14 May 2006 Installation of Telephone is Underway in Nozhai-Yurt
When this work was started two years ago the district was linked with the rest of the republic only by four cables and a temporary satellite communication station. Telephones with Moscow numbers had only at the district administration, commandants office, temporary police stations and the post office. The telephone station started to install equipment with a capacity of 112 numbers a year ago. It was planned to install 80 telephones by the end of the year but the technicians linked 91 telephones, particularly in hospitals, fire fighting services, gas supply centre and district administration. At present 20 telephones are installed at organizations and the rest at private houses. The head of the telephone station Dzhabrail Dzhamiev says that people are quite satisfied and the organizations have installed fax machines. This has made their work easier. The main thing is that telephone gives an access to the Internet, the dream of many residents of the district. The station has received many requests. Though the district received a new station it is quite difficult to meet their demands quickly. The new station like the previous one is Kvant-12 with 112 numbers. Dzhabrail Dzhamiev believes the installation of telephones in the district centre will be completed in two years and then linking other settlements will be started. In fact, stationary telephone and mobile telephones supplement each other rather than compete. Dzabrail Dzhamiev says the station cooperates with the companies in installing basic stations of mobile communications. These stations have been installed in Benoe and Zandak recently, and the station at the commandants office was moved into a more suitable place. When stations are installed in the villages of Mesketa, Galaita and Zamai-Yurt the mobile communication will cover the entire district. The head of the district telephone station sells SIM cards. In short, the two sides coordinate their work for the benefit of residents.

13 May 2006  Chechnya Prepares for the Main Event of the Year
Chechnya will conduct an agricultural census from June 1 through 25, which is described as the main event of the year. It has already launched an advertising campaign to inform the people about the importance of the census. The campaign consists of several stages and all media outlets will be used for this purpose. The residents of the republic get detailed information about the inspectors who will conduct the census and their uniforms and documents that should be shown before filling the questionnaire. Russias state statistics department plans to publish a special newspaper known as Census. It will be distributed as a supplement to the rural newspapers in 44 regions of the country. According to the head of the federal statistics agency in the Chechen republic, Ramzan Digaev, leaflets and booklets with answers to questions of the agricultural census are being distributed in Chechnya. They explain the aims and tasks of the census shortly. Chechnya has to conduct census in over 245 thousand agricultural facilities. The All-Russian census will help in making a comprehensive analysis of the economic structure of a contemporary village, reveling its hidden potential and outlining ways for its further development. Chechnyas statistics agency and Agriculture Ministry have drafted a government decree on conducting the All-Russian Agriculture Census in the republic. They have prepared lists of agricultural organizations, farms, private subsidiary economies and gardening organizations, and this is a decisive stage in conducting the census. Census will be conducted involving individuals and companies. The list of small businesses that will broach the census is being clarified now. According to official reports, about 400 small businesses were registered by the beginning of the year but only 180 are functioning. Over 2650 enterprises have their own plots, and this means they have to be involved in the census. There is a similar situation in farms in rural areas. The first and foremost task is to find the owners of these farms because they themselves have to fill the questionnaire of the census. The most difficult task is to prepare a list of city dwellers who are engaged in agricultural production. Archives where official reports about these people were preserved were destroyed during the fighting. The database about these people can be restored in full only by making a comprehensive inventory in the near future.
