ARMENIA'S FM CALLS OFF HIS VISIT TO TBILISI BECAUSE OF GEORGIA'S PM'S DEATH
Armenia's Foreign Ministry reports that Oskanyan heard the news on his way to Tbilisi and decided to come back to Yerevan. The decision to send an Armenian governmental delegation to Zhvania's funeral will be passed later. To remind, Zhvania died of gas positioning in the house of his friend in Tbilisi last night. TBILISI, FEBRUARY 3. ARMINFO. Georgia's Prime Minister Zurab Zhvania died of gas poisoning in the house of his friend in Tbilisi last night. Referring to Georgia's Interior Minister Vano Merabishvili ITAR-TASS reports that Thursday evening Zhvania was visiting his friend vice governor of Kvemo Kartli Raul Yusupov who also died. Zhvania's bodyguards began worrying after failing to reach him on the phone for a long time. 4:30 am they broke the door and found Zhvania and Yusupov dead. "It was an accident coming from gas release from an Iranian gas heater," says Merabishvili. GEORGIA'S PM GETS POISONED BY GAS WHILE PLAYING BACKGAMMON TBILISI, FEBRUARY 3. ARMINFO. Georgia's Prime Minister Zurab Zhvania got poisoned by gas while playing backgammon in his friend Raul Yusupov's house. Georgia's Interior Minister Vano Merabishvili says that it was an accident caused by gas escape from an Iranian gas heater. Zhvania's bodyguards found him in the drawing room while Yusupov was in the kitchen. "They must have been playing backgammon," says Merabishvili. The bodyguards immediately reported of the accident to their chief, vice PM Georgy Baramidze, President Mikhail Saakashvili and the prosecutor general. Investigation is underway. ITAR-TASS reports that gas heater failure is a usual thing for Tbilisi - dozens of people died of them there in the last months. Interfax reports that Pres.Saakashvili has called an extraordinary government meeting. President of Abkhazia Sergey Bagapsh says that Zhvania's death will not aggravate the situation in the Georgian-Abkhazian conflict zone. "This is Georgia's internal affair and it is the task of their police to investigate into the accident," he says to Interfax. NOTE: Zurab Zhvania was 42. He was biologist. In 1989 he led a party of greens and co-chaired the party of greens of Europe. In 1993 he led the Union of Georgian Citizens party supporting President Eduard Shevardnadze. In 1992-1995 and 1995-1999 he got into the parliament and was elected speaker. In 1999 he was reelected speaker but left the post in 2001. Before the Rose Revolution Zhvania was believed to be the key official successor of Shevardnadze as president of Georgia. He was known for his pro-western views and for regarding Georgian-Russian relations as "close to cold war." In 2002 he led the United Democrats party. In Nov 2003 he was appointed Georgia's Prime Minister. 4.2 POINT QUAKE REGISTERED IN TURKEY LAST NIGHT YEREVAN, FEBRUARY 3. ARMINFO. A 4.2 point earthquake was registered in Turkey last night. The National Seismic Protection Service of Armenia reports that the quake took place 18 km east of Akkyari. In the epicenter the shock was 5-6 point strong on 12 point MSK-64 scale. No casualties reported. To remind, 3 quakes in a row shook Akkyari Jan 25 claiming human lives and causing heavy destructions. "OCCUPIED AZERI TERRITORIES" MAY BE RETURNED ALREADY THIS YEAR: AZERI FM YEREVAN, FEBRUARY 3. ARMINFO. Azeri FM Elmar Mamedyarov says that the "occupied Azeri territories" may be returned already this year, reports the Trend news agency. This requires political and good will only, says Mamedyarov noting that any solution to the Karabakh conflict will comply with Azerbaijan's national legislation as "nagorny Karabakh is part of Azerbaijan's territory." Mamedyarov says that Azerbaijan will continue its efforts to settle the conflict peacefully. The issue of recognizing or not recognizing the Kars Treaty is not on Armenia's foreign political agenda, says ARFD MP Levon Mkrtchyan commenting on the Turkish media reports saying that Armenia's FM has acknowledged this treaty. "I don't think that Vardan Oskanyan has ever spoken about Armenia's acknowledging the Kars Treaty. This must be some misinformation," says Mkrtchyan. He notes that the treaty was signed with gross violations of the international law as it was imposed by the Turkish-Russian Moscow Treaty stipulating that all the South Caucasian republics should later sign similar treaties with Turkey. "In fact the Kars Treaty was imposed on Armenia and nobody asked its opinion," says Mkrtchyan. To remind, under the Kars Treaty 1921 the Soviet Russia gave Turkey part of historical Armenian provinces with the towns of Kars, Ardagan, Igdir and Bitlis. YEREVAN, FEBRUARY 3. ARMINFO. As Washington profile informs, the International Foundation on Election Systems (IFES) has provided numerous questionings in various former Soviet republics within a few last years. Answering the question if they believe that country's legal system protect them against illegal actions of governmental and private persons, 67% of Armenian people, 61% - of Azerbaijani, 84% - of Kirghizia, 62% - of Ukraine responded negatively. 23% of Armenian, 33% of Azeris, 49% of Kirghizes, 17% of Russians and 30% of Uzbeks faced with bribery. About 65% of Estonian citizens trust in country's legal system. According to the source, a considerable part of legal reforms, carried out in the former USSR, was financed by international and foreign organizations. They allotted tens of millions of dollars as grants and credits to the post-soviet countries. The World Bank, an anti-corruption organization Transparency International, the Association of American Lawyers, the USAID and the IFES implemented the most large-scale programs. According to published data, the insufficient legislative and legal base, peoples' distrust towards both the judicial authority and the state, corruptibility and dependency of judges, poverty of people and high state tariffs on juridical services, inadequate professional training of judges and their low wages are the main problems of the legal sector which the post-soviet republics face with. The biggest loans on legal reforms were allotted to Russia - 58 mln USD. Armenia was allotted 11.4 mln USD, Georgia - 13.4 mln USD, Kazakhstan - 16.5 mln USD, Kirghizia - 350.000 USD, and Latvia - 280.000 USD. ARMENIA RENDERS HUMANITARIAN ASSISTANCE TO SRI-LANKA YEREVAN, FEBRUARY 3. ARMINFO. Armenia's humanitarian assistance to Sri-Lanka suffered from tsunami has already been supplied, Adviser of the Head of the Armenian Governmental Emergency Situations Department Nikolay Grigoryan informs ARMINFO.
