AMD EXCHANGE RATE FLUCTUATIONS CAUSED BY GOVERNMENT'S MANIPULATIONS

YEREVAN, FEBRUARY 25. ARMINFO. The fluctuations of AMD exchange rate are the result of manipulations by the Government rather than the consequence of natural economic tendencies in the world, says opposition MP Tatul Manaseryan.

One should not be a professional economist to see how illogical Central Bank's present policy is. In mid 2004 AMD suddenly began growing against USD to fall no less suddenly before New Year and to soar again thereafter despite all economic laws like by magic. All this can mean one thing only - a small group of generally known people are gaining super profit from floating AMD. CB has all capacities both to keep AMD stable and to warn big businessmen of its possible floating but being led by poorly educated people is very passive in the matter.

Even big businessmen from the ruling coalition are displeased with CB's present policy. This all is exacerbated by negative foreign trade balance and big shadow economy inside the country.

Manaseryan says that he and a group of Armenia, Russian, US and Thai experts are drafting a proposal for coming out of this situation. The whole idea is that AMD should not be linked to another foreign currency or be "floated." It can be linked to an international foreign exchange basket as is the case in small countries like Armenia.

Manaseryan says that the fact that the opposition is not working in the parliament where MPs are just pushing buttons does not mean that it is not considering the country's urgent problems.

HEAD OF FINANCIAL-AUDITING DEPARTMENT OF ARMENIAN MINISTRY FOR FINANCE AND ECONOMY ARRESTED FOR "UNSCRUPULOUS AUDIT" ACTIVITY

YEREVAN, FEBRUARY 25. ARMINFO. Head of the Financial Auditing Department of the Armenian Ministry for Finance and Economy Levon Shahinyan has been arrested for violations connected with private business and not state activity. The press-service of the ministry informs ARMINFO.

According to the source, Levon Shahinyan resigned from his post of the Head of Financial Auditing Department on Feb 16 2005 at his own will and has not been an employee of the ministry any longer. As it was reported earlier Shahinyan was arrested on 22 February. He is charged with Article 179.3 (misappropriation or embezzlement) and Article 325.2 (forgery, misappropriation or use of documents, stamps, seals, blancs, state numberplates) of the CC RA. The charge was made under the criminal case investigated by the Prosecutor General's Office on large-scale misappropriations at the companies "Audit Consultant" and "Audit Consultation Service."

An reliable source informs ARMINFO that Levon Shahinyan was arrested in connection with the activity of his private firm. Shahinyan's close friend Levon Hovhannissyan was Director of his company. According to unofficial data, this auditing company considered financial cases and made "the right" resolutions necessary for adoption of decisions at the Department of the Finance Ministry and at the experts center of the Justice Ministry of Armenia. The law-enforcement bodies took an interest in the activity of that company. Hovhannissyan was arrested and informed the law-enforcement bodies who was the owner of the firm and whose instructions he had carried out. Just due to these instructions Shahinyan was arrested. However, Hoshannissyan who was also threatened with criminal persecution, did not overcome psychological trauma and died of heart attack.

BEFORE LIQUIDATION OF BREAKDOWN AT 9TH POWER UNIT, TELASI TO INCREASE IMPORT OF ELECTRICITY FROM ARMENIA BY 50 MEGAWATT

TBILISI, FEBRUARY 25, ARMINFO-BLACK SEA PRESS. In connection with heavy situation in the electricity sector in Georgia, the whole-sale market of electricity in that country will establish new limits for generation and use of electricity in the country on February 25. In connection with a breakdown at the 9th power unit of Mktvari Energy company, the electricity system in Georgia is deprived of 200 megawatt electricity. Proceeding from this, the whole-sale market of electricity has to limit electricity supply to the whole country. At present the market establishes the volumes of limitations. The 9th power unit's work will be restored on 1 March.

The electricity imported from Russia and Armenia totals 580 megawatt in average. Before the breakdown is liquidated, Telasi will increase electricity import from Armenia by 50 megawatt. The generation and import of electricity in Georgia total 1,280 megawatt, which will not satisfy the demand for 1,480 megawatt. The limitations will be effective as long as the breakdown at 9th unit is not liquidated.

