Chechen youth has no reasons for migration

A regional Iman newspaper, based in the Achkhoy-Martan district of Chechnya, pays special attention to the issue of migration among the Chechen young people. The paper was founded in 1944, and its staff managed to work even during wartimes, when the Chechen Press Ministry did not work. In 2004 the paper marked its 60th jubilee. Iman is a state-owned edition. It informs the audience on the most pressing matters, including state policies directly affecting the people. Together with state-owned papers, private mass media peacefully co-exist in the republic. They all have working places in the House of Press. None of the journalists is pursued by the authorities. They can freely cover the most pressing events and express their view on them. Many outstanding Chechen journalists are working with Iman. They touch upon all thorny issues, migration being one of them.

Graded approach to taxpayers in Chechnya

The states tax policy must boost the development of various companies by creating favorable conditions for all spheres of industry and by using graded approach to taxation. Russias President Vladimir Putin repeatedly expressed this thought while commenting on the ongoing tax reforms. A graded approach to taxpayers takes into consideration peoples actual ability to pay taxes. This principle is revealed in two tax laws, adopted by the Chechen parliament- a tax on the companies property and on transport. Under the Russian Tax Code, a maximum rate of a tax on property for corporate bodies is 2,2%. Since the money paid by taxpayer go straight into regional budgets, the concrete size of a tax rate is determined by the countrys legislative bodies. Before the republican law came into force in 2007, there was a common 1% tax rate for all organizations- both for prosperous oil- producing companies and for poor agricultural sector. (more...)

22 January 2008 Two servicemen killed, one wounded in shooting in Chechnya
Two servicemen of the Interior Ministry died in shooting in Chechnya, ITAR-TASS learnt at the law enforcement bodies of Chechnya. Unidentified people fired submachine-guns at servicemen of the Interior Ministry near a forest two kilometres from the village of Niki-Khita of the Kurchaloi region on Sunday. Return fire was opened, but the gunmen managed to escape, a law enforcer said. According to him, during the shooting, two contract servicemen were killed and one was wounded. On the same day, a 15-minute armed clash occurred between police officers and some 20 members of illegal armed groups in a forest near the village of Benoi of the Vedeno region. There were no victims among the personnel. Measures are being taken to search for and detain the gunmen, the law enforcer said.

22 January 2008  Criminal case opened over shooting at Ingushetia plant Criminal proceedings have been instituted over the fact of shooting at the building of the Ingushelektrostal enterprise in the Ingushetia republic under three Criminal Code articles hooliganism, illegal keeping, carrying of weapons and ammunition, and intended destruction of property of infliction of damage on it, the republics police sources told Itar-Tass on Monday. The Ingushetelektrostal building located in Moskovskaya Street in Nazran was fired at from automatic weapons and a grenade launcher at 23:25, Moscow time, Sunday. Two shots were made from the grandee launcher. Nobody was hurt. The building was damaged. Police are taking measures to track down the attackers.

22 January 2008  Business center to appear in Grozny in 2008
The construction of a modern business center will start in Grozny in 2008. The building is thought to make the Chechen capital more attractive, the citys acting chief architect Kaim Yusupov says. Mr. Yusupov says in 2007 the image of Grozny changed dramatically. We are very glad to tell you that our city has been reviving so rapidly that even its residents are surprised at the process. We hope that in 2008 the Chechen capital will be totally restored. And we expect new beautiful and useful architectural objects to change the image of Grozny. Kaim told us that at the very beginning of January two new 9-story buildings appeared in Grozny. These houses with 120 apartments each are located about 20 meters from each other and thus make an attractive architectural ensemble. These buildings will become homes for ordinary Chechen families. Another unique building is expected to appear in summer to accommodate the workers of the Chechen Tax Service. It is very important to provide worthy working places for the people. A new birth center will also appear in Grozny in 2008. It will contain a post natal and a rehabilitation department with the most advanced equipment. Kaim Yusupov told us that the modern business center would become the most beautiful architectural ensemble in Grozny. Two 24- story towers will accommodate hundreds of offices. A few hotels are expected to be built near by. The Muslim Culture Center will appear in front of the towers. As soon as all these projects are implemented, the Chechen capital will become a modern megapolis. Kaim Yusupov wished all Chechens prosperous New Year.

Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
