The National Museum of Chechnya Has Got Back Two Unique Exhibits

Some time ago The National museum of Chechnya got back two unique exhibits that belonged to the museum earlier the two guns that were found in 1701 and 1705. According to Vakha Adizov, during the Great Patriotic War of 1941-1945 that this country led against the Nazi invaders (the war is known in the West as World War II), those relics were evacuated from the besieged city of Sevastopol on the Black Sea to Grozny for safekeeping. Everything possible was done not to re-melt the two guns during the wartime and after it was over and save them as the most valuable historic items. The task was completed, but more than fifty years later in August 1996 they were stolen from the territory of the museum. During the war actions in Chechnya in 1999-2000 the two guns were found again in the Oktyabrsky region of Grozny. The problem of their safekeeping became vital and important again, so it was decided to send the two guns to the city of Surgut in the north of the Western Siberia in Russia. Earlier this year the Surgut city administration, the regional department of culture and the department of culture of Chechnya reached an agreement providing the return of the historic treasures to Chechnya.

The Gabis madrasah in the village of Lower Noiber in Gudermess region held an annual contest of Koran readers dedicated to the memory of Akhmat-Khadji Kadyrov, the first President of the Chechen Republic. Taking part in the contest were students of Islamic educational institutions in the Republic. Members of the jury included representatives of the Spiritual Directorate of Dagestans Moslems, who on arriving in Chechnya paid respects to the grave of Akhmat-Khadji Kadyrov, recited Koran surahs to the goodness of the deceased. The contest drew guests of various faiths from all the republics of the Northern Caucasus. Also attending were representatives of all ministries and institutions of Chechnya. Over one thousand people listened enchanted to Koran recitals, according to Chechnyas mufti, Sultan-Khadji Mirzayev. I never realized that we had such well-educated youths, such great Koran readers, he noted. I, myself, learned Koran recital, without doing anything else. And I was greatly impressed by the proficiency of contest participants. And I could notice only trifling drawbacks in their performance. Tamerlan Saidaliyev, of the Nur madrasah from the village of Znamenka, placed first, getting a prize worth 50,000 rubles. The second and third spots were shared by Vakhit Askhabov and Turpal Ortzuyev form the Gabis madrasah. (more...)

25 May 2007 Chechen policemen involved in criminal cases on kidnapping
Officers of the republican Interior Ministry are involved in criminal cases on kidnapping people, exposed by the Chechen prosecutors office. For instance a charge was slapped down on deputy commander of a company of a police regiment of the Chechen Interior Ministry Ruslan Asuyev during investigation of one of such cases. The investigation believes that wishing to raise figures of service activities and consequently his rank, he abducted a woman, describing her death as a destruction of a terrorist. "Then, he gunned down a resident of Grozny, passing him for a member of an armed gang, the republican prosecutors office noted. It also reported that Asuyev had knocked together an armed gang which consisted of policemen and members of busted armed gangs. Apart from kidnapping people and murders, the gang committed armed holdups of people and extorted money for releasing kidnapped people. At the same time, Asuyev was appointed acting chief of the criminal police of the precinct in the Staropromyslovsky district of Grozny for false achievements in work. The operation of Asuyevs gang was cut short late in 2005. Four members of the gang were found guilty and convicted for committed crimes, while the investigation of the criminal case against Asuyev has been completed, the prosecutors office noted. The prosecutors office of the Chechen Republic is also examining a criminal case against four officers of the criminal search department of the Chechen Interior Ministry. They are accused of abuse of their office and kidnapping of a man. According to investigation, the police officers had apprehended a citizen of the neighboring Ingushetia Republic, brought him to the building of the Chechen Interior Ministry. They kept him in custody for three days in their office, handcuffing him to a heating radiator. In the meantime, they were extorting a bribe of 5,000 US dollars from a woman acquaintance of the detained citizen. As a result of a special operation, the policemen were detained themselves. The court ruled to put them into custody as a measure of restraint, the source noted. To raise the rate of crime exposure on kidnapping, the republic implements a renovated and comprehensive programme on struggle against kidnapping of people and a search for missing for 2006-2010, approved by a joint decision of the Russian deputy interior minister, the prosecutor of the Chechen Republic and the military prosecutor of the North Caucasus. The Chechen prosecutors office noted that 196 reports on abducting 228 people were received in 2006. Detection of this category of crimes rose by 15.2 percent as against last year, totaling 28 percent. Itar-Tass

