ARMENIAN MP SLATES NATIONAL SCIENCE ACADEMY FOR POOR WORK

YEREVAN, MARCH 29. ARMINFO. Armenian Prime Minister Andranik Margaryan severely criticized today the work of the National Academy of Sciences of Armenia and its research companies.

The budgetary financing of science has grown from 2.9 bln AMD in 2003 to 4.1 bln AMD in 2005. But active financing is not effective without specific programs. One should stop asking money for some abstract things - the Government should know what it gives money for. Only 3-5 and 10-year programs should get financing. Of 40 research companies operative are 4-5 with their directors have long being of pension age clinging to their posts and preventing young specialists and managers to climb up the ladder. Reforms do not mean closing research companies and firing researchers. "Today we need specific proposals rather than endless and pointless debates," says Margaryan.

For this purpose the Government has set up a special commission fo developing a long-term plan of reforms in science. These reforms will be given all-out support by the Government. The first step is additional monthly bonuses to candidates and doctors (5,000 and 10,000 AMD respectively) and this is not the end, says Margaryan.

Inspired by Margaryan's criticism academic Anry Nersissyan stood up to charge National Academy President Fadey Sargsyan with falsifying the results of the last academy elections and misappropriating budgetary funds. Sargsyan called him a liar.

ARMENIAN SEISMOLOGISTS RECORD STRONG QUAKE ON SUMATRA

YEREVAN, MARCH 29. ARMINFO. The National Service of Seismic Protection of Armenia recorded a 8.7-point earthquake on Sumatra (Indonesia) Monday 9:18 pm (local time).

7 consecutive 11-12-point strong quakes shook the epicenter 200 km west of Sumatra. Some 2,000 people are reported to have died with much more wounded. The quake was so strong that it was felt as far as Malaysia. The quake has spurred a tree meter tsunami that has come down on Simelue island today.

This is one of the 10 strongest quakes to have shocked Indonesia since 1990. For three months already seismologists have been reporting unprecedented volcanic activity in the country with every next tremor exceeding the previous in magnitude.

CONSTRUCTION OF FREE DOSS-HOUSE FOR HOMELESS IN YEREVAN POSTPONED FOR 2006

YEREVAN, MARCH 29. ARMINFO. The Armenian Government plans 89 mln AMD allocations in 2006 for implementation of a project on establishment of a doss-house for homeless people. Head of the Department for Old People and Invalids of the Ministry for Social Security of Armenia Jemma Baghdasaryan informed ARMINFO.

Referring to unofficial statistics, she says that at least 100 bums live in Yerevan and their real number is not known as no one has been engaged in their record so far. Meanwhile, the city funeral bureau (CJSC "Special Service of Yerevan Population") registered 115 deaths of the people who were not identified in 2004. It should be noted that there are bums in Yerevan who not only reside in streets and manholes, but also lease private doss-houses for 500-1,000 AMD for a night in several outlying districts in Yerevan. Bums themselves say that such shelters are not accessible to everyone, but there is a positive moment, that is, the owners drive out the tenants only if they are insolvent, they do not demand documents. Baghdasaryan says that if the idea of state doss-house is approved by the Government, 30 bums can reside there for some 2 months, wherein they will receive medical, psychological, social assistance. Then, proceeding from the results of medical and psychological examination, bums will be sent to Old People's Houses, psychological hospitals and maybe even employed. -

RUSSIAN SINGER PHILIP KIRKOROV TO VISIT ARMENIAN GENOCIDE MEMORIAL IN REMORSE FOR HIS FORMER MISTAKES

YEREVAN, MARCH 29. ARMINFO. Russian pop star Philip Kirkorov is going to visit the Armenian Genocide Memorail and Museum during their forthcoming tour in Yerevan, says Temine Ayrumyan, spokesperson of the Manukyan company who invited Kirkorov to Armenia.

Ayrumyan says that Kyrkorov is feeling remorse and is going to apologize for his earlier mistakes against Armeians, a nation he also belongs to.

Meanwhile many Armenian pop singers and some 30 youth organizations are protesting against the tour of Kirkorov mostly because of his pro-Turkish repertory (remakes of Turkish pop star Tarkan) and public insult of Armenian journalist Irina Aroyan, an action that generated wide public disapproval in Russia leading to his oust from the Russian show business.

Ayrumyan claims that she daily receives 350 calls in Kirkorov's support. "We expected such attitude but could not help inviting g him as he is the best," she says. Meanwhile only 30% of the tickets have been sold to date. The tickets for his Dzoraberd restaurant concert range from $80 to $150 and for the Concert Complex one from 3,000 AMD to 15,000 AMD ($6-30).

