VARDAN OSKANIAN: NAGORNY KARABAKH HAS NEVER BEEN A PART OF INDEPENDENT AZERBAIJAN
As the minister mentioned, the problem of Nagorny Karabakh is, first of all, the issue of the right of NKR people for self-determination. "It is implementing this right in the territory which has never been a part of independent Azerbaijan", the foreign minister mentioned. Commenting on the issue on NKR's participation in the negotiations, Vardan Oskanian expressed an opinion, though Stepanakert is not directly taking part in the negotiations, nevertheless, it is present at the general process and the NKR authorities are informed about the matter of the meetings and keep contacts with the cochairmen of the OSCE Minsk Group. "So, when the negotiations begin within the framework of the Minsk Group, Nagorny Karabakh will be involved in them. The evidence of falseness of the opinion on the absence of NKR at the negotiations is that during their visits the cochairmen of the OSCE Minsk Group visit Stepanakert and meet with NKR authorities", the minister reminded. He also stressed there is no disagreement between the authorities of Armenia and the Nagorno-Karabakh Republic. EDUCATIONAL CENTER OF TECHNOLOGIES OF AMERICAN COMPANY NATIONAL INSTRUMENTS OPENS AT SEUA IN YEREVAN YEREVAN, MARCH 9, ARMINFO. An Educational Center of an American company National Instruments opened at State Engineering University of Armenia (SEUA) on March 7. National instruments is one of the leading companies in the world in the sphere of development and production of hardware and software for automation of dimensions, diagnostics, management, design. Speaking at the ceremony, Director on National Instruments Development Aram Salatyan said that company produced an intensive program of support to higher education in the world, contributing to creation and modernization of educational courses, laboratories, educational and research complexes. He pointed out lack of laboratory examination works in the world. In this connection, the company organizes tenders to resume these works. In the current year the above university won a tender, which resulted in opening of a laboratory in the country and provision of Lab.View software to the university and necessary equipment for examination works. "Such laboratories exist only in Russia and the opening of a similar one in Armenia testifies to the high potential of Armenian specialists in the sphere," Salatyan said. According to the educational plan, teachers, students and specialists of industrial enterprises will receive education at the Center. The graphics of LabVIEW development will become a subject of study, which allows collection of data, automation of dimensions and management of processes through PC. It is for already two years that teachers of SEUA have studied the software of LavVIEW package. At present, the package will be technically replenished and will become a subject for study of students with a broad spectrum of technical specialties. Besides, a scientific and technical seminar "Virtual devices - revolution concept of automating dimensions and management" was held. At the presentation of the seminar, Director on NI Development Aram Salatyan made a report. Participating in the seminar were representatives of SEUA, Yerevan State University, AUA, European Academy, National Academy of Sciences, the leading National Research Institutions and industrial enterprises of Armenia. It should be noted that every year the best educational establishments of 50 countries in the world participate in a contest for grants of National Instruments. This year, one of the winners was SEUA. National Instruments provides SEUA with necessary funds for implementation of educational process as well as with a full package of software, laboratory stations and others. STEPANAKERT, MARCH 9. Within the frameworks of the agreements with NKR authorities, Coordinator of the International Task Group for search of the missing, hostages and POWs in the zone of Karabakh conflict Albert Voskanyan once more visited the Azerbaijani POWs kept in Stepanakert - Khayal Abdullayev, Khikmet Tagiyev and Ruslan Bakirov. The NKR Defense Ministry informs ARMINFO that the militaries of NKR Armed Forces on duty took relevant measures to prevent the actions of the Azerbaijani IDG. A collection of articles entitled "Nagorno Karabakh Conflict: Searching for Solutions" was presented in Yerevan today. The book has been published by the Spectrum strategic analysis center (Armenia) and Sania humanitarian information and analysis agency under the CE Confidence Building program. Spectrum Director Gayane Novikova says that the goal of the project was to reveal the role of the Karabakh conflict in the public opinion of the Armenians and Azeris, to see if the sides are ready to agree on some solution and to search for ways to normalize Armenian-Azeri relations. Novikova says that the Karabakh conflict is very difficult to resolve. Its unsettled state is having a serious impact on the life of both Armenian and Azeri peoples. No settlement efforts have given any tangible results so far. The key obstacle is different approaches to its resolution by the conflicting parties. It's here that public opinion can and should help. Novikova notes that the public opinion of Karabakh has not been surveyed under the project. The presidential press-service informs ARMINFO that Ingrid Udre presented political and economic processes in Latvia after joining the EU. She said that despite numerous reforms carried out in Latvia before its admission to the