Arminfo news agency inform ARMENIA'S PRESIDENT RATIFIES LAW ON LIMITATION OF SALE AND CONSUMPTION OF TOBACCO PRODUCTS YEREVAN, JANUARY 20. ARMINFO. Armenia's President Robert Kocharyan ratified today the law on limitation of the sale and consumption of tobacco products, as well as its accompanying laws. Chairwoman of the Parliamentary Standing Commission for Science, Education, Culture and Youth Affairs Hranuysh Hakobyan says that the package of laws is aimed to solve 4 tasks: limitation of the places for smoking and advertisement of cigarettes, fixation of fines for violations of the law, establishment of a relevant legal field and appointment of an authorized body on control over exposure of violations and imposition of fines. The bill provides for establishment of a national program combatting smoking, which is elaborated by the government and will be submitted to the parliament every year together with the state budget. The bill prohibits sale of cigarettes to and by minors. Besides, the sale of cigarettes by the price is banned. The order of smoking danger warning on the cigarettes boxes is regulated. In case of violation of the given provision, the given lot of cigarettes is subject to destruction. The bill fixes a number of public establishments and territories wherein smoking is not allowed, including public transport and cultural facilities. The law is a compromise version of the bill that failed in the spring. Hakobyan says that it is necessary to gradually change over to the provision of Geneva Convention of WHO on struggle against smoking by 2010 which Armenia ratified in October, 2004. ARMENIAN PYUNIK LOSES QUARTERFINAL OF 13TH CIS FOOTBALL CUP TO AZERI NEFTCHI MOSCOW, JANUARY 20. ARMINFO. Armenia's football champion Pyunik (Yerevan) has lost the quarterfinal of the 13th CIS Football Cup to Neftchi (Baku) 0:2 and has missed its chance for the cup. The match was nervous on both the field and the standium. The Azeri fans turned out to be well prepared - flags, drums, T-shirts, painted faces. The noise was deafening. The Armenian fans were seated across the stadium and were their absolute contrast. Couple of flags, one-two passive voices shouting Pyunik! and no drive at all. The police were at first a bit confused unable to tell the Armenian flags from the Azeri ones but then they got used. The politics was present even there. Usually the stadium hails both the teams - this time the Armenians hailed their team the Azeris theirs. The conflict was ripening and was about to unleash when some Armenians fans put their flag over the Azeri one on the stand displaying all the national flags of the participant teams. A group of Azeri fans rushed to restore the justice but the police were just in time to prevent impending clashes. Much to their credit the sides managed to keep their temper till the end despite the obvious itch in their hands. Seeing that their team is doomed to lose the Armenians left the stadium sad but not angry. The Armenian players were not so restrained - they even attacked the referees. The Azeri were happy as if they won the World Cup. Now Neftchi is to meet with Dinamo Kiev while Lokomotive Moscow is to face Kaunas from Vilnius. In the Soviet times Ararat Yerevan met Neftchi Baku 40 times - 15 victories, 14 draws and 11 defeats.
