 #416 "On Measures for Overcoming the Consequences of the Disaster at the Chernobyl Nuclear Plant in 2003" the main tasks and program for the year 2003 developed by the, Committee on Problems of Consequences of the Disaster at the Chernobyl Nuclear Plant at the Council of Ministers of the Republic of Belarus together with the Ministry of Finance, Ministry of Economy, Ministry of Agriculture and Food, Ministry of Health, National Academy of Science of Belarus and Oblast Executive Committees were approved.
Some acts concerning the excise marks designed for marking the tobacco and alcohol products have been adopted: the Resolution of the Ministry of Finance of the Republic of Belarus, Ministry of Taxes and Dues and State Customs Committee of the Republic of Belarus #19/11/19 of March 17, 2003 "On Approving the Regulations on Order of Manufacturing, Turn-over, Registration, Storage, Sale and Destruction of the Excise Marks Designed for Marking the Tobacco Goods Imported on the Customs Territory of the Republic of Belarus and on Control over Their Usage"; the Resolution of the Ministry of Finance of the Republic of Belarus of March 25, 2003 #40 "On approving the Regulations on Order of Manufacturing, Issue, Usage, Registration, Storage, Sale and Destruction of the Excise Marks Designed for Marking of Alcohol Drinks Imported to the Customs Territory of the Republic of Belarus and on Control over Their Usage".

The Resolution of the Council of Ministers of the Republic of Belarus of March 26 2003 #420 "On State Duty Rates and Granting the Additional Privileges on Its Payment" frees from payment of the state duty the following categories: the citizens for issuing the certificate on the right of heritage of the name privatization cheques "Dwelling (Zshil
yo)" and for attesting the letters of authority on reception of the compensation under the deposits and bonds on acquiring the goods of long-term usage and disposal of such compensations; under aged foreign citizens and persons without citizenship who have arrived to the Republic of Belarus together with their parents or independently and pursuing the refugee status or already recognized refugees in the Republic of Belarus for registration or prolongation of the term of validity of registration and also for issuing the permission on temporal stay in the Republic of Belarus; oblast and Minsk city executive committees for submitting to the economic courts the writs on liquidation of legal persons and termination of the activity of the individual entrepreneurs and also for submitting the control and appeal complaints on such cases.
On March 26 2003 #406 the Resolution of the Council of Ministers of the Republic of Belarus "On Introducing the Temporal Rates of Import Customs Duties on Goods Imported to the Customs Territory of the Republic of Belarus" was adopted. The Resolution established the rates of customs duties on some imported goods for the 9 months term.