EU, there was still much to do for full conformity with European standards. She noted that Latvia was due to pay more attention to the relations with the South Caucasian states entering the way towards integration into Europe, in particular, with Armenia. In his turn, Robert Kocharyan noted that Armenia's intention to integrate into the European family was very serious and the reforms in the country were carried out just to meet European standards. The president said that in that aspect the way passed by Latvia would further remain in the focus of attention of Armenia. President Kocharyan also called the cooperation of the three Baltic states a good example for imitation and its application in the South Caucasus could become a good pledge of stability and peaceful interaction. TURKEY VENTS ITS POLITICAL AMBITIONS AGAINST ARMENIANS AND KURDS ON NAMES OF ANIMALS YEREVAN, MARCH 7. ARMINFO. "Corrections" of the Latin names of wild animals by Turkish authorities are nothing but political games, Armenian Nature Protection Minister Vardan Ayvazyan informs ARMINFO commenting on the instruction of the Turkish Ministry for Environment and Forest Economy Protection on liquidation of adjectives from the names of a number animals bearing any relations to Kurdistan and Armenia. In particular, Turkish Mass Media reports that in conformity with instructions of the Turkish authorities, the red fox more known as "Kurdistani fox" will be called just red fox, moufflon. Besides, "wild Armenian sheep" has been renamed into "wild sheep of Anatolia." The Armenian roe deer will be called just roe deer from now and on. According to Turkish Mass Media, Head of the Department for Protection of Nature and National Parks of Turkey Professor Kemal Yalinkilich stated that the scientific names of these wild animals were changed "within the interests of the country". "At present some strange games are wages with respect to our country. A number of persons use the names of representatives of our fauna in order to emphasize that Kurds and Armenians lived here. Changing the names of these animals, we have put an end to these games," the professor said.
Commenting on this statement, Vardan Ayvazyan pointed out that the
political problems were not solved by combating Latin names.
ARMENIAN CAUCUS OF US CONGRESS URGES US PRESIDENT TO RECOGNIZE
ARMENIAN GENOCIDE
YEREVAN, MARCH The Armenian Assembly of America commended
Congressional Caucus on Armenian Issues Co-Chairs Joe Knollenberg
(R-MI) and Frank Pallone, Jr. (D-NJ) today for launching a
letter-writing campaign to ask President Bush to appropriately
acknowledge the Armenian Genocide in his remembrance remarks next
month.
The latter says:
Dear Mr. President,
We are writing to urge you to join us in reaffirming the United States
record on the Armenian Genocide in your upcoming April 24th commemorative
statement.
This date marks the 90th anniversary of the systematic and deliberate
campaign of genocide perpetrated by the Ottoman Empire in 1915. Over the
following eight years, one and a half million Armenians were murdered, and
more than half a million were forced from their homeland into exile. In
the years since, descendants of Armenian immigrants have clung to their
identity and have prospered across this nation and throughout the world.
The United States is fortunate to be home to an organized and active
Armenian community, whose members contribute and participate in every
aspect of civic life.
By properly recognizing the terrible atrocities committed against the
Armenian people as "genocide" in your statement, you will honor the many
Americans who helped launch the unprecedented U.S. diplomatic, political
and humanitarian campaign to end the carnage and protect the survivors.
The U.S. Ambassador to the Ottoman Empire, Henry Morgenthau, acting on
instructions from Secretaries of State William Jennings Bryan and Robert
Lansing, protested the slaughter of the Armenians to the Ottoman leaders.
Without our intervention, the Ottoman Empire's genocidal plan would have
been even more lethal.
As you have eloquently declared, Americans are blessed with freedom and
security, but that good fortune brings with it an important responsibility.
The United States must never allow crimes against humanity to pass without
remembrance and condemnation. As U.S. efforts to aid victims of genocide
continue, it is imperative that we pay tribute to the memory of others who
have suffered and to never forget the past. By commemorating the Armenian
Genocide, we renew our commitment to prevent future atrocities, and
therefore negate the dictum that history is condemned to repeat itself.
We look forward to your April 24th statement and, as always, stand
ready to work with you on this and the many other matters of
importance to our nation.
TURKEY ON LIST OF HUMANITARIAN CRIMES
YEREVAN, MARCH 7. ARMINFO. The latest genocide and bloody events list
published by the "Conscience Committee" of the Genocide Commemoration
Museum in the US claims that Turkey killed 1.5 million Armenians in
Turkey.
It is said in a news article published in the Washington Post that
the mass genocide of civilians and other humanitarian crimes have
taken place in the century-long bloody wars. The article reports that
the number of lives lost and crimes committed have been recorded,
however, the exact number can never be known.
Humanitarian crimes that took place in various places around the
world have also been recorded in the list where it is claimed that
Turkey had "murdered" 1.5 million Armenians between 1915 and 1918.
