ANDRANIK MARGARIAN: WE HOPE THAT COURT OF BUDAPEST TO MAKE JUST DECISION REGARDING CASE ON MURDER OF ARMENIAN OFFICER

YEREVAN, FEBRUARY 19. ARMINFO. "We hope that the court of Budapest will pass a just verdict regarding the case on the murder of the Armenian officer Gurgen Margarian", Prime MInister of Armenia Andranik Margarian stated.

To remind, on Feb 19, 2004 senior lieutenant of Armenian armed forces Gurgen Margarian was killed by Azerbaijani officer Ramil Safarov. The trial concerning this case is in process in the Budapest court/

The prime minister of Armenia expressed confidence that the results of the expert examination will show that Ramil Safarov perpetrated wilful homicide, coolly and in mentally sane state. All the attempts of the Azerbaijani side to delay the trial and even to raise Safarov to the second rank of hero in Azerbaijan will doom to failure, he said. "Of course we cannot return the life to Gurgen Margarian, but we must continue making every effort at all the levels to reach rendering fair sentence", Andranik Margarian said.

UNITED STATES FUND PROGRAMS FOR WOMEN IN ARMENIA

YEREVAN, FEBRUARY 19. ARMINFO. Through the support of the United States the Center for women's rights held 16 training courses in Yerevan from Oct 2002 to June 2003 on domestic violence. It is said in the inquiry published by the U.S. Department of the state, which describes the American programs for women in Europe and Eurasia.

According to the resource, 14 training course on trafficking of women was held for 225 specialists from law-enforcement bodies, government, NGOs, teachers, physicians, journalists and psychologists. The Center for women's rights in Yerevan publishes a bulletin concerning women problem and broadcasts TV and radio programmes on prevention of trafficking of persons and domestic violence against women.

SWINDLERS CASH $20,000 WITH FAKED CREDIT CARDS

YEREVAN, FEBRUARY 18. ARMINFO. Yerevan resident Artak Sedrakyan was caught today while cashing money with faked credit card from a Yerevan bancomat.

Sedrakyan's accomplice Gevork Mkrtchyan came to the police himself. By that moment the two had cashed $15,000-20,000 using faked ArCa credit cards. The investigation department of the Service of National Security is inquiring into the case.

The arrested are national pioneers in credit card machinations.

The national payment system ArCa was introduced Mar 2000 and has issued 64,500 credit cards since then.

FOREIGN MINISTERS OF ARMENIA AND RUSSIA SATISFIED WITH RESULTS OF NEGOTIATIONS

YEREVAN, FEBRUARY 17. ARMINFO. All the issues of Armenian-Russian relations were discussed in the course of Russian Foreign Minister Sergey Lavrov's meetings with Armenian leadership. Armenian Foreign Minister Vardan Oskanyan made this statement at a joint press conference with his Russian colleague in Yerevan, Thursday.

The Armenian Foreign Minister divided the circle of discussed issues into 4 parts: bilateral relations, economic, military cooperation, culture. The second circle included in it regional issues, which are of extreme importance taking into account the developments in the neighboring states; and it supposes deepening of Armenian-Russian cooperation. The third circle includes in it global issues, and the minister mentioned the cooperation at international organizations in it. In this connection, the minister mentioned the problem of reforms at the UN and the OSCE. Russia and Armenia are included into these processes and have common interests, which demands specification of positions and development of cooperation. "And, finally the issue of Nagorny Karabakh. I mainly informed the minister of the process's development, our positions. I discussed the possible scenarios and how to do to achieve positive progress in the negotiations, especially, taking into account the regular meeting of Armenian and Azerbaijani foreign ministers on 2 March. We are satisfied with the results of the visit and sure that it will become an additional impetus for further development of relations," Oskanyan said.

In his turn, Russian foreign minister said that the year was expected to be rich for partner and ally relations of Armenia and Russia. In his words, agreements adopted by the Intergovernmental Commission for Economic Cooperation in December 2004 are to be discussed, that is, expansion of trade, economic cooperation, including investment projects. "There are agreements on military and technical cooperation and we have agreed to intensify the consideration of all the issues agreed on by the parties in order that our presidents are able to see their fulfillment during the events dedicated to opening of Russian Year in Armenia. Besides, the two presidents are expected to meet in Moscow in the course of festivities on the occasion of the 60th Anniversary of the Victory over Fascism, contacts of foreign ministers and other officials are planned," the minister said.