25 May 2007  Chechnya may become profitable region despite restoration problems
Chairman of the Russian Audit Chamber Sergei Stepashin noted that some problems persist in forming and implementing the Federal Targeted Programme Restoration of the economy and social sphere of the Chechen Republic. A total of 30.9 billion roubles were appropriated for this programme between 2002 and 2006. According to the chambers information service, 22.5 billion roubles (81.2 percent) were used during the operation of the federal programme, reports Prime-Tass. The programme for 2006 was re-adjusted only on April 25, 2007 in the final form. A similar situation will be duplicated this year too, Stepashin said on Thursday, speaking at a meting in Grozny. According to the chairman, programme parameters have not been specified for the current year, the list of construction developments and projects for financing has not been compiled, and which department will build them is not known. Funds to the tune of 11.8 billion roubles, provided for 2007, were handed oer the Russian Regional Development Ministry, but they have not been distributed up to this time, which is a serious reason for anxiety, admitted the head of the Audit Chamber. At the same time, he continued, despite all difficulties, facing Chechnyas restoration, the republic actively builds new housing, schools, hospitals, kindergartens, restores and updates destroyed economic sectors and creates new jobs. In this connection, the head of the Audit Chamber expressed hope that it would be possible to speak of Chechnya as a stable and highly profitable region in the foreseeable future. He also noted that the Chechen Republic created all conditions, necessary for implementation of the budget process and budget regulation in compliance with Russian legislation. He specially pointed to skilled work of team of managers, specialists and officials (formed by Chechen President Ramzan Kadyrov), which proved by its deeds its competence in tackling very difficult tasks. 25 May 2007  Chechnya helps needy children
The first step towards a sweeping reform of the system of orphanages and boarding schools has been launched in Grozny. On 26 March a special centre opened its doors for a group of 40 children, aged from 3 to 18, from incomplete and low-income families. Unlike in traditional orphanages, the children stay in the centre only from 9 a.m till 6 p.m. They have meals and do their homework there. They are taught singing and dancing, and can read and learn poems. There is also a comfortable gym and a physiotherapy room. A dental surgery is almost ready. All children are provided with free clothes and footwear, medicines and personal hygiene items. The children who are living under the patronage in a family are also on the books in the centre and are provided with food, medicines and clothes. They are regularly visited by doctors, teachers and even lawyers who are ready to advise the parents on various matters. There are many needy families in Grozny,- says the centers chief Taisiya Bashayeva,- but unfortunately there is a lack of places. Still, we are happy that the children managed to get on with our personnel. Now the centre is arranging all necessary documents to send the children to Nalchik on a vacation. Mrs. Bashayeva hopes that they will have a good rest and make friends with interesting people. In the meantime the centre will start working with another group of needy children not to leave anyone without support.

Chechen history

Chechens one the worlds most ancient people

Chechens (self-assumed name " nokhchi" ) are the world" s most ancient people with unique anthropological type and culture. They are the largest ethnic group in the North Caucasus (more than 1 million people). The neighbouring Ingush people are very similar in genotype, culture and religion. Together they form the Vainakh people related by blood, common history, territorial, economic and cultural links and language. Vainakhs (Chechens, Ingushes) are aborigines of the Caucasus and speak Nakh, a language that belongs to the Iberian-Caucasian language family. The Vainakh (Chechen) ethnic and cultural complex was formed on the basis of various aboriginal people. Historically the Chechen community was formed as multi-ethnic and it kept absorbing ethnic elements of nomadic people and neighbouring high-landers, the evidence of which being the non-Vainakh origin of many Chechen clans. The history of Chechnya can be described as a continuing struggle for freedom and independence against outside enemies, in which periods of prosperity alternated with defeats and new attempts to revive the statehood. In the early Middle Ages (4th-12th centuries) Chechens had to take up arms to defend themselves against invaders from Rome, Sasanid Iran, Arab Caliphate and Khazar Kaganate. The centuries-long struggle forged a military union of highlanders and laid the foundation for their statehood.
