M.Khuchiev: the revenue of the budget depends on tax payers discipline

On the instructions of head of Grozny city administration Muslim Khuchiev a permanent commission has been set up to revel individuals and companies that are engaged in business in the city and register them at the tax service. This was announced by the press service of the city administration. The commission embraces officials from tax inspectorate, Interior Ministrys regional department, the trade departments of the administrations of the city and districts, Groznys department of finance and committee that handles property and land relations. In view of this Muslim Khuchiev said the move was aimed at solving the problem with dishonest taxpayers who prefer to work covertly.

Chechnya has more millionaires

This is the out come of the campaign launched to declare the income earned by individuals in Chechnya last year. The campaign ended on the 30th of April. Individual businessmen, physicians engaged in private practicing, lawyers, notaries and residents who get money from renting houses or other property should report about their earnings to tax office. Those who failed to do so will have to hurry since the penalty fee increases with the time. People, who are hired, are freed from submitting tax declarations. The employer pays taxes on salaries received by them. Commenting on the preliminary results of the campaign of 2008, the department of federal tax service in Chechnya notes that there is a significant rise in living standards in the republic. The overall sum declared by the residents of above mentioned categories is 2.5 times more than that of the past year. As for individual businessmen, the annual income of 22 out of them was more than one million rubles. Judging by the outcome of the declaration campaign of 2007, only ten millionaires lived in Chechnya. These figures objectively show an improvement in business climate in the republic. 16 June 2008 400 Chechen Children Are on Summer Rest
Grozny-Inform has reported that 400 children from the Kurchaloisk region and the city of Shali have left for Dolinsk resort in Kabardino-Balkaria to spend summer holidays. This year, the Chechen labour, employment and social development ministry plans to send 1897 children to spend summer holidays outside the republic. Since 2008 has been declared the Year of the Family, we are trying to help children from less fortunate families to spend summer holidays in full measure. Unfortunately though, no money has been set aside for the purpose and every year we have had to reduce the number of children wishing to spend summer holidays outside Chechnya, - states Khadizhat Madayeva, head of one of the departments of the Ministry of labor, employment and social development of Chechnya.

15 June 2008  Restoration Work Begins in Chichelkhi Village Construction and restoration work has begun in the mountain village of Chichelkhi, the Nozhai-Yurt region, under the implementation of the programme of developing mountain regions initiated by Chechen President, Ramzan Kadyrov. The regional administration stated that roads, a bridge and a mosque will be built in Chichelkhi and that a gas supply system, which had earlier been created by local residents themselves without observing established guidelines, will be completely reconstructed. According to the Nozhai-Yurt regional chief administrator Akhmed Hatatayev, Chichelkhi has a population of 300 and construction of vital social objects will certainly improve the conditions of living in the village. Thanks to President Ramzan Kadyrov and the regional social fund named after Akhmat Kadyrov, building of the essentially important living facilities has become possible. The bridge, which has been in a state of decay, is being reconstructed. In the past, residents in the village have been forced to travel extra 50 kilometers to get to the regional center, Akh. Hatatayev pointed out. Construction and restoration work is equally being done in the mountain regions of Vedensk, Shatoisk and Itum-Kalinsk.

14 June 2008  Reduction of Unemployment Remains Low
Official estimates put the number of unemployed in Chechnya at over 500,000, almost three quarters of the republics labour force. More alarming is that 138 thousands of the unemployed are young boys and girls aged 16 to 29 years. According to the Chechen Department of Labour at the end of the last year the level of employed work force was 28.5 per cent, compared with 25.8 in 2005. It represents positive dynamics, but the scale of the problem requires the authorities to take more decisive actions. Changing the situation for the better is hampered by slow pace of rebuilding of the productive sector of the republics economy. The Federal special programme for developing the social and economic branches of the republican economy till the year 2011, the concept of which has been approved by the Federal government, is meant to help in the cardinal solution of the problem of unemployment in Chechnya. Implementing the programme will enable Chechnya to create tens of thousands of new jobs. 22 thousand people plan to take up seasonal jobs this year, including 8738 people aged 16 to 29 years; 33 thousands are to be engaged in clearing debris, provision of modern amenities, planting of trees. The republics labour ministry is equally to help citizens to start their own private business and 900 people have been earmarked for such assistance; 4465 people are to be retrained to get new professions at specially organized training centers and courses. High unemployment in Chechnya has led to shortages of engineers and an acute shortage of workers, particularly construction specialists. The Chechen Labour Ministry speedily meets requests from employers - in response to application from the Argun factory being rebuilt for assembling of vehicles, 70 unemployed Chechens have recently been sent for training at the AvtoVaz center in Tolyatti on the Volga River. Also, 36 specialists to work at the Chiri-Yurt cement factory have been trained outside Chechnya.

Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
