Brief description of the most interesting legal acts which have been included
into the National Register of Legal Acts of the Republic of Belarus within the
last week.

   March 10, 2003

   Due to the Decision of the Council of Ministers of the Republic of Belarus
of February 27, 2003 # 261 On Some Issues of Managing with Plastic Waste the
residents of the Republic of Belarus which produce, import or buy at importers
in the territory of the Republic of Belarus goods packaged in plastic containers
shall make arrangements in order to reduce their harmful impact on environment.
   Such measures can be the following: contribution of payment for organizing
the waste recycling; creation of their own system of waste collecting and recycling;
ordering the recycling to other companies.
   The payment for organizing the waste recycling shall be paid twice a year
at the rate of 60 basic values (now 1 basic values equals 6 USD) per ton of waste.
   The Decision shall come into effect on April 1, 2003.

   Due to the Decision of the Council of Ministers of the Republic of Belarus
of February 27, 2003 # 269 On Improving the System of Collection (Provision)
and Usage of Some Kinds of Secondary Raw Materials the residents of the Republic
of Belarus which produce or sell as importers the goods packaged in glass containers
and containers made of paper or cardboard in Belarus, shall create their own
systems of collection (provision) and recycling waste of these containers or
make payments to the special account of the Ministry of Trade for organization
of the waste recycling.

   By the Decision of the Council of Ministers of the Republic of Belarus of
February 27, 2003 # 280 a new size of the wage of first labour grade equaling
26,500 rubles and a new size of the basic value equaling 13,300 rubles were established
since March 1, 2003.

   By the Decision of the Administration of the National Bank of the Republic
of Belarus of February 17, 2003 # 30 an order of making payments to residents
of the Russian Federation was significantly simplified and the newly established
order does not require making the mentioned payments to the accounts opened in
the authorized banks of the Russian Federation only.
