Getting to Know Each Other Better

Late last month the Naur settlement in Chechnya hosted a republican festival of national cultural centers The Rainbow of Cultures. Taking part in the festival were childrens ensembles of the Nogai cultural center Ushkun, a joint Kumyk ethno-cultural center, a Russian national cultural center and Young Naur Cossacks ensemble. The festival was sponsored by the regional public organization Sozidaniye and the Center of Folk Creativity of the Chechen Republic. Ramzan Daudovdirector of that Center emphasized that at various times representatives of different peoples lived in friendship and accord and treated respectfully the culture, customs and languages of each other. Today, the Centers director noted , when our common adversaries attempt to sow grains of discord among them, we ought to show how important it is to live in peace and friendship. About 100 participants of the festival displayed their talents before the spectators. Dancers took turns appearing on stage and songs in native languages rang out. Ibragim Bek Sarakaev (1883-1934)

Ibragim Bek Sarakaev was not only one of the first most talented Chechen writers and publicists. He was also an expert in the Chechen history, deep-rooted national traditions, and, of course, folklore of the Chechen people. His life story is unique and even legendary. Ibragim Bek Sarakaev was born on the 21st of September 1883 in the fortress of Vedeno. At the beginning of the 20th century he graduated from the practical school in Vladikavkaz. In 1902 he and moved to Tiflis, where he began his career as a journalist. He was a staff-member of the Caucasus(Kavkaz) magazine, one of the most popular magazines at that time. He was so talented that soon he published a number of stories and fiction essays. In 1907 Ibragim Bek Sarakaev moved to Vladikavkaz again where he became a staff-member of The Terek newspaper. Soon a prominent revolutionary bolshevik Sergei Kirov began working there as well. The two men became friends. Ibragim Bek Sarakaev also had close ties with other local periodicals, which published there more than 30 of his works in 1911 - 1914. He used various pen names to sign his works, such as Nokhcho, The Chechen, Vedankho, etc. His works were devoted to such problems as the development of the Chechen nation in general, the current system of jurisdiction and education. He sharply criticized the then authorities for their non-effectiveness in fighting anarchy and arbitrary rule. He also published historical and philosophical works Muridism, Trial and Execution of Shamil and others. Ibragim Bek Sarakaev did not use any pen names to publish these works as well as two other fictions and documentary books The Slums of Chechnya (1913) and Chechnya and Capture of Shamil(1914). For the first time in the history of the Chechen people The Slums of Chechnya and Chechnya and Capture of Shamil gave a true picture of the way of life of the locals. Also, these works demonstrated in the best possible way Ibragim Bek Sarakaevs talent as a writer. Soon after World War I began. Ibragim Bek Sarakaev served as a volunteer of the Tatar horse regiment of the local horse division. Later it became known as The Wild Division and became famous for the bravery and courage of its cavalrymen, including Ibragim Bek Sarakaev. Soon he became a sub colonel and was awarded St. George Order (IY degree and St. Anna Order (II degree). When Ibragim Bek Sarakaev served in the army, he, of course, wrote just from time to time. Mainly, those were short stories and essays. From his point of view, the lack of time could not but affect the quality of his works, so the author did not publish many of them. Besides, further development of the situation in the country after World War I left much to be desired and did not inspire him as a writer. Thats why he did not write much during the last 20 years of his life. After the 1917 February revolution in Russia Ibragim Bek Sarakaev served as an ad hoc officer (office pro hac vice) at the Gorny government headed by Abdul-Medjud (Tapy) Chermoev. During the Civil War he served in the legendary IX Red Army as a deputy commander at The Provision Department. Sergei Kirov gave him high recommendations. When the Soviet power was established in Chechnya, Ibragim Bek Sarakaev worked as a deputy head of the militia department of the Chechen autonomous republic. The then state security forces prosecuted him, but Ibragim Bek Sarakaevs death in 1934 was natural. He was buried in his native village of Vedeno.

