The Gabis madrasah in the village of Lower Noiber in Gudermess region held an annual contest of Koran readers dedicated to the memory of Akhmat-Khadji Kadyrov, the first President of the Chechen Republic. Taking part in the contest were students of Islamic educational institutions in the Republic. Members of the jury included representatives of the Spiritual Directorate of Dagestans Moslems, who on arriving in Chechnya paid respects to the grave of Akhmat-Khadji Kadyrov, recited Koran surahs to the goodness of the deceased. The contest drew guests of various faiths from all the republics of the Northern Caucasus. Also attending were representatives of all ministries and institutions of Chechnya. Over one thousand people listened enchanted to Koran recitals, according to Chechnyas mufti, Sultan-Khadji Mirzayev. I never realized that we had such well-educated youths, such great Koran readers, he noted. I, myself, learned Koran recital, without doing anything else. And I was greatly impressed by the proficiency of contest participants. And I could notice only trifling drawbacks in their performance. Tamerlan Saidaliyev, of the Nur madrasah from the village of Znamenka, placed first, getting a prize worth 50,000 rubles. The second and third spots were shared by Vakhit Askhabov and Turpal Ortzuyev form the Gabis madrasah. (more...)

28 May 2007  Russia border guard service transfers to territorial control
The border guard service of Russias Federal Security Service (FSB) is departing from the military component transferring to territorial principles of control according to which district divisions and departments of the FSB, Interior Ministry, Customs and other federal structures in Russian regions are already acting. First Deputy FSB Director and head of the Russian Border Guard Service Vladimir Pronichev said in an interview to Itar-Tass on Monday on the occasion of Border Guard Day that at present border guard departments are operating in near-border regions, territories and republics of the Russian Federation. A unified system of control has been built in interaction with bodies of other federal agencies. This system has made it possible to relieve the central staff of the Border Guard Service of a part of functions and transfer these functions to regions. It is aimed at counteracting new kinds of threats and challenges to Russian national security terrorism, extremism, trans-border crime and illegal migration, said Pronichev. According to him, work to build facilities of the Russian state border in one of the most complicated areas the North Caucasian, is nearing completion. A total of 37 frontier outposts have been put into operation, works are underway at 35 of them and will be competed by the beginning of 2008, the official said. Construction is underway, including of three complexes of border guard departments in Kaspiisk, Nalchik, Vladikavkaz and a border guard detachment in Khunzakh (Dagestan). In accordance with the federal target-oriented programme, another two complex of buildings and facilities of border guard departments of Russias FSB are under construction in Grozny and Magas that will be put into operation before the end of the current year, the Border Guard Service head noted. The building of facilities on the border between Russia and Kazakhstan, Pronichev went on to say, is also underway within the framework of this programme. As many as 20 inter-district border departments, houses for personnel, service facilities for effective organization of border guard activities are already under construction at this border that is 7,500 kilometres long. It is planned to gain the main momentums in the construction of border infrastructure on the Russian-Kazakh border in 2008-2009, Pronichev said. According to him, a programme of armament up to 2015 and guidelines of the services technical development until the end of the same year have been adopted for technical equipment of border agencies. Over 30 scientific-research and research and development works are carried out within the projects' framework in order to develop new-generation technical equipment for the protection of the state border. Thus, at 27 frontier outposts the systems of new-generation border guard equipment have been tested and adopted for service. Centres of special communication and satellite communication stations have been installed and assembled at many frontier outposts. It should be noted that the border will be also controlled by unmanned flying vehicles, Pronichev said. The Border Guard Service head called for setting up a new division in the Transport Ministry structure that would be responsible for the development and maintenance of Russian border checkpoints railway, automobile and air ones. In this case border guards will be relieved of extrinsic functions.

Chechen history

Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
