ARMENIAN PRESIDENT SENDS HIS CONDOLENCES TO LEBANESE PRESIDENT IN CONNECTION WITGH MURDER OF EX PRIME MINISTER OF THAT COUNTRY YEREVAN, FEBRUARY 15. ARMINFO. President of Armenia Robert Kocharyan expressed his deep condolences to his Lebanese counterpart Emil Lahoud in connection with the murder of ex-prime minister of Lebanon, Rafik Hariri. The press service of Armenian President informs ARMINFO that the president's message, in particular, says that Rafik Hariri was a leading political figure who made a considerable contribution to strengthening of Lebanon's statehood and Armenian-Lebanese relations. The terrorist act Rafik Hariri fell victim to has become a brutal challenge not only to Lebanon, but also to all the peoples of the region. President of Armenia expressed condolence to the widow of the ex-prime minister Nazik Hariri saying that "Rafik Hariri not only made an invaluable contribution to strengthening of peace and stability in Lebanon and in the whole region, but also exerted considerable efforts to strengthen the relations between Armenia and Lebanon. I remember my meetings with Rafik Hariri with a special warmth. On behalf of the Armenian people and on my behalf I express deep condolence to you and to the relatives of Rafik Hariri." SOME TWENTY COUNTRIES TO PARTICIPATE IN GENOCIDE TRIBUTE EVENT YEREVAN, FEBRUARY 15. ARMINFO. The Armenian Assembly, along with the Armenian General Benevolent Union and the Western Diocese of the Armenian Church, announced today that diplomats from some 20 countries, as well as special guests George Deukmejian ( Governor Deukmejian to Serve as Honorary Chairman), former Governor of California and Gagik Kirakosian, Consul General of the Republic of Armenia, will participate in next week's Armenian Genocide Tribute in Los Angeles, CA. As AA told ARMINFO, the "International Relief, Refuge, and Recognition Tribute," to be held on February 24 at the Millennium Biltmore Hotel, will recognize those nations who supported the survivors of the Armenian Genocide or subsequently have officially affirmed the Genocide. Special guests include former Los Angeles County District Attorney Robert Philibosian as master of ceremonies, Los Angeles Mayor James Hahn and Chief Deputy Director for Governor Arnold Schwarzenegger Lisa Kalustian. Armenian Assembly Board of Directors Chairman Anthony Barsamian and Western Office Chairman Richard Mushegain, as well AGBU and Church leaders, will also be on hand. "With the landmark 90th Anniversary of the Armenian Genocide this year, this International Tribute will help set the stage for formal commemorations in April," said Vahe Imasdounian, AGBU Southern California District Committee Chairman. "Our community is delighted by the fantastic response to this unprecedented event. We also hope that this event will serve to call international attention to the atrocities that befell the Armenian nation." To date, the following nations have confirmed attendance: Belgium, Cyprus, Ethiopia, Germany, Greece, Jordan, Romania, Russia, Slovakia, Syria and Uruguay. The event will also feature diplomatic corps members from Belize, Chile, Croatia, Estonia, Jamaica, Liberia, Poland and Portugal. A GROUP OF ARMENIAN CITIZENS DEMANDS PUBLIC APOLOGY FROM LABOR AND SOCIAL SECURITY MINISTER YEREVAN, FEBRUARY 15. ARMINFO. 30-50 Armenian citizens gathered today in front of the ARFD building demanding public apology from Armenia's Labor and Social Security Minister Agvan Vardanyan. They were indignant at Vardanyan's calling people who refuse to get social cards "a group of sick people." "We are not sick we are citizens of Armenia like anybody else including Vardanyan himself and we want him to publicly apologize for his words otherwise we will continue our action and will appeal to the president." It should be noted that the action was of religious nature: the ralliers carried icons, crosses and posters with crossed out 666 and words "With Us is God and Holy Echmiadzin" and constantly sang religious songs and prayed. ARFD member, editor of the Yerkir newspaper Spartak Seyranyan says that the demands of the ralliers will be considered by the party.