Appeal by a deputy of Chechen parliament M. Khanbiev

An appeal by a deputy of Chechen parliament M.I. Khanbiev to the leaders of illegal militant groups operating in Chechnya who live outside the Russian Federation: Two months ago I made an appeal to the residents of Chechen Republic who continue armed struggle. I have had opportunity to meet personally several young people and discuss with them and get an impression about their life. Literally, every one of them says that he understands the current situation in the republic and perceives reports about favourable changes with pleasure. However, they say that they have long been in these militant groups and carry out orders given by their leaders who live abroad. According to these people, currently they act according to the order not to use weapons and to start fighting but preserve the groups as an armed force. The militants also said that their leaders had pursued a wait and see position. At the same time all people with whom I met with assured me that they had a desire to return home and start normal peaceful life. According to them, to this end they need relevant order from their leaders abroad. We are aware that several factors destabilize the situation in the Chechen Republic. These factors are illegitimate activity of the Vostok battalion, presence of illegal armed groups involving Chechen youth and Wahhabism. The resolution of the first problem is near completion. If we could bring back the young people who took arms in the struggle for independence, the Chechen society and President Ramzan Kadyrov could help them to adapt the conditions of contemporary Chechnya. This will help us to direct our efforts to solve remaining issues together. Currently, President Ramzan Kadyrov has guaranteed necessary conditions for normal life. The economy and social area are reviving fast. Houses are being built. Jobs are being created. Work is underway actively to give the young generation moral education.

Chechnya has more millionaires

This is the out come of the campaign launched to declare the income earned by individuals in Chechnya last year. The campaign ended on the 30th of April. Individual businessmen, physicians engaged in private practicing, lawyers, notaries and residents who get money from renting houses or other property should report about their earnings to tax office. Those who failed to do so will have to hurry since the penalty fee increases with the time. People, who are hired, are freed from submitting tax declarations. The employer pays taxes on salaries received by them. Commenting on the preliminary results of the campaign of 2008, the department of federal tax service in Chechnya notes that there is a significant rise in living standards in the republic. The overall sum declared by the residents of above mentioned categories is 2.5 times more than that of the past year. As for individual businessmen, the annual income of 22 out of them was more than one million rubles. Judging by the outcome of the declaration campaign of 2007, only ten millionaires lived in Chechnya. These figures objectively show an improvement in business climate in the republic. The income of two out of all millionaires exceeded 100 million rubles. (more...)

12 June 2008 Military drafting is under way in Chechnya
Spring military drafting which is on from the 1st of April to the 15th of July throughout Russia is under way in the republic of Chechnya. According to the Chechen military commissar Colonel Said-Selim Tsuev, from this year on those aged between 18 and 27 are subject to the draft which lasts 12 months. Colonel Tsuev says that the Commissariat is almost ready for the conscription procedures with premises for conscription and medical commissions already in place and a dressing room in the offing. The regional military commissariats are registering future conscripts and carrying out their medical checkups. Colonel Tsuev also says the Chechen commissariat has not received allotment for a number of conscripts from the headquarters of the North Caucasus military district, so about ten thousand young men are still unaware whether they will be drafted this spring or not. He says it also depends on several factors, including their health and educational background. Conscripts will be sent to various regions of Russia, as the Russian Defense Ministry decreed in January 2005 that only volunteers are to undergo their service on the territory of the Chechen Republic.

11 June 2008  Chechen authorities introduce the Unified State Exam in local schools Chechnya is embarking on a wholesale educational reform by introducing the Unified State Exam in schools and cutting the number of private institutes and their branches. This is according to the press service of the Chechen President and government. Deputy Prime Minister Lema Magomadov pointed out that private institutes and their branches in Chechnya fail to comply with the existing requirements of the Ministry of Culture. He said that most of these institutes are based in schools, so they lack necessary facilities. On top of that, the qualification of teaching staff in such institutes is also a matter of concern. These reasons prompted the government to tighten control over their activity in the republic. We have decided to form a working group that will inspect how these organizations comply with the requirements of the Ministry of Culture. If it discovers shortcomings, we will have to take necessary measures, which may include even suspension of their activities in Chechnya. Minister of Education and Science Anzor Muzaev said that the government plans to introduce the Unified State Exam in four schools in Chechnya already this month. He said that this year Chechen schools will be testing students in numeracy and literacy skills. Another subject could be picked up by a student himself. The new examinations system is expected to be introduced by the year 2011.

11 June 2008  Four gunmen, hostess of house they hiding in killed in Karabulak
Four gunmen were killed in a special operation in Ingushetias town of Karabulak on Wednesday. The hostess of the house, where the gunmen were hiding in, was also killed in the shootout, a source in the Ingush investigation department told Itar-Tass on Wednesday. The source said one gunman was the son of the killed hostess. Other gunmen have not been identified yet. In the small hours on Wednesday Russian commandoes blocked a group of gunmen at a private house in Askanov Street in Karabulak. They were offered to surrender, but they opened fire at the commandoes. The gunmen were killed in the retaliatory fire. The house caught fire in the shootout. An anti-terrorist operation is in progress in Karabulak, the public relations service of the republican department of the Federal Security Service (FSB) told Itar-Tass on Wednesday. The current situation in Ingushetia remains tense, as the regional FSB department obtained the information that several gunmen are still hiding in Karabulak and are planning to commit several terrorist acts in the republic. The special operation aims at warding off this terror threat.

Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