THERE IS NO ETHNIC HOSTILITY BETWEEN ARMENIANS AND AZERIS

YEREVAN, FEBRUARY 25. ARMINFO. One should not confuse relations between Armenians and Azeris with Azerbaijan's official position. There is no ethnic hostility bewteen the two nations, says Rector of Yerevan State Linguistic University Suren Zolyan.

For example Armenians and Azeris quite peacefully coexist in Georgia and there are many reports of Azeris' saving Armenians during the 1988 pogroms in Sumqayit.

Zolyan says that the Sumqayit events were a well organized action against the self-determination right of the Nagorno Karabakh people and its decision to secede from Azerbaijan and to join Armenia.

The hidden motives the Azeri authorities had in Nakhichevan came to surface in Sumqayit. The Nagorno Karabakh people's self-determination is not just a whim but something imperative. The Sumqayit Armenians were the first victims of this struggle for independence. The fate of the USSR was determined in 1988 when Soviet troops' passivity in the conflict marked the end of the Soviet era.

This is a historical lesson that should be well understood, says Zolyan noting that now many in the world speak about security in the region but there will not be one unless they recognize the Sumqayit tragedy and punish all its perpetrators. This is an issue of global importance as this was a crime against humanity. One should not forget that those scanning "Freedom to the Heros of Sumqayit" are now in power in Azerbaijan.

WEB-SITE OF ARMENIAN ECONOMIC COURT TO SECURE INFORMATION ACCESS AND TRANSPARENCY OF JUDICIAL SYSTEM

YEREVAN, FEBRUARY 25. ARMINFO. Presentation ceremony of a web-site of the Armenian Economic Court (www.economic-court.am) took place in Yerevan. The web-site has been created to secure information access and transparency of the judicial system. The information center of the court was established by the PR Association of Armenia on the grants under the program of democraticization and human rights of the European Commission.

According to Justice Minister David Haroutiunyan, the information on the web-site will contibute to increasing the public-awareness of the legal fleid and the acitivty of the Economic Court, which, in its turn, regulates both the judicial corps and the employees of the court.

The web-site provides information on the decisions and verdicts of the court, the order of application to the court and appeal against its decisions, on the list of the facilities announced bankrupt and on the order and term of public auctions. EVERYBODY ADMITS THAT KARABAKH CANNOT BE GIVEN BACK TO AZERBAIJAN: US AMBASSADOR TO ARMENIA

YEREVAN, FEBRUARY 25. ARMINFO. Although the US advocates a state's territorial integrity everybody admits that Karabakh cannot be given back to Azerbaijan, US Ambassador to Armenia John Evans said while speaking in Berkeley University, CA.

If Baku and Yerevan draft a plan of action to settle the Karabakh conflict everybody will assist them in effecting it. If they reach agreement nobody will be able to prevent it. Today there is some ground for optimism - neither party is holding elections, a situation that always contains some risk.

As regards Elizabeth Jones' statement Evans said that her phrase "criminal separatist" did not concern Karabakh. He noted that Jones has already apologized to the Armenian government for her words.

Commenting on the statement of Azeri DM press secretary Ramiz Melikov that there will be no single Armenian in the world in 25 years Evans said that this is an aggressive statement. US officials are often there to prevent such problems. Evans said that one of Washington's key tasks is to ensure stability in the South Caucasus. This region needs no more wars, he said.

LYCOS ARMENIA PERSONNEL TRIPLED IN 2004

YEREVAN, FEBRUARY 25. ARMINFO. In 2004 the Armenian office of Lycos Europe tripled its personnel to 190 employees, says Managing Director of Lycos Armenia Hovhannes Avoyan.

He says that 130 people were employed by the company last year. Now it has 30-50 vacancies of programmers, system and network administrators and operators. The company has no specific employment plans for 2005 yet. "We will employ as many specialists as we can find," Avoyan says noting that 100 students are presently involved in Lycos Armenia's training program at Yerevan State University and Yerevan Engineering University.

Besides software design Lycos Armenia has started monitoring its information centers worldwide round-the-block.
