National electronic library will be set up in Grozny

An agreement on cooperation in the realization of the national project in education between the Education and Sciences Ministry of the Russian Federation and the Chechen government concluded on the 9th of April 2007 provides for the allocation of 18.610 million rubles for definite expenses in education. This was stated by Chechen Finance Minister Eli Isaev, says Grozny- inform news agency. Under the agreement general education facilities that introduce innovation educational programmes will get 1.5 million rubles. Another one million rubles will be spent for granting general educational establishments an access to the Internet and introduction of IT technology in preliminary and secondary schools. Over 600 thousand rubles will be used to encourage winners of the competition for selecting the best teachers in general education establishments. Another 510 thousand rubles will be allocated to buy prizes for the winners of the Support for Talented Youth competition. Schools will get 3 million rubles for purchasing school buses and 3 million rubles for purchasing educational and visual aids. According to the Finance Minister, new financing mechanism is expected to introduce to realize the task set by Chechen President Ramzan Kadyrov to upgrade the quality of education in schools. The scheme provides for the individual financing by budget, which is linked with first and foremost effective distribution of money allocated for education among schools. To this end the formula of money follows the pupil will be used, and consequently, schools in the cities and rural areas will be provided equal conditions. It is quite important that the scheme helps upgrading the quality of education too. Directors and teachers of educational establishments are keen on each pupil. Financing of schools directly depends on contingent of pupils, and competition among schools will be started. This will lead to favourable changes, Eli Isaev emphasized. According to the Minister, this will help upgrading not only economic independence but also effectiveness. In short, each director of the school can independently take a decision on distribution of money and prepare schools own schedule. The most important thing is that the scheme helps making the expenses transparent. Eli Isaev noted that all preparation for the introduction of new mechanism of financing educational establishments must be ended in 2008-2009.

Reconstruction of Chechnya is Going On

Rebuilding of houses in Grozny, capital of Chechnya, is going full speed ahead. Grozny-Inform news agency reports that the Kazbek Company as the general contractor has resumed restoring of f 5-storey building at 122, Raskova Street, as part of the first stage of the outside program of the restoration of the city. Twenty-nine objects in Saikhanov, Nakhimov, Zabolotny and Samashkinsky Streets in Grozny have been fully restored. Adjacent territories are being giving facelift and by May 1 the objects were declared ready, Said Ali Abdulkhalimov, chief of the construction and materials section has said. Two mountain villages in the Shatoisky region - Nochtch-Keloya and Chobakkeneroya - are being supplied with electricity. (more...)

26 May 2008 Encouraging Results of The Teacher of the Year Competition in Chechnya
The now traditional Teacher of the Year competition in Chechnya, organized by the Ministry of education and science, Institute for upgrading qualification of employees of the Ministry of education and the Committee of trade union of employees of the same ministry has ended. Organizers, participants and members of the panel of judges all agreed that this years competition, the 6th one, has been most successful: it was marked by a record numbers of participants and higher demands from them. Significantly, most of the contestants have up to ten years of teaching experience, mainly in natural sciences, such as physics, mathematics, chemistry and information technology. They coped brilliantly with all the questions, demonstrating skills in the application of new technology and the use of all new innovations in the national pedagogy. Kameta Tumriyeva, 26-year old mathematics teacher from Achxoi-Martan middle school N.4, has been declared winner of the competition. According to regional organizer of the competition, Khulimat Sultanova, K.Tumriyevas victory was due to wide erudition, basic knowledge of the subject, inspiration and energy. In short, Kameta was born a teacher. Teachers from Zandak-Ara, Bachi-Yurt and Gerzeli have also become laureates of the competition. Winners in the 6 categories of the Vocation, I Give my Heart to Children, Information and Communication Technology and Faithfulness to the Profession have also been named. All contestants were given diplomas and K. Tumriyeva as the winner No.1 received a car from the Chechen President. She will now take part in the all-Russia stage of the competition to be held in September. Chechen teachers remain confident that Kameta Tumriyeva will carry high the flag of her native republic.

25 May 2008  Preparations for the first international film festival Noahs Ark are going on in Grozny The preparations for the first international film festival Noahs Ark that will be held in Grozny from the 13th through 19th of June have entered its final stage, said its general director, Zoya Zalevskaya. The idea of holding such a large-scale cultural forum in Chechnya was put forward late last year after the retrospective demonstration films of the International Festival of Moslem Films Golden Minbar in Grozny. According to Zoya Zalevskaya, the selection of films out of 150 films from over 35 countries has ended. In all 11 feature films, 13 short films and 19 documental films from 21 countries have been selected for the competition programme. The selecting committee included Uma da Gunna, India, journalist and film critic Salah Sermini, France, Professor of the University of Cinematography, head of the international fund of peoples culture, Christian Wagner, Germany and journalist and film critic Reza Shahrudi, Iran. The jury of Noahs Ark film festival will be headed by famous director and head of Georgia Film, the Peoples Artist of the Soviet Union, Revaz Chkheidze. He is famous first and foremost as the director of the film, Father of Soldier. Chechen republic will be represented by a famous actor, chairman of the union of cinematographers of the North Caucasus, Dagun Omaev. Film 12 by Nikita Mikhalkov opens the festival and Alexandra by Alexander Sakurov will be screened on the final day. Russia is also represented by the film: Alexander-the Battle of Neva and several documental films, including the Mothers Heart by a Chechen director Zalina Zakaeva. A Chechen documental film about actors of the Khanpashi Nuradilov Theatre will be screened as non-competitive film. Currently, venues of the festival are being determined in Grozny. Chechen culture Ministry is doing a huge organizing work to make the festival a successful event.

24 May 2008  Ramzan Kadyrov examines the Pobedy Avenue reconstruction project
Chechen President Ramzan Kadyrov has examined the Pobedy Avenue reconstruction project, the final version of the architecture project. The reconstruction started two months ago, says Grozny-Inform news agency. The head of the Grozny administration Muslim Khuchiev showed Ramzan Kadyrov the new appearance of the avenue, the outward appearance will be in the style of the 50s with the use of national ornament. Notably, the archive project of the avenue in the 50s was discovered at the Leningrad Project Institute. According to the head of Grozny administration, Barsky House built by an English industrialist in the early 20s will be remarkable place in the avenue. It is distinguished by strict forms and narrow and high windows. After the restoration the house will preserve its original look. In all 26 houses in the avenue will be restored. The Chechen President is satisfied with the project presented. Ramzan Kadyrov said: Pobedy Avenue is the historical centre of the city and it should be preserved in the original form with the use of national ornament. At the same time he emphasized that new construction in Grozny must be done in line with time and apartment buildings must be built in the European style. The head of the city informed that the first floors of the building would be built using natural stones, and cast iron and modeling would be used to decorate upper floors. Moreover, the houses will be lighted in the night. Muslim Khuchiev noted that an agreement was reached with an Austrian company on the construction of Grozny during his visit to Austria. The Austrian company is specialized in the production of lighting equipment and lighting design. A representative of the company, a leading expert, Helmut Regvard visited Grozny in April. According to him, the lighting of the avenue will be strictly individual, and the company will use energy saving equipment. Engineering work has ended in the avenue. About 500 trees have been planted along the avenue. In all 36 thousand square meters will be reconstructed in the avenue. Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
