By the Decision of the Council of Ministers of the Republic of Belarus of February 20, 2003 # 210 the State Program of Employment of Population of the Republic of Belarus was adopted.

The Decision of the Council of Ministers of the Republic of Belarus of February 7, 2003 # 16 provided that the norm of liability under the contract of voluntary insurance (co-insurance, reinsurance) other than the life insurance should be equal to 20 % of the owned capital of insurance company as well as determined the methods of calculating the said norm of liability.

It was also provided that the insurance companies should bring the already concluded insurance contracts in accordance with requirements of the Decision.

By the Decision of the Administration of the National Bank of the Republic of Belarus of February 12, 2003 an amendment was introduced to the Decision of the Administration of the National Bank of the Republic of Belarus of February 1, 2002 On the Order and Date of the Banks Annual Accounts Publication.

Due to the amendment introduced the annual account of banks shall also contain the information on changes in capital of the banks.

Due to the joint Decision of the Ministry of Internal Affairs, the State Customs Committee, the Ministry of Finance and the Ministry of Economy of February 19, 2003 # 45/6/24/46 some changes were introduced to the Instruction, determining the order of collecting payment for obligatory convoying of spirits, alcohol and tobacco goods transferred in the customs regime of transit by the divisions of the SECURUTY Association at the Ministry of Internal Affairs, - since March 1, 2003 the said payment shall be collected at the rate 0,7 USD per kilometer for each hauling unit, regardless of the total number of the hauling units being convoyed.
