Chairman of Armenia's Central Electoral Commission Garegin Azaryan and EU Special Representative on South Caucasus Heikki Talvitie. Azaryan told Talvitie that CEC has drafted a 149-page package of proposals on reforming Armenia's Electoral Code and is ready to present it to the Parliament. He said that CEC is negotiating with OSCE for computerizing all Armenia's electoral districts in one year. It is also necessary to retrain local and regional EC members. EC should be appointed by the Government rather than political parties but they should also include representatives of all parliamentary or presidential candidates so as there is no claims of pressuring the proxies of some candidate during elections. It's the Government who organizes elections and CEC who answers for them and not political parties, proxies or other people. As for the voters' registration process so much criticized during and after the last parliamentary and presidential elections Azaryan said that July 2 2004 voters' lists were put on Internet for any political party to see, discuss and correct them together with local authorities. Azaryan told Talvitie that CEC in Armenia has no right to take part in parliamentary discussions of electoral amendments. To remind, during his visit to Armenia Talvitie has already met with President Robert Kocharyan and Defence Minister Serzh Sargsyan. He is also going to meet with the chairman of the political council of the Republic opposition party Albert Bazeyan. According to the resource, in particular, PACE has refused to add the phrase "with authorities of Nagorny Karabakh" the part of the document which says about the necessity to establish contacts with political representatives of both communities of Nagorny Karabakh concerning the future status of the region. The Assembly calls on the OSCE Minsk Group Co-Chairs to take immediate steps to conduct speedy negotiations for the conclusion of a political agreement on the cessation of the armed conflict, the implementation of which will eliminate major consequences of the conflict for all parties and permit the convening of the Minsk Conference. The Assembly calls on the government of Azerbaijan to establish contacts with the political representatives of both communities from the Nagorno-Karabakh region regarding the future status of the region. The Assembly condemns any expression of hatred portrayed in the media of Armenia and Azerbaijan. The Assembly calls on Armenia and Azerbaijan to foster reconciliation, confidence-building and mutual understanding among their peoples through schools, universities and the media. The Assembly resolves to continue monitoring on a regular basis the peaceful resolution of this conflict and decides to revert to considering this issue at its first part-session in 2006. The Parliamentary Assembly of the Council of Europe refers to its Resolution :.
