ARMENIAN PEACE-MAKERS LEAVE FOR IRAQ
He said that at first, Armenian peace-makers will arrive in El-Kuwait, then they will be transported to Iraq in two weeks, to the populated areas Kerbela, Al-Illa. The contingent will be dislocated as part of the Polish peace-making division. The peace-makers will receive 1,000 USD monthly salary. Part of the maintenance cost is laid on the Armenian party, but the greatest part of the expenses will be carried out by the American party. The Armenian contingent will stay in Iraq for six months with following rotation. Participating in the ceremonial seeing-off were Defense Minister of Armenia Serge Sargsyan and US Ambassador to Armenian John Evans. OPPOSITION HUMAN RIGHTS-DEMOCRACY PARTY INDIGNANT AT BIOGRAPHY OF MANY GOVERNMENT MEMBERS IN ARMENIA YEREVAN, JANUARY 18. ARMINFO. The Opposition Human Rights-Democracy Party distributed a statement, Tuesday, wherein it named the officials who violated the RA Law On Conscription, in the opinion of the party-members. In the statement, the party's Leader Ruben Torosyan expresses indignation at the new appointment of Gegham Gharibjanyan to the post of Deputy Foreign Minister of the country and Vazgen Khachikyan to the post of Chairman of the National Fund of Social Welfare as they did not serve in the army. The list includes in it Prime Minister Andranik Margaryan, Defense Minister Serge Sargsyan, Justice Minister David Haroutiunyan, Foreign Minister Vardan Oskanyan, Minister for Education and Science Sergo Yeritsyan, Health Minister Norayr Davtyan, Agricultural Minister David Lokyan, Energy Minister Armen Movsisyan, Minister for Culture and Youth Affairs Hovik Hoveyan, Minister for Labor and Social Affairs Aghvan Vardanyan, Minister for Finance and Economy Vardan Khachatryan, as well as Head of the Presidential Staff Artashes Tumanyan and CB Chairman Tigran Sargsyan. The statement also says that 65% of politicians in Armenia evaded army. Ruben Torosyan calls the authorities to take into account this circumstance and observe the letter of the law. On January 18, a group of illegal migrants, Armenian citizens, was deported from Krasnodar to Yerevan by the flight of Kuban Airlines. The Department for Migration Affairs of the Chief Department of Internal Affairs of Krasnodar told INTERFAX NA that 20 citizens of Armenia were deported in conformity with the decision of Krasnodar regional court for violation of the migration legislation and illegal entrepreneurship in the region. They are not allowed to enter Russia within 5 years. Another group of illegal migrants, 8 citizens of Uzbekistan, will be deported tonight to the place of their permanent residence. Colonel Seyran Shahsouvaryan told ARMINFO, Monday. To note, after 7 hours of discussion behind the closed doors on Dec 24, 2004, the Armenian Parliament ratified a Memorandum of Mutual Understanding regarding the dispatch of an Armenian peace-making contingent of 46 people to Iraq, including physicians, sappers, drivers. The opposition bloc Justice and the party ARFD included in the ruling coalition came out against dispatch of the Armenian peace-makers to Iraq. It should be noted that at present another Armenian peace-making platoon fulfills its mission in Kosovo. MARMENIA MAYBE OF LESS IMPORTANCE FOR RUSSIA, A RUSSIAN ANALYST SAYS YEREVAN, JANUARY 17. In return for Russia's support, Armenian President Robert Kocharyan expresses readiness to further favor the strengthening of Russian economic presence in Armenia, writes Gennadiy Sisoyev in his article in the Russian newspaper "Kommersant." In his words, in the establishment of relations with Yerevan, Russia actively used the interest of President Robert Kocharyan in the political support of Moscow in connection with activation of the Armenian opposition after "rose revolution" in Georgia. The author writes that in the course of implementation of the bilateral agreement "Property for Debt," the main part of power capacities of Armenia were transferred under control of Russia (80% of energy generation in Armenia). The Armenian monopolist in the sphere of gas, "ArmRosgasprom," is also controlled by Russian structures. And finally, the author writes, full packages of shares of a number of enterprises of the defense complex of Armenia have been transferred to Russia. Armenia's importance as a major strategic partner of Russia in the Transcaucasus may considerably decrease if Moscow fails to maintain its influence on Georgia, the analyst says. He said that although the relations between Moscow and the new authorities of Georgia overcame the phase of tension at the end of 2004, they are still unsatisfactory. As regards the relations with Azerbaijan, the author says that the Kremlin is concerned that Aliyev Jr. may correct