Unemployment is one of the key problems facing Chechnya. The fund supporting small business-undertakings has worked out a new project that is unfamiliar to the North Caucasus. According to its director M. Shavkhalov, the project is designed to breed animals for fur. These animals are sable, mink, polecat, polar fox and silver fox. At present Pushkinsky state farm in the Moscow region is successfully engaged fur-breeding. Chechen businessmen have concluded a preliminary agreement with the farm on the delivery
of saplings to Chechnya and conduct experiments on their breeding. If the results are promising they plan to organize a fur-breeding farm. According to preliminary estimates, the project will cost one million rubles. It is attractive because it provides for the creation of up to 1 000 jobs. This is of utmost important for Itumkali and Sharoi districts where there are no vacancies. The reason for organizing a farm in the mountainous districts is that winter is severe there and consequently, fur will be excellent.
The winter in low lands is warm and there are many harmful ants there.
It is insufficient to build a fur breeding farm. There is a need for building shops for currying skin and factory for making fur coats, hats and other items. Mink and chinchilla coats are very expensive. They are imported from Greece and other countries. If Chechnya could organize this successfully it can meet not only its demands but also can sell fur goods in other Russian regions. In short, this is a good way of earning money for the republic. The project will be realized in five years. Its returns will
be very high since these animals breed fast. For one, silver fox gives four cubs a year and mink from 4 to 6. Experts believe that the outlay will be covered in 2 or 3 years. In fact, Chechnya has many veterinary surgeons and experts in animal breeding who have undergone special training. But at present they have no jobs. According to M. Shavkhalov, in future, Chechen businessmen plan to create a farm similar to that in the Moscow region.

The invasion of the Northern Caucasus by hordes of Timur the Lame, or as he is referred to in official sources Tamerlan, occurred as a result of wide-scale hostilities by Chagatai ruler against the Khan of the Golden Horde Tokhtamysh.
Tamerlans army first crossed Chechen plains in March 1395. But in view of the further and more urgent need, namely, defeat of Tokhtamysh himself, his troops did not remain there long.
After defeating his enemy on the Terek on April 15, 1395 , Tamerlan went on to attack Caucasian allies of the Golden Horde.

The passenger transportation and upgrading the quality of service is an urgent issue in Chechnya. This is linked with the fact that 70% of production capacity and facilities that offer technical services in automobile transport system have been destroyed and bus depots have to be reconstructed. The restoration of the sector is gaining momentum. Over 430 million rubles have been allocated to reconstruct transport facilities since 2001. This sum has been spent to reconstruct the branches of state-owned Chechenavtotrans Company - Gudermessky, Yrus-Martanovsky, Shelkovakoi and Nadterechny and bus depots - Zapadny, Tsentralny and Yuzhnaya in Grozny and buy 490 buses. Consequently, 198 bus routes, including 84 intercity, 68 suburban and 46 city routes have been restored. During a study of Chechnyas automobile transport problem it has been revealed that money allocated under the federal programme has been used ineffectively owing to poor coordination of the Chechen government and federal executive bodies. Money and subsidies for the transportation of privileged persons are being directed to the account of the Chechenavtotrans Company despite the fact that Transport and Communications Ministry is the client of intercity and suburban transportation. The ministry enjoys the right to attract any kind of vehicles for transportation regardless their ownership. With the appearance of dozens of small businesses and businessmen on automobile transport market, technical conditions of vehicles and road safety have worsened. Nevertheless, to meet the demands of people in passenger transportation Transport and Communications Ministry together with the administrations of cities and districts has arranged about 800 mini-buses but the work of which has to be controlled regularly. According to Chechnyas traffic police, 5870 buses were registered in the republic as of January 1st. Many of them are engaged in passenger transport but their owners have no permissions to do so and do not honour rules and regulations in this area. As a result the republican budget does not get up to 20 million rubles a year. The maintenance of order in passenger transport does not realized at a deserved level owing to the fact that traffic police and tax service work independently and poor coordination between them and the shortage of experts. According to the head of Chechnyas Security Councils department M. Mamakaev, these bodies do not check up whether the drivers have agreements to work in the given route, drivers have no plans that shows the dangerous sectors of the routes and the vehicles have no information about the price of tickets and the rules and regulations for the use of buses. All this prompts the government to set up a single service to control tariffs and rules and regulations of passenger transport in Chechnya. (more)