30 Mart 2006 Small Business Makes a Contribution the Reconstruction of Chechnya
The first ever inter-district conference on small business was held in Gudermes ahead of the republican forum of entrepreneurs. The district union of Chechnyas entrepreneurs sponsored the conference. The conference was held with the involvement of senior officials of the union, fund supporting small business and the republics chamber of commerce and industry and the heads of the administrations of Gudermes, Kurchaloevsk and Nozhai-Yurt districts. The conference discussed urgent issues of small business, its involvement in the realization of the republics reconstruction programmes and cooperation between entrepreneurs of the three districts and the border regions of the neghbouring entities of Russia. According to the president of the entrepreneurs union, Abdurakhman Esendirov, the number of participants was restricted to three districts to discuss all issues in detail and allow many ordinary businessmen to express their opinions. The union plans to hold similar conferences in other districts, and proposals will be drafted on their basis. The union and chamber of commerce and industry plan to submit them to the President, the government and parliament. The resolution adopted at the conference in Gudermes includes concrete proposals. The conference urged the President to do his best to promote coordination between the legislative and executive bodies of the republic and at the district level to help small business and realize invest programmes supporting it. It urged parliament to adopt laws on small business on the basis of federal laws by taking into account the local specifics. The conference appealed the government to set up a commission to determine the procedure and conditions of paying compensation to the businessmen who lost their property during fighting, adopt a programme to support and promote business for 2006-2010, draft a simplified procedure of handing over of state property to small business and solve issues linked with the use of money from the fund supporting small business through the Bainakhtelekom in developing communications and radio and television broadcasting in remote areas. According to Abdurakhman Esendirov, the conference discussed concrete issues with the intention of helping effectively to the reconstruction process and the development of Chechnya. The other conferences will be held in a similar way and will work out proposals for the republican forum of entrepreneurs due in May or June.

29 Mart 2006  National Health Project is on Course in Chechnya
All necessary groundwork for implementing the project has been done and recently the Chechen health ministry took delivery of equipment supplied by the Foundation for compulsory medical insurance, for outpatient service. There was a preliminary listing of all the requirements by the Chechen medical services before the equipment was bought and delivered. The Russian government provided enough money for the purchase of the equipment to meet the prime needs of the regional polyclinics, village dispensaries and hospitals but there is still the need for more money to meet the requirements of first aid services, especially in ambulances. Last year, the republican center for the healthcare of mothers and babies in Grozny, the only one in Chechnya, was restored, but still it also needs Federal government attention. All women having problems with pregnancy visit to the center and daily 20 deliveries, out of which 5 to 6 present with complications, take place there. The Center has been working for several months now, but still faces acute shortages in modern medical equipment and ministry officials are well aware of the serious problem. The list of the necessary instruments and apparatuses for doctors in the center has been compiled and the personnel in the Center hopes that the national Health project will be implemented sycessfully. The Chechen deputy health minister Zaur Musluyev, overseeing the implementation of the national Health project in the republic, says that before the close of 2007 all the medical institutions in Chechnya will be given all the necessary medical equipment for productive work.

29 Mart 2004  Chechen Businessmen Help the Reconstruction of the Republic
Businessmen are actively involved in the realization of Chechnyas reconstruction programme. The Union of Businessmen that embraces over 200 people decided to support in all aspects to the government programme at the All-Russian Conference of the representatives of small business in December. The Union analyzed comprehensively of their involvement in the federal programme and several territorial programmes. To this end the businessmen plan to organize joint-stock companies like Grozgazoochistka to produce oxygen, bitumen and several other materials. The designing and construction of mini-shops are now underway, and this is aimed at supplying materials the republic needs badly. The work of the Chechen businessmen is welcomed by the entire Southern Russian Federal District. For one, Grozgazoochistka is engaged in cleaning natural gas for consumers and the utilization in the Federal District. The realization of the project on mini-oil refineries has been started in Prokhladny. This gives an opportunity for the construction of such refineries in Volgograd, Volgodonsk and other cities of the Federal district. A member of the Union, joint-stock company, Stroiservis is reconstructing Chechnyas Teachers Training Institute. Work done by the company headed by Isa Osmaev received excellent mark and was honoured by a diploma certificate. The company has been given larger facilities and more responsible tasks. The Union has joined to realize the Grozny reconstruction programmes too. For one, its members are engaged in the reconstruction of main highways. The businessmen have dozens of business plans the realization of which will speed up the process of reconstruction. The Union together with the republics Chamber of Commerce and Industry actively helps the restoration of business undertaking structure in the Chechen districts and does its best to promote it. Consequently, the entrepreneurs of Gudermes and Nozhai-Yurt districts steeped up their activity last year. The president of the Union Abdurakhman Esendirov speaks highly of the assistance given by the Chechen governments committee supporting small business to the Union and the businessmen as a whole. He is pleased to say that when the Chechen President visits other Russian regions to conclude agreements on mutual assistance and cooperation he accompanies the members of the union. The first such agreement was signed with the Chamber of Commerce and Industry of the Rostov region. As a result of investment made by the region the restoration of the furniture facture in Chechnya is gaining momentum. The two sides hope to commission the factory by the end of the year. The members of the Union are included in the delegation that is expected to visit Krasnodar and Yekaterinburg to discuss future cooperation and in the Russian Federations delegation that pays a visit to China. Abdurakhman Esendirov hopes that the leaders of the republic will use the potential of the businessmen widely. The reason here is that the two sides work hand in hand for the prosperity of Chechnya and Russia as a whole.