Genocide of Armenians by Ottoman Turkey in 1915 is a barbarous crime and display of religious fanaticism of Turks, Sheik of the second branch of the Bagara tribe Nauaf Al Bashir who arrived in Yerevan as part of the delegation of influential sheiks of 12 tribes of North-Eastern regions of Syria says in his interview to the Armenian TV Channel "Armenia."

Sheik states that the delegation arrived to commemorate the victims of the inhuman crime - Genocide. He says that leaders of Ashiret tribes enjoying a great influence in Arab world, provided shelter to Armenians who escaped from the Genocide. The successors of these Armenians live with Arab people and enjoy equal rights. The sheik says that Jordan Monarch sent a manifest to the two most influential Arab emirs in 1917 asking for shelter to the Armenians and to display of a well-disposed attitude to them, as "Armenians are religious and God obedient people." Since then, relations of Arabs and Armenians have become warmer and Armenians were not forced to change their religion when marrying Arabs. Tomorrow the delegation with meet with Armenian Agricultural Minister David Lokyan. They also will meet with His Holiness Garegin II Catholicos of All Armenians and will visit Gyumri. The guests will leave for Syria on April 3.

YEREVAN, MARCH 28. ARMINFO. Two cases of poising with full of coal gas were recorded last weekend in Armenia, with two minor girls being taken to hospital in both cases. The Governmental Emergency Situations Department press-service informs ARMINFO that both cases were in Vanadzor.

Besides, on March 25 VAZ 21-06 car crashed into a route minibus on the Hrazdan- Bjni road. As a result, the driver Simon Aharonyan (1963), passengers Y.Tovmasyan (1960), N.Arzoumanyan (1963) and G. Abrahamyan (1977) were taken to Hrazdan town hospital with trivial bodily injuries.

DOLLAR IS STABILIZING ALL OVER THE WORLD, BUT IN ARMENIA, ON THE CONTRARY, IT IS WEAKENING

YEREVAN, MARCH 28. ARMINFO. Purchasing in the interbank market 3 mln USD at average rate of 457.75 drams against one U.S. dollar, Armenia's Central Bank, slowed down the fall of the exchange rate. Dealer of one of the largest banks of Armenia expressed such an opinion talking to ARMINFO, informing if till the end of the current month the average rate does not fall below 450 drams per one dollar, then we may expect correction in the market to 460 drams. "Dollar is stabilizing all over the world, but in Armenia, on the contrary, it is weakening. It testifies about the considerable influence of the wait-and-see and speculative attitude of the participants of the market", the dealer thinks.

It should be noted that in total from Jan 27 to March 24 the Central Bank bought from the market $20.7 mln. As a result of the last intervention dram was stabilized by 0.3% from March 24 to 25 making up 460.39 against one U.S. dollar. From March 1 to the present day dram was stabilized by 2.5%, making up 459.20 drams against one USD on March 28.

ARMENIAN APOSTOLIC CHURCH MARKS EASTER ON MARCH 27

YEREVAN, MARCH 28. ARMINFO. The Armenian Apostolic Church marked Easter, the Resurrection, on March 27.

The press-service of the Chancellery of Mother See of Holy Etchmiadzin informs ARMINFO that a Divine Easter Liturgy was held at the Cathedral, than Catholicos of All Armenians Karekin II applied with a preach to believers gathered at the Cathedral of the Armenian Apostolic Church, blessing the whole Armenian people, the leaders of AAC Dioceses world wide, the leadership of the RA and NKR and the spiritual leaders of other Christian Confessions.

ARMENIANS OF NOVOROSSIYSK FEAR FOR LETTING CHILDREN GO TO SCHOOL

NOVOROSSIYSK, MARCH 28. ARMINFO. The Armenians residing in Novorossiysk fear for letting children go to school.

According to the newspaper of Armenians of the South of Russia "Yerkramas," the events on March 22 in Novorossiysk can be characterized as a pogrom in a separate district of the city, says a member of the Board of the City Society of Armenian Culture "Luys," Coordinator of National Community of Novorossiysk Alla Partsikyan.

She confirmed the information that on Mar 22 evening about 100-200 Cossacks made disorders in an Novorossiysk district. They attacked Armenians and their cars and commercial buildings. The conflict was caused by Mar 21 night incident in a cafe in the city. Cossacks headed by Ataman Vladimir Petrushin came to a group of young Greeks and Armenians. During a started fight Petrushin was inflicted heavy bodily injuries and taken to hospital. Doctors say that his state is stable.

