Conference in Grozny: Right Step in Right Direction

Svetlana Smirnova, the State Duma deputy, member of the Dumas Federal and regional policy committee, first vice president of the Council of the Assembly of the peoples of Russia and member of the Parliamentary Assembly of the Council of Europe, first visited Chechnya in September to take part in a scientific conference devoted to the strengthening of inter-ethnic and inter-religious unity. I was extremely happy with the visit and still remain overwhelmed with all that I saw in Chechnya, including the conference, said Sv. Smirnova. What I saw in Chechnya exceeded my expectations. Unfortunately, starting in the 90s, in Russia, Chechnya has been equated with various problems and difficult situations, but I saw a developing republic, beautiful towns and villages and excellently repaired houses; I traveled to different regions in the republic and everywhere I saw calm and well-wishing people with smile on their faces. Everywhere I felt peoples belief in the future and a desire to make Chechnya even more beautiful. I became convinced that the Chechens have two credos: prosperity of the fatherland and a strong desire to remain an inseparable part of Russia, in pursuance of which the young president of Chechnya and his team and the entire population are working day and night. Against this background, the holding of the conference in Grozny is extremely symbolic. Indeed, inter-ethnic and inter-religious unity form the basis of Russian community, a country that is unique and where all peoples, inhabiting it, are indigenes. Hence ethnic factor is crucial and should always be taken into account. Significantly, participants in the Grozny conference have agreed to keep and strengthen the unique originality of all the Russian peoples, inter-ethnic peace and harmony.

Chechnya and Chelyabinsk region promote cooperation

Officials from Chelyabinsk region have visited Chechnya. Among these are teachers from higher educational establishments, including the pro-rector of Chelyabinsk State University Andrei Melnikov and poet, Mikhail Anishenko. The delegation was accompanied by head of the Chechen mission in the region Said-Magomed Akhmatgireev. In fact, the two Russian entities have successfully cooperated in many areas in the past years. It is quite important that students and teachers of the university were actively involved in preparing and opening the web site devoted to Akhmat-hajji Kadyrov. At the time a Chechen parliamentary delegation visited Chelyabinsk. When it visited the university it invited the teachers to pay a visit to the republic. The two sides discuss promoting cooperation in education area and training graduates. Many Chechens study in the higher educational establishments in Chelyabinsk region. It is well-known the level of education in the universities and institutes in the region is quite high. (more...)

09 October 2007 Chechen dentists participate in the International Stomatology Forum in Moscow
The 22nd International Stomatology Forum has recently ended in Moscow. Its programme included the 18th All-Russian scientific conference, Stomatology of the 21st century, and an international stomatology exhibition, Dental-EXPO-2007. Dentists from Chechnya were actively involved in all these events. Chechen delegation was led by Alimkhan Umarov, chief dentist of the Health Ministrys republican stomatology clinic. The clinic has the capacity of treating up to 550 patients in a shift. It is equipped with imported equipment with the assistance of the Health Ministry. Chechen dentists reached agreements with several leading companies about the supply of most advanced equipment to the republic. A large number of dentists at the clinic have 15-20-year length of service. There are young dentists too who upgrade their professional qualifications in Moscow, Volgograd and Krasnodar. Chechen dentists, who attended the forum in Moscow, drew special attention to new technology and new materials used in stomatology. They plan to use the new ideas during their work. They have established good contacts with dentists in Stavropol region, Volgograd and Dagestan. Meanwhile, dentists from Volgograd are ready to organize courses for upgrading professional qualifications in the republic. A stomatology conference is expected to hold in Grozny next year with the involvement of leading dentists from the Southern Federal District of Russia.

09 October 2007  Transport tax is a guarantee of good roads About 45 thousand owners of vehicles have been registered in Chechnya. This is a quite big number. At the same time the unpaid transport tax is estimated at over 14 million rubles. This is a large sum for the republic. Transport tax belongs to the local tax category and local budgets get this money. The issues linked with tax collection in the Chechen Republic are regulated by relevant republican law passed in October 2006. Chechen parliament has established sparing rates of transport tax that take into account the social and economic situation and the rates are the lowest in Russia. Moreover, law on transport tax in Chechnya provides for granting privileges for several categories of residents, and consequently, one third of the vehicle owners are being freed from taxation or enjoy the right to pay only half of it. Nevertheless, the tax collection has become a headache for tax inspectors. Only less than half taxpayers pay taxes in full and timely. The debts by individuals and companies in paying transport tax have adversely affected the budget of the republic that needs a huge sum for reconstruction. Moreover, transport tax is a source for the formation of transport and motorways fund. In these circumstances the owners of vehicles must show interest in collecting the transport tax timely and in full says the Chechen department of federal tax service of the Russian Federation. It is necessary to remind the tax payers that tax evasion is a punishable crime and they will have to pay several times more than the sum they had to pay originally if they delayed to pay for a long time.

08 October 2007  Four policemen killed, 10 wounded in Chechnya shootout
Four people have been killed and 10 wounded during an incident with firing on a police convoy in the Vedeno district of Chechnya. The republics Interior Ministry told Itar-Tass on Monday, Unidentified persons opened fire from automatic weapons on a police convoy of two UAZ and one Niva cars in a forest when they followed along the Darg-Vedeno road on Sunday. The chief of the Vedeno district police department (contract serviceman from the Krasnodar territory) and three officers of the Yug (South) battalion died of gunshot wounds. Besides, another two officers of the Vedeno police department and eight military of the South battalion were wounded. The policemen opened return fire on the attackers. A bandit group was spotted on the outskirts of the Dargo settlement the day before. After two clashes with police the group was dispersed, one of its members was liquidated. After that additional police forces were dispatched to the area for the search for and detention of the bandits. An operation to track down the perpetrators involved in the firing on the motor convoy is now underway. Itar-Tass

Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
