Chechen economics. Nurenergo Takes Stock of the Year 2005

On December 22 Nurenergos employees marked their professional holiday Energy Employees Day. Nurdin Usamov, Nurenergos director general in an interview with Chechnya Free radio station, shared his impressions about the energy employees work in the Republic in 2005. They launched the construction of power lines of all voltages, construction and repair work of scores of substations of 35 to 110 kilovolts. They built a substation power unit of 33,000 volts near Grozny, which is the biggest in the Northern Caucasus. In view of the shortage of power in the Republic and lack of facilities to feed power from the Stavropol region to Chechnya, Nurenergo under agreement with a federal grid company last September took additional obligations to build 110 kilovolt lines stretching for 50 kilometers. It passes through the Stavropol region, Osetia, Kabardino-Balkaria and Chechnya. Wide-ranging objectives set for energy employees in the Republic under the Program of restoration of the Chechen economy in 2005, were fully achieved. The value of the planned work completed in 2005 amounted to 80 million roubles. Extra plan work was carried out with a view to next year. Since the year 2000, 5 billion-rouble worth of energy was allocated to the Chechen Republic by the Russian EES energy company by way of Nurenergo. Nurdin Usamov emphasized that this was a direct state subsidy to power producers in the Republic, all consumers and a direct assistance to it in solving its social and daily problems, which is a precondition of the Republics further economic development. The Invasion of Timur the Lame

The invasion of the Northern Caucasus by hordes of Timur the Lame, or as he is referred to in official sources Tamerlan, occurred as a result of wide-scale hostilities by Chagatai ruler against the Khan of the Golden Horde Tokhtamysh. Tamerlans army first crossed Chechen plains in March 1395. But in view of the further and more urgent need, namely, defeat of Tokhtamysh himself, his troops did not remain there long. Kadyrov puts $10Mln bounty on Basayev

Chechen First Deputy Prime Minister Ramzan Kadyrov has offered a $10-million reward for the head of warlord Shamil Basayev. Kadyrov said in an interview with the Moskovskiye Novosti weekly published on Friday that he knows nothing of the notorious terrorist's whereabouts. "But I offer $10 million for Basayev's head," he said. "He [Basayev] stayed both in Dagestan and Kabardino-Balkaria. I have always said that eliminating Basayev is my holy duty as a Muslim, a citizen of the Russian Federation and a policeman," Kadyrov said. "If I knew who is guarding him, I would find him. But he himself is a good strategist and warrior," he said. (more)

Chechen Republics Representative Office Opened in the Heart of the Urals

The representative office of the Chechen Republic, which was accorded an official status in November 2005, held a presentation ceremony in Sverdlovsk hotel. Taking part in the ceremony were officials of the regions governor, Yekaterinburgs administration, Interior Ministrys migration department and a delegation from the Chechen Republic. The purpose of this ceremony, according to Salauddin Mamakov, chief of the Chechen office, was to convey to as many people as possible the word that the representative office of the Chechen Republic is officially open and in action. The question of the offices location had long been open but now it was decided to locate it in the very center of the city. All speakers at the presentation noted that the opening of the office in Sverdlovsk region is a major factor contributing to the consolidation of contacts between the two regions of Russia. The new level of relationship leads to increasing responsibility and new goals. The office will actually carry on the functions of a consulate seeking to improve economic, cultural, scientific and technical ties of the Urals with Chechnya, find ways and means of investment into rebuilding the infrastructure of the republic, help enterprises and organizations develop direct ties aimed at effective cooperation. Apart from that, the office will provide assistance to Chechen expatriates, including aid in employment and protection of civil rights of its citizens. The office also aims at maintaining good working relations with the regions leadership and that of the city. In late January an official delegation from Chechnya is to visit the region and preparations are underway for that visit with an active participation of the Chechen office in the Sverdlovsk region. The scope of activity of the office is extraordinarily wide and it was envisioned even before it received the official status. Heavy emphasis will be laid, as before, to cooperation in health care and education. The Agriculture Academy of Sverdlovsk region is ready to accept students from the Chechen Republic in the near future. (more)

Militant detained in Chechnya

Chechen police have detained a militant in the Shali district, a source in the district's police department told Interfax. "Tapa Umayev, a member of Akhmed Yunusov's group was apprehended in an operation in Duba-Yurt," the source said. A local resident found artillery shells near the village of Zony in the Shatoi district, a source in the district administration told Interfax by telephone. (more)

Chechnya-Alania: Cultural Ties Being Restored

On New Years eve a cultural workers delegation from Osetia-Alania visited Chechnya for the first time in 15 years. The delegation was led by Eduard Galazov Osetias Culture Minister. According to Eduard Galazov, the 9-member delegation has accumulated a great deal of impressions both heartening and sad. The heartening impressions came from the warm meetings with people from the first minutes in Chechnya, meetings with colleagues, observations of creative people, including children. The sad impressions stemmed from the observation of the destroyed city of Grozny, which members of the delegation recollect as beautiful and flourishing in the 1980s. Eduard Galazov noted that even this sad impression was tempered by the cordiality of Grozny residents, their certainty in a great future of their native city and that certainty was strengthened after Russias President Vladimir Putin paid special attention to the problem of restoration of the Chechen capital. Eduard Galazav emphasized that their visit to Grozny and a joint concert they gave lay the ground for further expansion of cultural contacts between the two fraternal republics. Time is irreversibly past when such contacts were impossible. We became assured how quickly life is springing back to normal in Chechnya, including cultural life. We became assured how Chechen friends yearn for creativity, for the arts. Hopefully, the plan drawn up in Grozny for joint work between the two culture ministries will yield major benefits. In early 2006, Galazov further noted, Osetia is expected their Chechen colleagues on a return visit. And a similar joint friendship concert will be given at Vladikavkaz, as was in Grozny. Human contacts acquire a great important, particularly in such trying periods of time. Now there will be more such contacts. And all of us, Galazov said, are looking forward to a beautiful, stable life filled with creative communication. (more)

Trips to Mecca start on the 26th of December

The spiritual department of Moslems in Chechnya has ended preparations for carrying out hajji. Originally it was planned to send 700 pilgrims but the final figure is found to be 792. Last year only 324 people visited to Mecca. There is an increase in the number of pilgrims to Mecca elsewhere in Russia. According to the head of the international department of the Council of muftis imam-hathyb Rushan hazrat Abbyasov, this figure has increased to 13 thousand from last years 9 thousand. Commenting on these figures Chechnyas deputy mufti Magomed Dadaev noted that the reasons for such an increase were more serious attitude toward Islam and improvement in living standards of Moslems. A recent conference at the hajji mission of Russia determined when and from where Chechen pilgrims can leave for Mecca. These people can travel by plane from the cities of Kaspiisk and Mineralnye Vody from the 26th of December. About 390 pilgrims will leave from Kaspiisk and the rest from Mineralnye Vody. Magomed Dadaev on behalf of the spiritual department of Moslems in Chechnya thanked Russias passport-visa service for paying maximum attention to paper work of those who desire to carry out hajji and issuing them passports without any obstacles.
