A Triumph of the Chechen Actors at the Stage Without Borders Festival

Some time ago, the Stage Without Borders festival was held in Vladikankaz, capital the republic of Severnaya Osetiya-Alaniya. The festival is traditional - this year it was held for the third time. So far it has been the festival of the national theatres of the Northern Caucasus only, but this time drama theaters from Abkhaziya, Tadjikistan and Tatarstan also took part in it. The Chechen State drama theatres named after Khanpashi Nuradilov participated in the festival with great success. It performed Skapen, Save Love, a new stage production based on the work of the world - famous French author Jean-Baptist Moliere. Ruslan Khakishev, head of the theater, staged it. He is the Honorary Artist of the Russian Federation and a prominent Chechen theater director. Amran Jamayev, Peoples Artist of the Chechen republic and the republic of Severnaya Osetiya-Alaniya, played the role of Skapen. Peoples artists of the Chechen republic Sultan Dokayev, Khamid Azaeyv, Raisa Gichayeva participated in the performance along with young artists and new members of the troupe. Among them were Laura Amirkhanova, Aset Murtazaliyeva, etc. A group of theater critics from Moscow, who visited the festival, highly appraised professional skills of the actors from Chechnya. The Chechen State Drama Theater got two diplomats. One of them went to Aset Murtazaliyeva as the best second actress and the other was presented to the troupe for the best costumes, which were designed and created at the Mariinsky Opera and Ballet Theatre in St. Petersburg. Russlan Khakishev believes that the participation in the festival was of great importance to the Grozny State Drama Theater. The troupe had a unique opportunity to meet their colleagues, discuss problems of the further development of the regional drama theaters and even reach preliminary agreements on mutual tours. Ruslan Khakishev expressed hope that in the not too distant future theaters from various parts of the Russian Federation would be able to bring to Grozny their best stage productions. (more...)

26 May 2006 Duba-Yurt Ceramics Factory Waits for Reconstruction
The factory began production in 1978 and more than 70 different items it was turning out were popular not only in Russia but also in Italy, Britain and Cuba. The factorys products received diplomas and medals at the Moscow Exhibition of achievements of National Economy and at the world exhibition in Leningrad. Until the 90s of the last century it had 250 workers from Duba-Yurt, Urus-Kerta, Chiri-Yurt and Dachu-Bozoi. The factory is presently lying idle with several of its workshops in ruin and equipment has become obsolete. The ten employees who work in the factory in summer produce adobe bricks. The major duty of the administration now is protecting the factory against marauders in the hope that financing will soon be resumed. The director of the factory, Hirazhdi Bagayev has discussed the prospect of the reopening of the factory with regional administration and ministry officials but a decision can be taken only at the government level. However, Mr. Bagayev is encouraged that next year the factory will be included in the Federal special programme for Chechnya and after Mr. Bagayev had disclosed this in an interview with the television, hundreds of visitors came to the factory to find out when the factory would start to function once again. Highly skilled masters are coming, said Mr. Bagayev. We could produce decorative ceramics, glazed and porcelain items, glazed and ashlars slabs, items that at a time attracted huge interest in Moscow and St. Petersburg. We maintain contact with the Association of peoples artistic business in St. Petersburg and with the institute of ceramics. We hope that shortly our items will regain their attraction to all Russians wherever they are, said in conclusion Bagayev.

25 May 2006  Chechnya is Introducing Rent Subsidy
The Chechen government edict Temporary situation and order of granting subsidy for payment of rent and communal services in Chechen Republic will take effect on May 27. Under the edict citizens whose income is below the minimum wage will be given subsidy to pay house rent and for other communal services. Presently, the minimum wage in Chechnya is 2,734 rubles per month. A republican Center has been set up for the purpose and it will have branches in all the regional housing and communal services departments. Subsidy will be granted on the presentation of document pertaining to size of the combined income of a family, size of premise occupied plus a document supporting right to a subsidy. An appropriate file will then be opened for each individual member in a family. The list of those qualifying for subsidy and the amount of subsidy are to be endorsed by chiefs of regional administration and city mayors and then be submitted to the Chechen finance ministry. A person can easily calculate the size of subsidy he/she is entitled to. If per capita income in a family is half of the approved minimum wage such a family will pay 50 per cent of current house rent and communal services and if nobody works in a family such a family shall be exempt from paying house rent or for communal services. However, subsidy will not cover the entire premises occupied by a family but only that part which the Russian law has defined as socially adequate. Under that law socially adequate size of accommodation for a family of 3 or more, - most families in Chechnya fall into that category- is 18 square meters living space for each member of the family. Subsidy will be for 6 months in the first instance after which period a review is done. It the status quo sustains in a family, again to be confirmed by documentary evidence, an extension is granted. Chechnya currently has 350 thousand unemployed but not all of those on social unemployment benefit are less fortunate. Many are traders and doing exceedingly well but choosing not to make a song and dance about it. If a well to do person is caught deceiving the state by claiming rent subsidy such a person will be made not only to pay back the amount he/she has fraudulently got but also be sanctioned administratively. This year the Russian government has allocated 231,9 million rubles to help the socially vulnerable citizens and the Chechen economic ministry has calculated that the amount will be enough to grant rent subsidy to all the needy but if that sum is inadequate Chechnya will get extra, money from the Center.

25 May 2006  American Wrestlers Arrive in Gudermes
Russias wrestling federation plans to hold a free-style wrestling competition between Russian and American teams in Gudermes. Preparations for the competition have been going on since March. The vice-president of the federation Adlan Varaev visited Chechnya in March and discussed the project with republican leaders. Russian and American delegations discussed the possibility of holding such a match in Gudermes during the European Wrestling Championship in Moscow late last month. Americans visited Moscow not only to watch the competition but also to sign an agreement on the match in Gudermes. In view of this Adlan Varaev said: Americans arrived in Moscow specially to hold talks on the issue, and the match between two national teams will be definitely held. We should do our best so that our children could see such a great match. I believe this will prompt children to stay away from the street and go on sport. Moreover, I wish to see such matches frequently in turn in Russia and the United States. The project is aimed at bringing peoples closer. I have always been a member of the Russian team. We never divided wrestlers according to their nationality or faith. Sport unites us. Acting director of the wrestling federation, Georgy Bryusov said: Russia and America will be represented by their strongest sportsmen at the competition in Gudermes. It is a great honour for us to hold the match. This will be an important step in bringing Chechnya to sport arena. We plan to hold prestigious competitions in the republic in the future. Moreover, the republic is keenly interested in promoting sport at a time when reconstruction, including sport infrastructure is gaining momentum. Prime Minister Ramzan Kadyrov plays an important role to this end.
