Udmurtia: Oasis of harmony

Udmurtia is a republic in Russia and is located along the bank of northern river Kama, thousands of kilometers from Chechnya. But it is home to some 500 people from Chechnya of different nationalities. How are they interacting with the local residents and people from other nationalities, for Udmurtia is a melting pot containing 110 different nationalities and where over 30 national and cultural organizations operate? Of utmost importance is that the situation in the republic is calm and stable and according to Vladimir Zavalin, national policy minister of Udmurtia, 2 national policies being pursued in the republic in accordance with instruction of the President are maintaining peace and calmness and creating favourable conditions for developing national language and culture. Two years ago people from Chechnya decided to unite to establish Daimoxk cultural center so as to introduce the locals to their national cultures, keep their language, bring up the youths in the spirit of national traditions and customs. Leader of Daimoxk, Ilman Yevsultanov has spoken about cooperation with the Udmurtian national policy ministry as well as the personal understanding by minister Zavalin and President Alexander Volkov of the problem of inter-ethnic relationship; both men have been very supportive, said Yevsultanov. The existing peace and harmony in Udmurtia is a result of joint efforts by all people living in the region, but especially by the national policy minister and Mr. President whose doors are always open for NCOs. Issues are solved by negotiations and the most serious at around table discussion, involving participation by all NCOs operating in the republic.

09 January 2006  Six militants surrender in Chechnya
Six members of illegal armed formations have surrendered in the Republic of Chechnya in Russia's North Caucasus, the local law-enforcement bodies said Sunday. Following the killing of Chechnya's number one terrorist, Shamil Basayev, Russian authorities announced a partial amnesty July 15, 2006 for militants who were not involved in major atrocities. Four residents of the village of Stariye Atagi in central Chechnya turned themselves in to police. From December 1995 to May 2000, they served under a certain warlord Zakayev, the law-enforcement bodies said. One militant surrendered in Gudermes, Chechnya's second largest city situated in the east of the republic. In January-December 2000, he served under a certain warlord Akhmadov, the law-enforcement bodies said. Also in the Gudermes district, a resident of the village of Engel-Yurt turned himself in to police and surrendered a Kalashnikov automatic rifle. From January to February 2000, he served under a certain Varayev, the law-enforcement bodies said. A law granting amnesty to militants and servicemen guilty of offenses during the North Caucasus antiterrorism campaign came into force in late September 2006. More than 300 militants have accepted the surrender offer since its announcement, mainly in Chechnya, according to Nikolai Patrushev, head of Russia's Federal Security Service (FSB) and the National Antiterrorism Committee. 09 January 2006  Experts confirm identity of Chechen warlord Basayev's remains
Forensic experts in southern Russia have confirmed after a series of genetic tests that the remains of a militant killed by Russian security forces near Chechnya in July belong to Chechen warlord Shamil Basayev, the Prosecutor General's Office said Wednesday. Basayev, who orchestrated Russia's worst terrorist attacks, including the 2004 Beslan school siege, was killed together with 12 other militants in a special operation in the neighboring republic of Ingushetia. The 41-year-old warlord was killed in his car while accompanying a truck laden with a hundred kilograms of dynamite, presumably intended for a large-scale terrorist attack in Ingushetia. Fragments of his body were identified in a preliminary examination shortly after the killing, but genetic tests were then called for to confirm the results. The country's most wanted man, Basayev was reported killed on many previous occasions, but had managed, until July this year, to elude Russian forces despite the Kremlin's offer of $10 million for information leading to his capture.
