Throughout 2005 the Chechen government was paying off timely and fully the pensions, childrens and unemployment benefits and increments under Russias law 122 on replacing the Soviet-era benefits with monetization. Compensations have begun to be paid to those purged during the Stalin years, labour veterans and disabled workers, those who fought in military conflicts, including in Afghanistan, and helped settle the Chernobyl problem, and also other benefit recipients have been paid what benefits they are due. The Comprehensive Social Service Centre has registered 800 senior district residents who live alone. This is an opinion of the head of the Kurchalovsky orphanage Ibragim Yakhyaev. Today there are 83 children in the orphanage, in its branches in two neighbouring villages there are 90 children more. Their age is between 9 and 12 in the main. They are orphans, some have one parent, others are so-called social orphans. Some are lagging in their education by 3-4 forms of schooling. The reason is they were homeless and had to earn their living. They should be brought up and educated, this difficult and noble work is well performed by employees of the orphanage. When a child is brought to the orphanage he or she is tested for psychological condition. The work is conducted by two recently employed experts, psychologists; they took refresher courses in the city of Nazran organized by the UN Childrens Fund. Then the period of adaptation begins for children. Ibragim Yakhyaev says that practically all children go through it smoothly, choose a correct way of behaviour and study in keeping with school curricula no worse than children from so-called happy families. Health of children in the orphanage is reliably controlled. Recently a comprehensive medical examination of children was conducted supervised by Lyubov Polovyanova from the Garant public foundation. The results are good. The hemoglobin level is not lower than the accepted norm. There are no problems of nutrition or equipment in the orphanage. Computer classes are functioning; photo cameras have been delivered as well as video equipment.