The first six automatic telephones have been installed in the Pobedy Highway in the centre of Grozny. This has made it possible for the residents in the city to give calls to any city in or outside Russia. They can buy fee cards at the offices of Electrosvyaz and international communications centers for any duration of the conversation. The tariff for automatic telephones is less than that of mobile phones. Automatic telephones will be installed in Grozny as the city is reconstructed. The next set of automatic telephones will be installed in the Ulitsa Tukhachevskovo shortly. Chechnya has stationary telephones too. But they are being used by a part of the population, organizations, enterprises and offices. Vedeno and Shatoi districts have been connected with the central telephone system. (more)
Over 40,000 liters of doctored liquors were seized in Chechnya over the past ten days during the large-scale Doping operation, Tass learnt on Thursday at the Chechen Interior Ministry. A total of 79,250 bottles with liquors were seized from underground traffic since the start of the operation on January 15. More than 75,000 bottles were destroyed. Out of the total, nearly 23,000 bottles are with alcohol. According to a spokesman of the Interior Ministry, during the operation, police inspected warehouses, shops, cafes and retail joints. In many cases, traders had no license for selling liquors, while bottles had no excise marks, etc. Besides, police stopped trade in plastic bottles, filled with strong beverages, made of technical alcohol. Authorities instituted five criminal cases under Article 238 of the Russian Criminal Code (Production, storage or marketing of goods, failing to meet requirements of safety of life or health of consumers), providing for a penalty of a big fine or a three-year imprisonment. Besides, chief of the drug control section of the Chechen Interior Ministry Movla Akayev said that police officers laid bare 45 crimes since the start of the Doping operation, connected with illicit drug trafficking. They seized 19 kilos of narcotics, including 18 kilos of pot, 92 grams of heroin and over one kilo of poppy seeds. As many as 49 people were called to criminal responsibility. According to chief republican narcologist Musa Dalsayev, a trend was recorded for a rising number of people, abusing drugs. The next day, the republican drug addiction center put on record 1,865 people. On January 15, acting premier of the Chechen Republic Ramzan Kadyrov demanded at a meeting in Gudermes that heads of republican power-wielding departments should cut short illicit drug trafficking and underground traffic in liquors, giving them one week to swing the situation. The residents of Sunzhen district celebrated the New Year and religious holidays, Arafat and Kurban bairam calmly and merrily. The motto of the celebrations was Islam is a religion of kindness.
According to imam of the district Askhab-Hajj Gaev, all Moslems prayed for not only themselves and others of same faith but also people of other faiths in the world. We prayed Allah to bring peace to all regions so that there were no wars and people could live deservedly and bring up their children peacefully. Moslem who has made pilgrimage to Mecca also did so.
Askhab-Hajj Gaev says: The Day of Arafat is the day that created world. Let our praying bring peace and benefit for all people in the world regardless their faith.
There is an increase in the number of pilgrims to Mecca elsewhere in Russia. According to the head of the international department of the Council of muftis imam-hathyb Rushan hazrat Abbyasov, this figure has increased to 13 thousand from last years 9 thousand.
Commenting on these figures Chechnyas deputy mufti Magomed Dadaev noted that the reasons for such an increase were more serious attitude toward Islam and improvement in living standards of Moslems.
A recent conference at the hajji mission of Russia determined when and from where Chechen pilgrims can leave for Mecca. These people can travel by plane from the cities of Kaspiisk and Mineralnye Vody from the 26th of December. About 390 pilgrims will leave from Kaspiisk and the rest from Mineralnye Vody.
Magomed Dadaev on behalf of the spiritual department of Moslems in Chechnya thanked Russias passport-visa service for paying maximum attention to paper work of those who desire to carry out hajji and issuing them passports without any obstacles.
