Leader of Volgograd regional Chechen community Bart-Soglasiye Vakhid Shamaev has said he condemns actions of the terrorists who have neither honor, nor conscience, nor face. The Chechen community in the region, he said, believes the group of terrorists who captured hostages in Moscow, promote their personal ends that are far from well-being and safety of the Chechen people. More than 65 000 Chechens are living in Volgograd region side by side with representatives of other nationalities in peace and order, V. Shamaev said. Weve got nothing to divide. We want to live in a free and prosperous Russia, he said. The Chechen community in Pskov is going to set up emergency staff to map out measures for negotiations on releasing hostages in Moscow. Sharip Okunchaev described the developments in Moscow as a diversion. We, just like all the international community, condemn the actions of the militants and want that everything ends in a peaceful way, he noted. There are 1050 Chechens in Pskov region. We are keeping the situation under control here to make sure such incidents like the one in Moscow will not happen, said head of the Pskov Chechen community.

REN-TV channel correspondent Maria Shkolnikova, held hostage in the Theatre center, said by telephone that the militants were ready to hold talks with Grigory Yavlinsky or Irina Khakamada. I.Khakamada is already on her way to the site. M. Shkolnikova also told that gunmen are in good reason while hostages need sedatives, cordial medicines, and anti-depressants, and that the terrorists are ready to pass on these means to the captured. A spokesman for Doctors without borders went to the Theatre center at the request of the Russian authorities. According to sources in the Interior Ministry, the terrorists have placed a demand to meet with officials of this body.

President Putin has told the chiefs of the national power structures in the Moscow Kremlin that Wednesday's terrorist act was masterminded abroad. "The first piece of information from the representatives of the hostage-takers had come from abroad," he said, "and no one doubted that they were those same criminals who had for many years intimidated Chechnya and were now calling for an end to the military action." "They had," Putin also said, "sown death and destruction in Chechnya and beyond the Chechen border and wanted to spill all that even farther." In Putin's view, the federal "law and order forces and special services must focus, while planning and carrying out their moves, on the maximally safe release of the hostages." Putin sees what happened in Moscow as the largest-scale terrorist act that took place in or outside Russia.

Cooperation between the Chechen region of Shelkovskya and the Krasnodar region is a bright example of Russias effective collaboration with Chechen regions. They interact in industry, farming, health protection, education, culture and sport. Prospects for promoting bilateral relations have been under discussion in the course of the recent visit of a Shelkovskaya regions delegation to Kuban. The trip was organized at the invitation by the local interior departments leadership and timed to coincide with celebrations of the 200th anniversary of Russias Interior Ministry. Kuban policemen have been serving in the area since 1999. The Krasnodar regions State Interior Department was the initiator of setting up a police officers training center. So young residents of the Chechen region can obtain a new profession without leaving it and be trained by qualified specialists from Kuban. Over the three years of working in the region Kuban policemen have proved themselves perfectly. The delegation included athletes who participated in all contests devoted to the anniversary in volleyball, football, tug-of-war and relay races. Audience has warmly upheld all the participants. Curiously, not only young officers but also general and senior officials took part. Audience was amazed to see 50-year old respectable athletes participating in the race. The celebrations wrapped up with a concert, in which Chechen guests were also involved. Them the delegation was given an opportunity to repose on the Black Sea resort of Gelendzhik. One of three members of the delegation who needed medical treatment immediately underwent an operation upon eyes, whereupon the others were taken to hospital. At the moment six residents of the Shelkovskaya region are preparing to leave for Kuban where they will get medical care.

Denmark, the country currently presiding in the European Union, favors cautious approach adopted by the Russian government and is completely supportive of its efforts in stabilizing the situation, says the Danish Foreign Ministry in a statement. The Austrian mass media say hostages capture in Moscow is an example of how western countries turn a blind eye to Chechen separatists. Western leaders, it says, have been constantly doing so still being unwilling to put Islamic terrorists who committed many atrocities, especially the one of September 11, on par with Chechen separatists fiddling with the lives of hundreds of people and terrorizing civilian population in Russia. According to reporters of the Austrian major newspaper Oberosterreichische Nachrichten, all countries participating in the anti-terrorist campaign need to unite in the fight against Chechen terrorists. This is almost the repetition of September 11 attacks on America, said the Italian newspaper Stampa. Remorseless strategy of the Chechen separatism has the international terrorism behind, whose brains are Islamic fundamentalism, and Al Qaeda in particular. It is very likely, that what has been done to Bushs America is attempted against Putins Russia, says the newspaper. The capture of hostages in Moscow is a thoroughly considered and planned operation, said a senior French official. According to his information, the group of Chechens who are connecting with several numbers from the theatre center through mobile phones are describing themselves as mujahedeens. This, he believes, may indicate that they belong to one of the trends of the international terrorism. Remarkably, the gang is acting just according to the guidelines that were discovered during anti-Al Qaeda operation in Afghanistan and during a search in Germany at a flat of an accomplice in September 11 attacks. The guidelines contained description of how to capture large public objects, stadiums, and theatres, said the source.

Mufti of the Chechen Republic Akhmad Hadji Shamaev has urged terrorists who captured the Theatre Center in Moscow to release hostages and come to a peaceful solution of this matter. A terrorist has no nation, he noted. We are offering help in talks, we will tackle any challenges we will be faced with, said Akhmad Hadji Shamaev. The board of Caucasian Muslims condemns the hostages capture in Moscow describing it as an impermissible act involving innocent people. This is what head of the board sheikh-ul-islam Allahshukur Pashazade said. Like all world religions, Islam condemns extremism and terrorism in all its forms, regardless of national and religious identification of the culprits, said Muslim leader of the Caucasus. He believes it is unallowable that religious rhetoric be used to justify violence. On behalf of the Muslim board of the Caucasus, its chairman called for reason, humanity, mercy, release of all hostages in Moscow, and search for ways of civilized solution to all issues.