- HAYRENIK TV OWNER WILL NOT LET PUSH HIMSELF AROUND YEREVAN, FEBRUARY 15. ARMINFO. "I will not fall victim to bribery and will not let the chairman of the National TV & Radio Commission Grigor Amalyan push me around," says the president of the Grand Holding Grant Vardanyan sponsoring the only non-commercial children's TV channel in Armenia Hayrenik TV. Vardanyan says that he may even close his channel but he is not going to yield to Amalyan's demand for stopping relaying Mezzo. He says that the French channel is aware of and is not against the relay. Vardanyan says that Grand Holding spends on Hayrenik TV $250,000 a year. He notes that Amalyan fully controls the sale of licensed movies in Armenia and avails of his office to lobby his own economic interests and to force TV companies to stop relaying foreign programs. "He better control the enforcement of the law on publicity which is widely broken by local TV companies," says Vardanyan. To remind, the commission has fined Hayrenik TV for 200 minimum wages for unlicensed relay of Mezzo in Armenia. Amalyan said Monday that he is going to get the fine paid through court. ARMINFO. Operative Investigation Department of Armenian Taxation Service has recently detained a large lot of false excises for cognac and vodka. The press service of the Armenian Taxation Service informs ARMINFO that on 8 February in one of the streets in Yerevan a certain Gagik Hovsepyan was detained with 9,000 false excises. Investigation measures exposed another 3,545 excises, which, in the detainee's words, he had received from a certain Artavazd Ktrakyan. The latter had 21.79 thous. of false excises, which he had received in exchange for a debt in Tbilisi. The sale of the confiscated 42,335 false excises would lead to 9.6 mln drams taxation loss. A criminal case was initiated on Article 208.2 of Criminal Code providing for a fine at 500-1000 minimal wages or 2-5 years of imprisonment. The investigation department for especially important affairs of Prosecutor General's Office investigates the case. To note, in 2004 12 criminal cases were initiated on similar crimes. NKR OFFICIAL DELEGATION TAKES PART IN CEREMONY OF INAUGURATION OF PRESIDENT OF ABKHAZIA YEREVAN, FEBRUARY 14. ARMINFO. Official delegation of Nagorno-Karabakh Republic took part in the ceremony of inauguration of President of Abkhazia Sergey Bagapsh, Saturday. ARMINFO was informed in the representative office of NKR in Yerevan, Speaker of NKR National Assembly Oleg Yesayan headed the delegation. NKR Foreign Minister Arman Melikian was in the delegation staff, as well. IF PRESENT RELATIONS BETWEEN TURKEY AND ARMENIA REMAIN UNCHANGED POLITICAL PROJECT OF CONSTRUCTION OF KARS-AKHALKALAKI-TBILISI RAILWAY WILL BE IMPLEMENTED YEREVAN, FEBRUARY 14. ARMINFO. Project of construction of Kars-Akhalkalaki- Tbilisi railway has no economic basis as there is already an analogous railway Kars-Gyumri-Tbilisi. Turkish co-chairman of the Armenian-Turkish Business- Council, Kaan Soyak, made this statement talking to ARMINFO in Yerevan, Monday. He said that if the relations between Turkey and Armenia remained unchanged and the parties did not make any specific step to normalize them, the given project would be implemented. To prove his words, Soyak brought the example of the constructed Baku-Tbilsi-Ceyhan, which has not economic basis either. The constriction of BTC could be cheaper 20-30%, but a political decision was made and the pipeline passed by Armenia, the Turkish businessman thinks. It should be noted that the agreement between Turkey, Georgia and Azerbaijan on construction of Kars-Akhalkalaki-Tbilisi railway was signed in Tbilisi in December 2004. The parties will make a final decision on implementation of the project in April 2005. At present, the feasibility-study of the project has not been prepared yet. According to preliminary calculations, the project may cost from 400 mln to 1.2 bln EUR. The railway Kars-Gyumri-tbilisi has been idling since 1993. Turkey connects its reactivation with resolution of Karabakh conflict and refusal of official Yerevan from policy of international recognition of Armenian Genocide in Ottoman Turkey at the beginning of the 20th century. TURKEY MUST NOT LOBBY INTERESTS OF AZERBAIJAN AS A PRECONDITION FOR ESTABLISHMENT OF ARMENIAN-TURKISH RELATIONS: KAAN SOYAK YEREVAN, FEBRUARY 14. ARMINFO. Turkey must not lobby the interests of Azerbaijan and raise the issue of liberation of the territories under control of the Armenian party as a precondition for establishment of Armenian-Turkish relations, Turkish Co-Chairman of the Armenian-Turkish Business-Council Kaan Soyak says at a press conference in Yerevan, Monday. He says that Azerbaijan has launched an intensive counter-propagandistic activity of his organization. Thus, Azerbaijani Ambassador to Turkey constantly critics the activity of the Armenian-Turkish Business-Council. He also says that his organization is for activation of the Armenian-Turkish relations and opening of the boundary. To solve this problem as soon as possible, the Turkish businessman says. A1+ TV COMPANY AGAIN DENIED AIR, THIS TIME ON RADIO YEREVAN, FEBRUARY 14. ARMINFO. A1+ TV company has again remained without air, this time - without on radio. The decision to refuse broadcasting to the company was made today by the National Commission on TV and Radio (NCTR) of Armenia after summing up the results of a regular competition. It should be noted that the public organization "Center of Cooperation in the Name of Democracy" submitted