It is known that a criminal case was initiated on Article 111 (infliction of bodily harms) and 213 (Hooliganism) of the CC of RF. Despite Novorossiysk Administration's measures to prevent the aggravation of the situation, and the extreme discussion of Municipality with representatives of national communities of the city and promises that those guilty will be exposed and punished, the local Armenians still keep in contact with "Luys" wondering if it is safe to let children go to school.

Today, a joint meeting with Armenian Diaspora representatives and the Treasury, the Law-Enforcement and City Administration will be held. To note, Novorossiysk Mayor Vladimir Sinyagovskiy took his office in Nov 2002, replacing Valeriy Prokhorenko, who was prosecuted. Before taking his post, Sinyagovskiy was head of the Administration of Slavansk-on-Kuban where in 2002 also an Armenian pogrom took place, Yerkramas reports.

YEREVAN MUNICIPALITY DID NOT INVITE PHILIPP KIRKOROV

YEREVAN, MARCH 28. ARMINFO. Yerevan Municipality has not invited Philipp Kirkorov, Vice Mayor of Yerevan Arman Sahakyan has told journalists.

He says that CJSC "Manukyan" has invited the Russian singer and the Municipality supports the concert as it is authorized to do. Sahakyan has no data on this CJSC, except the one that it is engaged in organization of concerts. Sahakyan notes that the invitation of singers to Yerevan is not an issue for politicization. It is a question of culture, he says. As regards the prevention of the concert, the Municipality is not empowered to do it. Moreover, taking into account the fact that this year is announced a Year of Russian in Armenia, we must expect many singers and the Yerevan Municipality is to support their concerts. It should be noted that 25-30% of the tickets for Kirkorov's concert have been sold. Arman Sahakyan himself does not like Kirkorov's creative work.

To note, recently the youth and the students of Armenia Have protested against arrival of the well-known Russian singer Philipp Kirkorov in Yerevan. 30 youth and students organizations have sent a relevant letter to the event organizers on the initiative of ARF Dashnaktsutyun Students Union "Nikol Aghbalayan," the ARFD Youth Wing and the Youth Union of Armenia. The authors of the letter explain their demand by the evident anti-Armenian and moreover pro-Turkish position of Philipp Kirkorov, which has been displayed in a recent incident with an Armenian journalist. In particular, Kirkorov insulted her in public and spoke slightingly of her origin. The youth and student organizations add that to prevent the concert they reserve the right to take practical steps.

ARMENIAN PRIESTS ASSAULTED IN JERUSALEM'S OLD CITY

YEREVAN, MARCH 28. ARMINFO. An intoxicated Jewish man who assaulted two Armenian priests near the Church of the Holy Sepulcher in Jerusalem's Old City Sunday night was placed under arrest, police said, Jerusalem Post. The two clergymen did not require medical treatment, and the assailant was in police custody. The attack on the priests, which took place during the Jewish festival of Purim when it is customary to get drunk, was the third such incident in the last six months.

TURKEY REFUSES TO PROVIDE ARMAVIA PLANE WITH AIR CORRIDOR

YEREVAN, MARCH 28. ARMINFO. Mar 25 Turkey refused to provide air corridor to an Armavia plane flying from Aleppo to Yerevan.

Armavia PR executive Garik Siroyan says that as a result the plane was forced to fly via Kuwait, Saudi Arabia and Iran.

When flying to Europe Armavia uses alternative directions via Russia and Ukraine which is more expensive than to fly via Turkey.

Turkey said that it had technical reasons for the ban and Monday allowed to use its air space till the end of this year.

This is not the first time though. When being the national air carrier of Armenia the Armenian Airlines company repeatedly faced similar problems.

"THE REVIVED ARMENIA" EXHIBITION IN VORONEZH

YEREVAN, MARCH 28. ARMINFO. The opening ceremony of "The Revived Armenia" exhibition dedicated to the 90th anniversary of Armenian Genocide in 1915-1923 took place at the Voronezh State University, Mar 28.

The Youth committee of Voronezh informed ARMINFO that the exhibition consists of 4 sections - History of Ancient and Medieval Armenia, Armenian Genocide and Russian Society, Armenian-Russian Relations and Armenia Today. The rare books, collections of Diaspora's periodical, a copy of "Noah comes down from Ararat" canvas by Aivazovsky, as well as photos introducing Armenia from stone observatories to the newest symbols are exhibited there. Region's officials, politicians, university's lecturers and students, and members of Armenian community participated at the ceremony. The exhibition is initiated by the Armenian Youth Committee of Voronezh. It will last about a month.