the balanced policy of his father in direction of closer cooperation with the West in order that Azerbaijan receives the role of the regional leader. The author says that official Moscow is dissatisfied that Baku avoids conclusion of a long-term agreement with Russia on oil transit to supply the whole Caspian oil through the pipeline BTC via Georgia and Turkey. Besides, Moscow is concerned over lack of process in the sphere of military and technical cooperation with Baku and suspects the new authorities of Azerbaijan in the secret intention to change over to western standards of armament. Following the success of the 20th anniversary concert of Yerevan's Alan Hovhaness Chamber Orchestra (November 2004), there is an ambitious plan to build an Alan Hovhaness Museum here in Yerevan, Armenia - land of Hovhaness's paternal ancestors. ARMINFO was informed in the office the project for foundation of the museum. Hovhaness himself bequeathed scores to the State Museum of Literature and Art of Armenia when he visited us here in 1965. In 1940 Hovhaness became organist at St. James Armenian Church in Watertown, Massachusetts, and began to thoroughly assimilate the spirit of Armenian liturgical music into his own works. > This is a call to gather materials to send to Yerevan. The proposed museum will need photos, letters, concert programmes, posters, newspaper and magazine articles, CD recordings, LP recordings, concert recordings, scores, transcriptions of radio programmes, reminiscences -- in short, anything and everything possible having to do with Hovhaness. INTERNATIONALLY KNOWN ARMENIAN JUGGLER DIES IN MOSCOW In the early 60s Hakopyan began overshadowing all the other conjurers using mostly sophisticated accessories rather than their own deft hands. By the end of his career he was reputed as almost the only worthy manipulator in the world for the Soviet audience. "To try to perceive whatever when looking at Hakopyan's hands is like to try to perceive Tchaikovky's music when looking at Van Cliburn's hands. The only feeling you have is that you are a total ignoramus and all you know is not worth a penny," says Hakopyan's colleague Alexander Vasilevsky. Hakopyan started as illusionist in circus but he got bored to use machines. "I wanted to take them off the scene and to give my art some more nobility. Gradually I learned to use my own hands only," says Hakopyan in his book "Variety Tricks." Published in 1961 this book is one of the few available guides to juggling secrets. Later many resented Hakopyan for exposing his magic. There were over 1,000 tricks in Hakopyan's arsenal. Hundreds of them are used by other jugglers today among them his son Hamayak Hakopyan. GERMAN CONDUCTOR WILL CREATE TRANSCAUCASIAN CHAMBER ORCHESTRA BERLIN, JANUARY 15. ARMINFO. German conductor Uve Berhemmer intends to create a TransCaucasian chamber orchestra. According to the "German wave" radio station, he wants to assist improvment of relations between the countries of the region. Musicians from Georgia, Armenia and Azerbaijan will be involved in the orchestra. "We do hope that this unique group will become a symbol of stabilization in the Caucasus and music will perform a role of peace ambassador and mutual understanding", Uve Berhemmer emphasized. It is informed that the newly created orchestra will perform its first concert in Batumi in August, 2005. YEREVAN, JANUARY 15. ARMINFO.But for the tragic facts of history of two peoples, Armenia and Turkey might have friendly relations. Turkish journalist Nihal Bengisu Karaca stated in the article "Is Armenia friend of enemy?", published in the Turkish newspaper Zaman. According to the author of the article: "As I said, being a Turk in Yerevan is like traveling with a suitcase full of embarrassment. When you say, "We came from Turkey", the answer you will get might be, "No problem". On the other side, several meetings that started in an unfriendly way ended in friendship when they deepened a little. You frequently feel in meetings: "If only that history had not existed, how nice it would have been." Is it possible that Armenians could move on? In fact, there is some development in this direction. Garen Bekaryan, whom we talked at the European Union (EU) Integration Center, says: "In fact, Armenians might have to bury this genocide issue into history, but Turkey's massing of troops at the border during the Karabakh incident revived past fears." She is not wrong on this point. Russia sent Armenia 50,000 soldiers after Turgut Ozal's remark "What happens if a bomb falls on Armenia?" These soldiers are still in Armenia, ostensibly to protect it, but are damaging the country's attempts at democratization in the meantime. The situation resembles the riddle of the chicken and the egg.