its package offer to organize broadcasting on 101.1 and 100.6 MHz radio frequencies. The Center informed that it was going to broadcast the A1+'s information programs. However, the NCTR gave these frequencies to "Autoradio" OJSC and "Radio Aurora" OJSC respectively. According to the NCTR chairman Grigor Amalyan, the technical and program capabilities of the Center were worse than those of its rivals. He categorically refuted the accusation that this time too the NCTR's decision was predetermined and was a "political order". To remind, the opposition TV company A1+ was deprived of TV air as a result of the NCTR competition on April 2, 2002. The decision aroused a great political resonance both inside the country and abroad. The company has taken part in 8 license competitions ever since but has constantly received low marks. The decisions of Armenia's NCTR periodically were appealed at the all juridical instances of Armenia, however, it gives no results. The company also presented the suit to the European court on human rights in Strasburg, which will make a decision in late February - early March. NATIONAL TV AND RADIO COMMISSION TO FINE HAYRENIK TV THROUGH LAWSUIT YEREVAN, FEBRUARY 14. ARMINFO. The National TV and Radio Commission is going to sue a fine out of the Hayrenik TV company, says the chairman of the commission Grigor Amalyan. The suit will be lodged Tuesday as the deadline for the fine payment expired a long time ago. The commission will recall its suit only if Hayrenik gets the French Mezzo's official permission for relaying its programs in Armenia. The permission costs $1,000-1,500. Amalyan says that Hayrenik has been relaying Mezzo since Dec 2003 with no relevant contract and no preliminary notification of the commission. Besides Hayrenik has illegally shown a number of movies particularly Dec 31 2004 the company showed a movie whose demonstration rights had been bought by other TV companies. The commission's sanctions are aimed to prevent illegal broadcasting and to create equal conditions for all TV channels. Concerning tobacco and alcohol commercials Amalyan says that although the law on publicity bans tobacco and alcohol commercials it contains some articles allowing their indirect advertising. This prevents the commission from applying appropriate administrative sanctions. ARMINFO. Prices for air tickets in Yerevan are lower or equal to the cost of those in Tbilisi, Press Secretary of Chief Department of Civil Aviation of Armenia Serge Manukyan informs ARMINFO. For example he notes that the air ticker for Yerevan-Frankfurt-Yerevan flight of the national air carrier of Armenia, Armavia airline, costs $430-460 meanwhile Tbilisi-Frankfurt-Tbilisi flight costs $600, Yerevan-Paris-Yerevan - $460, Tbilisi-Paris-Tbilisi - $690, Yerevan-Athens-Yerevan - $250-300, Tbilisi-Athens- Tbilisi - $440, Yerevan-Istanbul-Yerevan costs $230-270 meanwhile Tbilisi- Istanbul-Tbilisi costs $369, Yerevan-Moscow-Yerevan - $270, Tbilisi-Moscow- Tbilisi - $272, Yerevan-St.Petersburg-Yerevan and Tbilisi-St.Petersburg-Tbilisi cost $360, Yerevan-Kiev-yerevan and Tbilisi-Kiev-Tbilisi $300. Manukyan does not rule out a possibility of sale of air tickets by the company Georgian Airlines, which could become a reasons of inadequate comments in Armenia related to the inexpensiveness of air tickets in Tbilisi. he said. As regards several night flights from "Zvartnots" airport, Manukyan explains that it is accounted for by their harmonization to the timetables of various airports for more convenient connections of flights to reduce the period of waiting between the flights. Manukyan says. He adds that it is more profitable for airlines to use airports at daytime as service of planes and takeoff is cheaper than at night, but it is not within the interests of passengers. Manukyan notes that the CDCA has not received any complaints from passengers against night flights, only official delegations of Armenia leaving abroad complain of them. Airlines cannot change their timetables, which are a complicated component of business of every airline, which is, in its turn, connected and agreed with a number of similar systems outside Armenia up to the insignificant details, he says. It should be noted that recently, speaking at a press conference, Armenian Parliamentary Speaker Arthur Baghdasaryan has said that practically all the flights from Armenia and back to Armenia are at night, which is extremely inconvenient for passengers, and that the prices of air tickets in Armenia are AZERBAIJAN INDIGNANT AT VLADIMIR ZHIRINOVSKY'S PROPOSAL FOR INTEGRATING NAGORNO KARABAKH REPUBLIC IN CIS YEREVAN, FEBRUARY 12. ARMINFO. Azerbaijan is indignant at the proposal bo Vice Speaker of Russia's State Duma Vladimir Zhirinovsky for integrating Nagorno Karabakh Republic into the CIS. To remind, in his recent