Rosselkhozbank opens a training centre in Chechnya

Contemporary economy could function effectively only when there is a well-adjusted banking system. To keep pace with time Chechen regional branch of the Rosselkhozbank or agricultural bank has opened a new training centre in Grozny . The centre is equipped by taking into account new methods of teaching for 22 allocations. The staff of the divisions, accountants, economists and cashiers has an opportunity to upgrade their professional skills with out leaving the republic. The lectures are read by the staff members of the head office. Bank employees have lost their theoretical and practical skills during the time of destabilization and war. They have no experience too. The training centre paves the way for creating a reserve of bank employees. It plans to train bank employees from the regional divisions of the bank in the Southern Federal District . Graduates from institutes will also follow the banking programme at the centre.

Graded approach to taxpayers in Chechnya

The states tax policy must boost the development of various companies by creating favorable conditions for all spheres of industry and by using graded approach to taxation. Russias President Vladimir Putin repeatedly expressed this thought while commenting on the ongoing tax reforms. A graded approach to taxpayers takes into consideration peoples actual ability to pay taxes. This principle is revealed in two tax laws, adopted by the Chechen parliament- a tax on the companies property and on transport. Under the Russian Tax Code, a maximum rate of a tax on property for corporate bodies is 2,2%. Since the money paid by taxpayer go straight into regional budgets, the concrete size of a tax rate is determined by the countrys legislative bodies. Before the republican law came into force in 2007, there was a common 1% tax rate for all organizations- both for prosperous oil- producing companies and for poor agricultural sector. (more...)

25 January 2008 Rospotrebnadzor fines and explains
Workers of the Chechen department of the Federal Service for Oversight of Consumer Protection Rights and Welfare (Rospotrebnadzor) in the Naur region have worked out an effective measure to protect people's health. They strictly observe the system of fines and do not find it boring and useless to explain the norms to the organizations. Deputy Head of the Department Isira Dadayeva thinks that in 2007 the staff did a good job. Of course, 20 people for such a big district as Naur is not enough but most of the tasks were done exactly in time. The department's work is to protect the rights and welfare of consumers and observe the activity of numerous trade companies and organizations. Isira Dadayeva says that for the first time rule-breakers did not take the department seriously but quite soon the situation changed as they understood how much money they had to spend on fines. Still, the workers of the Naur department of Rospotrebnadzor do not only fine but explain the rules. They address the people on radio and television and hold regular meetings with them to explain the importance of sanitary norms. And this is not in vain.

25 January 2008  Business incubators help small business The Chechen governments committee for small business and entrepreneur does its best to promote this area in the economy and trade and render help and assistance. To this end From Surviving to Prosperity programmme has been drafted for 2006-2010. One of its aspects is the creation of business incubators. These are already functioning in Grozny and Shali. The construction of business incubators was started in Gudermes, a three storied building, and Shali, two-storied building, in the past year. Their projects were presented by the committee at the competition of the Economic Development and Trade Ministry to select entities of the federation for granting subsidizes for supporting small business from the federal budget. The ministry recognized that all four projects satisfy the tasks of the competition and federal budget finance 70% to realize them. The offices of business incubators are rented to companies under favourable conditions. Companies pay only 40% of the rent in the first year and 60% in the next year. Businessmen pay full rent only from the third year when the company stands firmly and business growths. The business incubators provides for the rendering other services including under favourable conditions or free -of-charge. Among these are consulting and legal services. Qualified lawyers are in the same building and businessmen could save time in solving their issues. Business incubator also conducts special courses in computer programming, accountancy and 1-C accountancy under the Successful Entrepreneur programme. According to Nurmagomed Arsambaev, the committees head of the department for infrastructure and cooperation with local administrations, the committee has received a large number of applications for renting offices, and special competition will be held to choose the most deserved businessmen. The committee plans to open another three business incubators this year in Urus-Martan, Kurchaloe and the village of Shelkovskoe. It will submit these project to Economic Development Ministry to get subsidizes from the federal budget to built and equip them.

24 January 2008  Attack leaves policeman dead in Chechnya
An explosion and a fire attack left one policeman dead, another wounded and an army serviceman with injuries, a Chechen police spokesman told ITAR-TASS on Thursday. An anti-infantry mine went off on Wednesday during the search operation three kilometers from he settlement of Avtury. As a result, one serviceman of the interior troops was wounded and hospitalised, the spokesman said. On the same day, unknown attackers fired on a police car in the Zavodsky city district of the Chechen capital Grozny. Two policemen in the car got wounds and were taken to hospital. One of them died, the police spokesman said.

Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