As to regional problems, the Russian party is interested in settlement of conflicts within the nearest future and in establishment of economic, energy, transport cooperation between all the states of the region, the Russian minister said. He added that specific issues were discussed. He said that in the issue of reforms at the UN and OSCE, approaches of the two states practically coincided, like their close positions in the reforms of CIS. "Of course, enough attention was paid to settlement of Karabakh conflict. We count upon the so-called Prague process of regular meetings of Armenian and Azerbaijani Foreign Ministers will allow achieving progress, OSCE MG co-chairs are ready to contribute to this. And we shall do everything for the process develops successfully and prepares ground for regular talk between Armenian and Azerbaijani presidents," the minister said. The agenda is not in the stage of stagnation. There are no problems in the Armenian-Russian relations, but they develop constantly demanding constant attention. We agreed that the two foreign ministries will control over the fulfillment process of the fundamental agreements of the presidents, the Russian minister said.

CARRIAGES ON BORDER WITH AZERBAIJAN STILL BLOCKED

TBILISI, FEBRUARY 18. ARMINFO-BLACK SEA PRESS. The Union of Producers, Importers and Consumers of Oil Products of Georgia intends to make an appeal to the State Chancellery addressed to President Mikheil Saakashvili asking for a solution to the problem with blockade of carriages on the Georgian-Azerbaijani boundary, Vano Mtvralashivili says at a press conference.

He says that the problem originated in early November 2004 may be solved only with support of the country's president. He says that 316 carriages are blocked on the boundary at the station Meyuk-Kyasik alone.

Mtvrashlashvili says that many companies applied to the Union for assitance, including three Georgian companies, which yet in Oct-Nov purchased in the Azerbaijani town of Sumgait products of the plants "Azerkhim," "Gun OIl" LTD, "Nero" LTD, Favorite LTD. He says that these companies have letters proving that their cargoes were not for Armenia as well as relevant references of the Georgian Customs Office, however the carriages are delayed on the border for unknown reasons.

In his turn, Commercial Director of "Sakartvelos Rkinigza" Ramaz Giorgadze says that the problem is being solved due to negotiations of Georgian and Azerbaijani parties, and of 700 carriages not only 316 remain on the border. He says that the company did not suffer any direct damage from the delay of the carriages. It has not received the incomes from reception and departure of the carriages, but as soon as the problem is solved, the Georgian party will receive the expected sums.

It should be noted that in early Nov 2004 the Azerbaijani party started detaining the carriages from Azerbaijan to Georgia in order that they do not occur in Armenia.

FUSS AROUND OPTIMIZATION OF MEDICAL CENTERS BECOMES HOT IN ARMENIA AGAIN

YEREVAN, FEBRUARY 18. ARMINFO. Rumors on possible closure of the Hospital No.1 in Yerevan belonging to the State Medical University of Armenia and dismissal of its medical personnel are exaggerated, Armenian Public Health Minister Norayr Davtyan informs ARMINFO.

He says that the medical personnel are informed of the unification of a number of medical establishments of the country. Thus, Yerevan Hospital No.1 Children Hospital No.1, Eye Clinics and Medical Center Hayk are included in a general structure of the Medical University. The minister says that under the WB credit program, the University Clinic was to be included in the project of reforms in the sphere of public health. However, the program is not implemented as the leadership of the University Clinic refuses from signing an agreement because of possible closure of the given medical establishment. Ministers of public health and of education and science are to sign the document.

In his turn, Director of State Agency on Implementation of WB Programs in the sphere of public health Sergey Khachatryan assures ARMINFO's correspondent that none of the clinic's physicians will be dismissed. He says that the program just provides for move of the personnel and the equipment of the Clinic No.1 to the building of Children Clinic No.1. Moreover, some $3 mln were to be used for the clinic within 2 years. The funds are to be used to purchase up-to-date medical equipment ($1.5 mln) and to repair the buildings of the clinics. The WB program does not provide for the expenses for reconstruction of the building of the Hospital No.1 built in 1895, Khachatryan says.

It should be noted that last year WB allocated $19 mln for implementation of a program of reforms in the sphere of public health and another $1.250 mln as a grant for consulting services. Under the program, the state medical establishments in Yerevan are united into 9 medical establishments of multi- profile nature.