statement Zhirinovsky also called Nagorny Karabakh a historical Armenian land. But this is not his only such statement. A few days ago Zhirinovsky made a statement about Kazakhstan in which Almaty has seen calls for ethnic strife and disrespect for national dignity. As a result the Kazakh FM has proclaimed Zhirinovsky persona non grata. Azeri MP Mais Safarli says that Azerbaijan should follow Kazakhstan's example. Moreover if attempting to enter Azerbaijan Zhirinovsky must be arrested. The Azeri FM is more amicable. FM representative Tair Tagizade agrees that Zhirinovsky's statement on Kazakhstan was insulting but there was no insult of the Azeri people in his statement on nagorny Karabakh. He just showed that he does not know the history, roots and development of the Azeri-Armenian conflict and is completely incompetent in the politics. "We can just regret at his statements," says Tagizade. But these statements should not, cannot and will not affect Russia's position of recognition of Azerbaijan's territorial integrity and that country's efforts in the framework of OSCE Minsk Group. ARMINFO. Armenian Parliament's interim commission on Euro-integration issues discussed today the first chapter of the draft of constitutional amendments proposed by the ruled coalition. The head on state-legal issues Rafik Petrosyan, presenting the document noted that 25 new articles were added to the acting constitution. He also noted that it is supposed to do amendments in 97 articles of the acting constitution. As to the first package of coalition's amendments, R. Petrosyan said that the CE's Venetian commission has not presented any remarks yet. He noted that several articles will be added there, in particular, the 4th article, according to which "Human rights are proclaimed the highest and essential value of Armenian citizens". Article 7.1. fixes the historical role of the Armenian Apostolic Church, at the same time, according to the article, various religious organizations can act in Armenia in accordance with country's laws. Petrosyan also presented the other constitutional amendments. He stressed that the draft practically lift a ban on dual citizenship and fixes that issues on dual citizenship are regulated by the special law. To note, it is planned to held a referendum on constitutional amendments in Armenia at the beginning of summer, 2005. UNKNOWN VANDALS THROW DOWN MONUMENT OF JEWISH HOLOCAUST IN YEREVAN YEREVAN, FEBRUARY 11. ARMINFO. The monument for Jewish Holocaust placed in the center of Yerevan has been found overthrown today in the morning surrounded with many trails. The monument is not damaged and there are no Nazi symbols on it. The virginal snow on it allows a supposition that the stone was overthrown last night or evening. The watchman of the park the monument is located in says he has not seen anything and even has not noticed that the monument is overthrown. The Police currently investigate the fact. To note, recently, anti-Semitist displays in Armenia have become frequent enough. The Monument of Holocaust had already been subjected to acts of vandalism. One of the propagandists of anti-Semitism, Leader of the Armenian- Aryan Order Armen Avetisyan is arrested charged with Articles 226.1 and 266.2 of the RA CC (propagation of national, racial and religious hatred.) INFORMATION SPREAD BY AZERBAIJANI MASS MEDIA ON VIOLATION OF CEASE-FIRE REGIME BY ARMENIA DOES NOT CORRESPOND TO REALITY YEREVAN, FEBRUARY 11. ARMINFO. Information by the Azerbaijani party on alleged fires by NKR and Armenian armed forces at the Azerbaijani positions is spread to present Karabakh as a violator of cease-fire regime. Such were the comments of the press service of the NKR Defense Ministry to ARMINFO on a regular publication by Day.az on alleged violation of cease-fire regime by Armenia. The Karabakh party adheres to the cease-fire agreements and is interested in stability and durable peace in the conflict zone, the press service reports. To note the above publication by Day.az was as follows: "Armenians fired at the Azerbaijani positions in directions of the village of Shikhlar, Aghdam region. As a result, a private Bekirov Shamil Mashallah oghlu was wounded." Head of the press service of Azerbaijani Defense Ministry Ramiz Melikov says that soldier is in hospital and his life is endangered. MONUMENT TO VICTIMS OF HOLOCAUST IN YEREVAN HAS OVERTURNED FOR TECHNICAL REASONS YEREVAN, FEBRUARY 11. ARMINFO. The monument to the victims of th Holocaust of Jews in Yerevan has overturned for technical reasons without any interference. ARMINFO was informed in the press office of the Police of Armenia, Friday Head of the Jewish community of the Republic of Armenia Grigory Burstein appealed to central department of the police and informed that the monument to the victims of the Holocaust is overturned.