ARMENIAN MINISTER FOR SCIENCE AND EDUCATION DECIDES THAT 3.5 SCIENTISTS ARE TO WORK AT THE NATIONAL ZOOLOGICAL INSTITUTE OF ARMENIA

YEREVAN, FEBRUARY 18. ARMINFO. "Armenian Minister for Science and Education Sergo Yeritsyan has made a decision that 3.5 scientists are to work at the National Zoological Institute of Armenia," says Head of the Museum of Zoological Institute of the Armenian National Academy of Sciences, ornithologist, Doctor of Biological Sciences Martin Adamyan talking to ARMINFO.

He says that recently by a single flourish, the minister reduced the personnel of scientists of the institute 50%, and established monthly salary of the remaining 3.5 employees at 20,000 drams ($38). Last year the personnel numbered 7 people. "It was like a famous Soviet cartoon "In the world of unlearned lessons" wherein lazybones Victor Perestukin solved a mathematical task and received in the answer 1.5 diggers, > Adamyan reminds. In the meantime, he says that to keep the museum, which is the only one in Armenia, the ministry has allocated no single dram and approved financing of only one topic on protection of waders at fishing economies. Only 70,000 drams ($150) are allocated for realization of the scientific topic for the whole 2005, which is enough for only one four-day expedition. Adamyan says that he has applied to the minister with a complaint on the given issue, however, almost one month has passed but there has been no answer so far. "The ministry speaks of reforms in the sphere of education, hereby reducing any teachers at general education schools. This time, the minister decided that the country does not need science either," Adamyan says with regret adding that other scientific and research establishments in the country have shared the fate of the Zoological Institute.

US CONGRESSMEN CONGRATULATE NAGORNO KARABAKH ON THE SEVENTEENTH ANNIVERSARY OF THE NAGORNO KARABAKH FREEDOM MOVEMENT.

The Chief Information Department, NKR President, informs ARMINFO that the message in particular says: Dear President Ghoukasian and the people of Nagorno Karabakh: We congratulate the people of Nagorno Karabakh on the seventeenth anniversary of the Nagorno Karabakh Freedom Movement. As we all know, the Karabakh Movement was the first sustained campaign for freedom in the former Soviet Union. On February 20, 1988 the people of Nagorno Karabakh officially petitioned the Soviet government to correct the historical injustices of Soviet dictator Joseph Stalin by reuniting the area with Armenia.

This peaceful and legal request was met with violent reactions from the central Soviet and Azerbaijani leadership, which escalated into full military aggression against Nagorno Karabakh. The people of Nagorno Karabakh bravely defended their right to live in freedom on their ancestral land. Today, Nagorno Karabakh continues to strengthen its statehood with a democratically elected government, capable armed forces and an independent foreign policy.

DEAL ON PURCHASE OF BYELORUSSIAN BUSES MAY BE CANCELED

YEREVAN, FEBRUARY 18. ARMINFO. Armenian-Byelorussian intergovernmental commission has formed only favorable mechanisms for imports of Byelorussian buses to Armenia, and the fulfillment of the deal - is the matter of business, Head of Department of Foreign Economic Policy of the Ministry of Trade and Economic Development of the Republic of Armenia Garegin Melkonian told journalists.

"The purchase of the buses by the municipality is a business-deal, and is not within the competence of the Armenian-Byelorussian intergovernmental commission", Melkonian said. To remind, on the results of the sitting of the Armenian-Byelorussian intergovernmental commission last autumn the participants reached an agreement on purchase of 100 buses by the municipality of Armenia, and the Interstatebank was ready to allocate a $6-7 mln credit to the municipality for this bargain. Today this deal was proved to be doubtful.

According to an anonymous resource, the municipality of Yerevan is not able to solve the problem on purchase of Byelorussian buses, as in the sphere of Yerevan's public transport the large financial interests of Armenian political-economic clans collide.

THREE AZERI SOLDIERS ARE TAKEN PRISONER

YEREVAN, FEBRUARY 17. ARMINFO. February 15, at about 17:20, soldiers of the 5th defence territory of Nagorny Karabakh found out and took prisoner three Azeri soldiers, which had crossed the border, informed sources told ARMINFO.

According to the information, at present prisoners are examined by Karabakh special services, which try to clear up how the prisoners get to NKR territory and whether it was by chance or on the instructions of Azerbaijan. After the circumstances are cleared up, Azeri prisoners will, probably, be exchanged.
